    Country Director - Kenya Integrated Pharmaceutical and Supply Chain Technical Assistance (KIPS)Activity

    • Chemonics seeks a Chief of Party for the anticipated Kenya Integrated Pharmaceutical and Supply Chain Technical Assistance (KIPS)Activity. This is part of the Next Generation Suite of projects following the current United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM)
    • The purpose of USAID KIPS is to ensure sustainable access to and appropriate use of quality-assured and affordable health commodities through a resilient and mature supply chain system and pharmaceutical regulatory services. USAID KIPS will work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.
    • The Country Director will provide overall strategic direction and leadership for KIPS. They will manage the development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise the administration of standard operations and financial procedures; manage short- and long-term technical assistance; and maintain effective communication with USAID, Chemonics’ headquarters office, public and private sector groups, and other donors and cooperating agencies. This position will be based in Kenya. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

    Principal Duties and Responsibilities (Essential Functions)

    • Maintain a positive working relationship with clients and partners, including USAID, Kenya Ministry of Health, local governments and other entities.
    • Develop and implement annual work plans and budgets that reflect USAID, Kenya Ministry of Health, and other stakeholder priorities.
    • Ensure the use of appropriate management methodologies to plan, organize, and control resources to achieve project goals.
    • Manage senior-level technical, operations, and monitoring and evaluation staff.
    • Develop and implement the project’s performance monitoring plan, including commodity security and logistics management indicators and project-wide performance measures.
    • Develop and implement risk mitigation strategies for procurement and logistics services.
    • Coordinate with stakeholders to build the capacity and capability of national and county health systems.
    • Oversee finances, cash flow, and ensure adequate availability of project funds to complete required project work.
    • Ensure compliance with procurement standard operations procedures, including supplier order fulfillment, order tracker, customs clearance/freight forwarding, storage and distribution, and use of logistics management information systems.

    Job Qualifications

    • A master’s degree or higher in business administration, supply chain, public health, or related field,
    • Minimum 15 years of experience in supply chain and pharmaceutical systems in low-income countries;
    • Minimum 5 years of experience in public health program management, managing supply chain and/or pharmaceutical management or system strengthening or governance projects;
    • Demonstrated ability to manage and implement complex USAID, CDC, international, or non-governmental organization (NGO)-funded public health project in a developing country context.
    • Excellent managerial and operational experience, preferably in managing large supply chain and/or pharmaceutical systems projects involving coordination with multiple partners or institutions in Kenya or the region and in managing donor projects.
    • Skilled in leading and managing high-performing teams;
    • Minimum 8 years of experience in developing activity work plans, budgets, and managing implementation;
    • Demonstrated team player with visionary leadership and demonstration of professional accomplishments;
    • Demonstrated capacity to liaise and negotiate with key stakeholders in Government and other organizations;
    • Demonstrated leadership, versatility, and integrity.
    • Excellent representational and communication skills, written and oral proficiency in English.
