    Project Officer- Change Management

    About You

    • We are seeking to hire a Project Officer-Change Management to join the Dalberg team for the Nairobi County Performance Management (NCPM) project. You are a development leader, and you thrive on tackling complex issues. Play a key role in driving strategic initiatives aimed at optimizing organizational processes, improving efficiency, and fostering a culture of continuous improvement to enhance the delivery of health services in Nairobi County. This position requires a deep understanding of organizational dynamics, change management principles, and the ability to implement systems changes that enhance overall effectiveness. You enjoy evolving in high-performing environments and driving the delivery of innovative and results-oriented solutions. You are independent and self-motivated and work well with others. You excel in solving problems using clear strategic and creative thinking, and you want to put your skills to work – transforming healthcare systems to ensure that everyone has access to essential quality health services when and where they need them, and without financial hardship. You are a committed self-starter with experience as a ‘top performer’ in your past roles, a passion for healthcare reforms, and an entrepreneurial spirit.

    Key Responsibilities

    Change Management:

    •  Lead and facilitate Health Systems strengthening initiatives at county and primary care facilities to improve performance and ensure the successful adoption of new processes, systems, and methodologies.
    • Collaborate with cross-functional teams to identify and roll out accountability and performance improvement initiatives; providing guidance and support to stakeholders at all levels.

    Organizational Effectiveness:

    • Conduct organizational assessments to identify areas for improvement and opportunities for enhanced efficiency.
    • Design and implement strategies to optimize organizational structure, workflow, and resource allocation.

    Systems Analysis and Implementation:

    • Evaluate existing systems and processes to identify inefficiencies and propose solutions for improvement.
    • Collaborate with IT and other relevant departments to implement new systems and technologies that align with organizational goals.

    Data Analysis:

    • Utilize data-driven insights to inform decision-making and measure the impact of organizational changes.
    • Develop and maintain key performance indicators (KPIs) to track and report on the effectiveness of implemented changes.

    Training and Development:

    • Develop and deliver training programs to ensure Nairobi County Health staff are equipped with the necessary skills to adapt to changes.
    • Provide ongoing support and resources to promote continuous learning and development within the organization.
    • Support the county in developing coaching initiatives to enhance the delivery of health services

     Stakeholder Engagement

    •  Developing and creating initiatives with various stakeholders aimed at improving the effectiveness and efficiency of health care delivery, and ensuring an enhanced experience for both care providers and patients
    • Assist in organizing and facilitating meetings, workshops, and stakeholder consultations.
    • Cultivate positive relationships with project partners, including government authorities, healthcare facilities, and community stakeholders.

    Adaptability and Problem-Solving:

    •  Tackle project challenges with flexibility and innovative problem solving.
    • Ensure project activities remain aligned with the evolving needs and priorities of Nairobi County.

    Monitoring, Evaluation, and Learning (MEL):

    • Play a pivotal role in the development and implementation of MEL frameworks to assess the impact of programs and projects.
    • Collect, analyze, and report on MEL data to guide project decision-making.
    • Design and conduct evaluations, surveys, and assessments to measure and report on program effectiveness
    • Regularly assess project activities, track progress, and identify areas for improvement.

    Project Management

    • Apply strong project management skills to oversee and coordinate multiple projects simultaneously, ensuring effective implementation of strategic initiatives.
    • Develop comprehensive project plans outlining scope, objectives, timelines, resources, and budget.
    • Monitor and manage risks throughout the project cycle

    Qualifications

    • A minimum of a bachelor’s degree in a relevant field, along with at least five years of experience in change management, organizational development, or a related field.
    • Proven track record of successfully leading and implementing organizational change initiatives.
    • Strong project management skills with the ability to manage multiple projects simultaneously.
    • Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
    • Analytical mindset with proficiency in data analysis and interpretation.
    • Knowledge of relevant tools and technologies related to organizational effectiveness and systems change.
    • Demonstrated expertise in project coordination and stakeholder management, particularly within the government sector.
    • Profound understanding of Monitoring, Evaluation, and Learning (MEL) principles and a track record in developing and implementing MEL frameworks.
    • The ability to work both independently and collaboratively within a team.
    • Strong project management skills with the ability to manage multiple projects simultaneously.
    • Familiarity with working alongside various donors.
    • Familiarity with healthcare systems and public service delivery in Nairobi County is a plus.
