    Health Programme Manager

    Job Impact

    The role Regional Health Programme Manager is expected to impact and influence in the following critical areas.

    Health Programme Manager Specific Job Responsibilities And Key Tasks

    Strategic leadership

    • Lead in developing and implementing the regional health and care strategy focused on HIV & AIDS, Non-
    • Communicable Diseases, and other health issues faced by older people.
    • Analyse the SDG-3 priority on health care, especially around targets and indicators for older people. Ensure to sync HelpAge and network’s priorities with these
    • Support and coordinate the development health and care country strategies that is aligned to the regional and global priorities and firmly based on evidence and learning from existing work.
    • Identifying and working with a range of strategic partners within the region and beyond, to ensure programmatic collaboration, joint advocacy, research and fundraising.
    • Develop focussed collaboration with key organisations such as WHO, UNAIDS, UNICEF and UNFPA.

    Technical support- to country teams and network members

    • Provide need based technical support to country teams and network members. Examples of support include- development of policy briefs, staff and partner capacity development, responding to specific donor calls through technical advice, monitoring of ongoing programmes etc.
    • Lead in the development of technical standards to support our focus on promoting age friendly health services.
    • Develop standard program designs and indicators on the same to be used in programming. Identify and share good practices and updated research findings on the same within the teams.
    • Scaling up use of the Health Outcomes Tool in measuring quality of health care provisions for older people.
    • Program Development and Resource Mobilisation
    • Support in development of programmes and fundraising for the strategic priority areas in health and care work as defined for the region and country specific strategies.
    • Identify and develop technical content for proposals focussed on older peoples’ health and care

    Programme Management

    • Manage strategic regional programmes within the health and care portfolio, ensuring they are delivered in line with quality standards
    • Oversee (either line manage or matrix manage) staff working in regional health and care programmes
    • Development and delivery of health & care strategy across the Africa region in sync with SDG 3
    • Capture learning outcomes from health & care work by country teams and network
    • Lead and contribute to fundraising efforts for health & care work in the region
    • Offer high quality technical support to country offices and network
    • Develop strategic partnerships aiming programming, advocacy, research & fundraising
    • Represent HelpAge in relevant regional and global technical forums

    Advocacy and Lobbying

    • Analyse and write policy briefs and research papers – Identify specific issues, undertake analysis and develop policy briefs targeting key stakeholders. Publish in relevant journals on the issue. Maintain overview of the health and care work within the region and internationally.
    • Representation – Participate in relevant technical forums within the region covering general health and care, especially NCD issues and highlight issues of older persons supporting their integration in relevant policies and strategies.

    Terms of Reference

    HelpAge International, Africa region is currently looking for staff members who are interested and able to take on the role as focal points for gender, disability and accountability.

    The person will also be able to interact with across a cross section of the organizational leadership within the region and UK office to share information as well as to influence on broad policy issues concerning the theme.

    Regional Program Manager

    The role of Programme Manager- Grants & Fundraising is expected to impact and influence in the following critical areas

    Regional Program Manager Job Key Tasks and Responsibilities

    Strategic Leadership

    • Work with HelpAge International in the region and the RD team in London to review and implement funding strategies to meet agreed funding objectives and targets.
    • Regional leadership in the development and implementation of HelpAge policies, systems and tools in fund raising and grants management
    • Ensure countries and the Regional Center develop resource development strategies which are regularly reviewed, updated and implemented
    • Effective coordination of staff in HelpAge departments and network partners towards effective fundraising and grants management.
    • Conduct research and analysis of donors in the region to increase understanding of the donor environment in
    • Africa as well as long-term perspectives and preferences.
    • Map and identify Network Members – in consultation with the Head of Network Coordination & Development – who could complement HelpAge work in any funding opportunity.

    Proposal Development

    • Coordinate with the regional team, country office staff and network partners for submission of innovative and high quality proposals.
    • Support regional staff and country programmes to continuously manage donor networking process and liaison, ensuring that HelpAge’s profile and influence is increased across the donor community at national and regional levels.
    • Lead in identification of funding opportunities and support programme, network and technical staff directly or indirectly in preparation of funding proposals.
    • Represent HelpAge externally in the region by contributing to improved networking with other organizations on funding issues, sharing learning and jointly exploring programme opportunities. Contract Management &
    • Donor Servicing
    • In coordination with key staff manage proposal development and awards management systems to ensure timely planning, follow up and donor reporting (eg. Funding chart, Contract Management System/CMS).
    • Work closely with the Research, evidence and learning unit to ensure that learning generated from the project is adequately captured in donor reports.
    • Facilitate capacity building of staff and Africa network partners in grants contract management
    • Develop & implement an Africa wide fundraising plan to grow and sustain income
    • Efficient management of all donor contracts
    • Develop strategic partnerships for fundraising
    • Provide fundraising support to network members
    • Work together with teams to develop programmes and quality proposals

    Network Development & Coordination

    Network Development & Coordination Job Responsibilities and Key Tasks

    Strategic development

    • Lead development of regional network development strategy and related plans, ensuring members are represented in a structured way in regional and country planning.
    • Provide network development perspective to development of other organisational strategy and planning documents, e.g. country and thematic plans.
    • Contribute to global level planning processes to strengthen network development led by the Director of
    • Network, Advocacy and Communications.
    • Create opportunities for network members from the Africa region to contribute to global level strategic planning initiatives.
    • Ensure HelpAge staff members within the Africa region are clear about how to integrate network members into the planning, delivery and monitoring of their work.

    Network coordination

    • Establish strong mechanisms to ensure regular communication between HelpAge and network members across the region.
    • Support network members to learn, exchange information and work together on relevant strategic issues, e.g. developing policy positions in a particular thematic area.
    • Establish mechanisms for network members from the Africa region to connect with network members in other regions in their priority areas of work.
    • Facilitate linkages between network members and other stakeholders such as government line ministries, universities or private sector where HelpAge is positioned to broker relationships.

    Accountability to network members

    • Contribute to the shaping and roll out of the new membership model for the HelpAge Global Network and ensure existing and prospective members are clear about the benefits.
    • Ensure appropriate mechanisms are in place to collect feedback from members about HelpAge International’s work and share this feedback internally.
    • Regularly review how well HelpAge coordinates with network members in the region and ensure Regional SMT are aware of key recommendations to improve performance.
    • Share two-way communication between HelpAge International Board and network members.
    • Develop & deliver HelpAge network development strategy across the Africa region
    • Instutionalise systems within the network for learning on thematic engagement
    • Develop and manage a performing team and ensure cross-function collaboration
    • Develop and coordinate a strong Africa Age Network with diverse members
    • Strategic and long term fundraising to sustain and grow the work of Africa Age Network
    • Identify areas of policy and practice shift needed within HelpAge Africa region to enable work as a network

    Communications and knowledge management

    • Ensure communications work across the region is planned and delivered in ways that strengthens the profile and work of members in their own geography.
    • Ensure HelpAge International’s own reporting and communications profiles the work of network members.
    • Ensure regular updates are shared between network members in the region and that network members have access to relevant global communications.
    • Contribute to the development of global level work to set up systems to manage key resources on behalf of the wider network (e.g. research reports, evaluations, communications assets).

    Capacity building

    • Establish a database containing key information on capacities of network members within the region (technical, project management, policy etc).
    • Develop a regional capacity building plan tailored to the needs / interests of network members across the region.
    • Develop special capacity building projects for different types of members where appropriate, e.g. leadership programmes, technical training packages, training on effective campaigning techniques etc.
    • Facilitate connections between network members in the Africa region with relevant HelpAge expertise, or expertise of other network members, in support of meeting capacity building objectives.

    Resource Development

    • Lead development of fundraising for network activities in the region.
    • Work with resource development and other teams to develop proposals for network activities.
    • Provide support to network members in carrying out their own fundraising.

    Advocacy and Campaigning

    • Support the Regional Director in representing the HelpAge Network externally.
    • Manage advocacy and communications staff and ensure their day to day work engages network members e.g. in the design and delivery of campaigns such as the forthcoming Campaign against Ageism)
    • Build and promote the extension of the Age Demands Action (ADA) platform to facilitate strategic advocacy and campaigns initiative e.g. spike dates for ADA and the Ageism Campaign
    • Provide support to network members’ own advocacy and campaigning activities at national and regional level where relevant, e.g. through sharing experience from other contexts.
