    Consultant (Baseline Assessment)

    Scope of Work

    The consultant will lead and manage the execution of a baseline survey taking place in Kenya in relation to the AABS project. For carrying out the abovementioned activities the consultant is expected to:

    • Submit to WorldFish, a detailed plan of activities to implement this baseline survey.
    • Oversee the data collection process, which will involve administering surveys and/or conducting interviews.
    • Carry out data collection up to, but not limited to 2000 household surveys (estimated 45 min. per survey).
    • Support the process of obtaining ethical approval and research permit from relevant institutional review boards or ethics committees.
    • Recruit enumerators for data collection.
    • In collaboration with WorldFish staff, they will provide training and capacity-building support to enumerators involved in data collection. This will include training on survey methodology, data collection techniques, and ethical considerations.
    • Maintain effective communication with WorldFish Impact Assessment team throughout the study period.
    • Seek feedback from project partners and incorporate any necessary adjustments or refinements to the survey instruments.
    • Ensure that ethical principles and guidelines are adhered to throughout the baseline survey process.
    • Implement measures to ensure the accuracy, reliability, and validity of the data collected during the baseline survey.
    • Prepare comprehensive draft report summarizing the findings of the baseline survey and recommendations.
    • Spatial scope: the fieldwork will be deployed across 6 counties along the Kenya coastline.

    Reporting

    • The agency will report the progress of the assignment to WorldFish on Monthly basis.

    Skills, Experience and Knowledge

    • To be successful in this position, you will need to be a strong team player, willing to work under direction from project leadership and the Project Steering Committee but motivated to work autonomously in achieving objectives.

    To achieve the listed outputs, you will need to:

    • Lead consultant must have a minimum of master’s degree in Aquaculture/Fisheries, Agricultural Economics, and related field. A PhD is preferred.
    • Extensive experience in conducting large-scale baseline surveys in the agrifood or fisheries sector with digital tools.
    • Possess a team of dedicated enumerators with several years of experience in executing socio-economic baseline surveys.
    • Understanding of socio-economic aspects in the aquatic food sector or agrifood sector.
    • Demonstrated experience in executing the survey efficiently within a short timeframe.
    • Proven track record of producing high-quality reports as an organization.

    Budget

    • Interested Consultant(s) are requested to provide a detailed budget proposal outlining professional fees, travel expenses (if applicable), and any other costs related to the consultancy. The budget should be submitted along with the application.

    Evaluation and Selection

    • Applications will be evaluated based on the qualifications and experience of the consultant, the quality and feasibility of the proposed approach and work plan, the relevance of previous work examples and the most competitive proposal.
