    Water Engineer (1 Position)

    Purpose of the position

    • Main purpose of Water Engineer is to ensure effective planning and quality implementation of the Water activities in Dadaab refugee camps. He/she will also work closely with the other WASH officers and assistants in the field to ensure equitable water distribution and will assist the WASH Coordinator in overall planning and design of (future) projects. He/she will also stand in for the WASH Coordinator in absence and provide program support as required.

    Roles and Responsibilities

    Overall

    • Help plan activities to reduce WASH-related risks with WASH Coordinator
    • Collate data from the incentive workers and prepare regular reports on activities and WASH conditions for monitoring.
    • Coordinate with the other WASH Officers to ensure that the various aspects of the WASH response are integrated.
    • Liaise with community leaders and other sectors and agencies in order to coordinate within the WASH sector and between sectors such as health and shelter.
    • To represent PWJ in co-ordination meetings with the other IPs, section and block leaders and other stakeholders.
    • Preparation of the project reports in a timely manner, guidelines and other strategic documentation
    • Help plan and carry out need’s assessments, baseline studies and periodic studies, and feedback findings.
    • Maintain day to day communication with key WASH partners in order to implement WASH activities in harmonized, efficient and equitable manners.
    • Develop effective community engagement strategies and implement them with community-based WASH staff to promote community ownership in WASH related service delivery
    • Contribute to the development/establishment of WASH approaches, strategies and activities which fit in the context of the project site and in line with the directions of humanitarian assistance and guided by analysis of WASH sector needs and priorities.
    • Monitor and report on the use of sectoral programme resources (financial, administrative and other), verify compliance with approved allocation/organization rules, regulations and donor commitments, standards of accountability and integrity.
    • Prepare designs and BoQ for constructing WASH facilities in consultation with PWJ project and WASH engineers, conduct monitoring and supervision of the construction sites.

    Operation and maintenance of the Water supply system

    • Conduct regular monitoring and inspection of the water reticulation system to ensure smooth and uninterrupted water supply
    • Conduct regular assessment of day to day boreholes operations for checking of signs for preventive maintenance
    • Develop sound working relationship and communication with the team of water supply monitors to obtain timely reporting and any information on anomality to identify and respond swiftly to any technical problems
    • Monitor documentation of the water supply operators, support them in improvement if necessary and transfer the data from their ledger books to Excel template to generate monthly report to share with UNHCR and partners and analyze the trend
    • Engage WASH communities and community leaders and support the tap stand monitors to ensure maintenance of the taps stands and reduce breakages and vandalism for sustainability of the infrastructure.
    • Work closely with technical unit (master plumbers, plant foremen and plant electricians) to ensure timely execution of planned duties to reduce interruptions during water supply hours.

    Project Implementation, Monitoring and Evaluation

    • Work with the health partners on how to interpret and use data/findings to guide targeted interventions and decision making
    • Work closely with the MEAL officer to conduct routine KAP surveys and latrine census.
    • Timely development of monthly, quarterly ,semi-annual and annual performance reports and highlighting success stories arising from the field
    • Represent the organization as required in inter-agency and government coordination meetings and liaise with other organizations working in the operational area where appropriate.
    • Carry out any other task as requested by the supervisor

    Require Qualifications

    Education and qualification

    • Minimum of a bachelor’s degree in Civil Engineering, Water Engineering, or a closely related field from a recognized university.
    • Knowledge of SPHERE, WHO and national quality standards
    • Be a registered/licensed member of the relevant body
    • Additional course or personal learning on community development, livelihood, project and business management is an asset
    • Understanding of water pipeline designs, knowledge of ArcGis; Epanet, Autocad Civil-CAD and water modeling software is an asset

    Relevant Experience

    • Minimum 5 years relevant work experience in the area of WASH and at least 1 year in humanitarian setting.
    • Experience in capacity building for community own resource persons or community based staff
    • Experience in intervention projects with strong community involvement
    • Experience in partner and stakeholder coordination
    • Experience in designing and implementing social and behavior change communication

    Water (Assistant) Engineer

    JOB SUMMARY:

    • Peace Winds Japan is seeking an experienced Water, Sanitation and Hygiene (WASH) Assistant Engineer with technical expertise in water infrastructure, design rehabilitation, construction, management, hygiene and sanitation in ASAL and camp contexts. This position will guide the implementation of the WASH activities for the project in Hagadera in Dadaab Refugee complex and surrounding areas in Garissa County.

    Role and Responsibilities:

    • Support the program in facilitating the process of establishing smooth and fulfilling work relationships with host government offices and their implementing arms.
    • Support the Program in preparing detailed renovation plans including drawings, requirement estimates (BOQs), budget estimates and a monitoring and evaluation plan
    • Supervise ongoing constructions or renovations and ensure they meet quality standards Support the timely start-up of planned WASH and construction undertakings in Hagadera (Fafi) and technically support the program in the design, implementation and oversight of all public health education of the overall WASH response.
    • Represent PWJ at various levels of WASH platforms including the WASH Cluster and its technical working groups when assigned by the supervisor.
    • Deputize the WASH engineer and/or WASH Officers during their absence.
    • Work closely with other CHAMPs functions – including RMNCH, logistics and finance, HR and administration – to ensure programmatic integrations, effectiveness, efficiency and compliance.
    • Support the program in drafting internal and external reports by collection and sharing basic primary data from field on regular basis.
    • Guide, train and support community water facilities management committees to discharge their duties Support the program in Identifying infrastructural and IPC problems within health facility settings to come up with technical and financial propositions of how they can be fixed.
    • Identify WASH needs within target communities, including identification of water systems, analyzing dysfunctionalities, and coming up with technical and financial proposition of how the systems can be restored
    • Support the program to prepare detailed BoQs, procurement, supply, and spending plans for identified undertakings under your areas of assignment as needed.
    • Supervise and support contractors, skilled and unskilled labors and volunteers in closely and daily following up related interventions implementation to meet the anticipated quality standards. Any additional tasks assigned by the supervisor.

    Qualifications

    • At least 2-3 years of national work experience in NGO setting, working on emergency and development WASH or any other humanitarian project is strongly desired.
    • Fluent in local language (Somali) and excellent in English.

    Automotive Technician (2 position)

    Purpose of the position

    • The Auto-Technician will be responsible for general preventive maintenance and repair of all vehicles and other assets booked into the workshop. S/He will carry out all major repairs; diagnose faults, overhaul engines, gearboxes, transmissions, differentials, and other mechanical components.

    Roles and Responsibilities

    The General Maintenance, Servicing and Repairs of all vehicles and other assets

    • Carry out auto-mechanical preventive maintenance and repair of light vehicles, plant and equipment including 4x4 vehicles of various makes, types and models.
    • Carry out overhaul of engines, transmissions, differentials, hydraulic pumps, repair electro-mechanical components, and air brakes.
    • Carry out diagnosis of vehicles while consistently following the six-step diagnostic process.
    • Retrieve, repair, rescue broken down vehicles in the field and generate defects reports.
    • Inspects vehicles and generates spare parts list for requisition processing.
    • Take responsibility of approved spares by ensuring proper fitting, and that high quality of work is maintained to minimize downtime and repeat jobs.
    • Interpret instructions, technical manuals, illustrations, specifications, diagrams, schematics and other guides in conducting repairs and modifications.
    • Skilled usage of measuring instruments, Special Service Tools (SST) & test equipment.
    • Develop skills and training for users of 4WD vehicles’ safe driving on/off road operations.
    • Report by indicating spares replaced and time taken to perform repair works on Job cards.
    • Ensure that lubricants and other liquid solutions are used only the right quantity & quality.
    • Ensure proper usage and responsibility of assigned workshop tools and equipment by cleaning and storing safely.
    • Distinguish uneven tire wear on the vehicle and recommend need for suspension repair or wheel alignment.
    • Perform and carry out other duties as may be assigned by the Supervisor.
    • Comply with all applicable standards, policies (OSH), and SOPs including; safety procedures and good housekeeping.

    General Tasks

    • General maintenance and repairs of all vehicles/Equipment and other assets.
    • Carry out all major repairs; diagnose faults, overhaul engines, gearboxes, transmissions, differentials, and other mechanical components in line with manufacturer’s manual.

    Qualifications

    • Diploma in Mechanical Engineering (Automotive option) and Driving License class BCE.
    • Relevant experience in motor vehicle repairs, generators, plant and equipment.
    • Demonstrated multi-skilling in mechanics, Auto electrics/electronics an added advantage.
    • Relevant experience in spare parts management.
    • Computer literacy and data processing (Word, Excel, and Internet).
    • Member of the Institution of Engineering Technologists and Technicians of Kenya (IET-K).
    • Registered by the Kenya Engineering Technology Registration Board.

    Professional experience

    • Demonstrated experience of at least 5 years in repairs and maintenance of vehicles and equipment, especially 4WD vehicles and Isuzu trucks in the automotive field with at least 3 years’ INGO experience.
    • Demonstrated multi-skilling in mechanics, auto electrics, welding & fabrication.

    Other knowledge, additional competences

    • Good troubleshooting and problem-solving skills, especially in Engines and Gearboxes.
    • Good command of English and Kiswahili languages and ability to write reports.
    • Sensitivity in handling and disposing of important documents.
    • Reliability, Honesty, Innovativeness and good organisational skills.
