    Consultant - Procurement and Supply Chain

    Purpose of consultancy

    To elaborate a customized plan for procurement and supply chain management in initial countries in which the Global Platform for Access to Medicines operates, that includes a systematic assessment of how medicines will reach patients and an accompanying strategy for supply chain management including recommendations for technical support, monitoring and accountability. 

    Deliverables

    • Output 1: Engage country-level stakeholders in initial focus countries (provisionally 2-4 countries) through preparatory consultations with relevant government authorities and field offices (including but not limited to St Jude and its Global Alliance partners, UNICEF and WHO Offices).
      • Deliverable 1.1: Stakeholder map of relevant actors (including both facilities that could provide the medicines procured via the GPACCM and stakeholders that could provide technical assistance and oversight for the process), guided by relevant Working Groups of GPACCM.
      • Deliverable 1.2: Concept note with annotated agenda for on-site missions outlining stakeholders to consult and facilities to visit. 

    Expected delivery date: 15 April 2023.

    • Output 2: On-site mission to develop a plan for how the medicines procured via the GPACCM will be distributed in each focus country, based on a standardized tool developed by the GPACCM. Provide guidance to convene key stakeholders and production of full mission report with recommendations on procurement and supply management (PSM) approach, specified for each focus country. 
      • Deliverable 2.1: Facilitated national or sub-national dialogues with relevant stakeholders identified in stakeholder map including presentation of provisional findings to key country-level stakeholders.
      • Deliverable 2.2: Country-specific reports (comprehensive) describing supply chain management capacity and recommend an approach for supply chain management operations for the medicines procured via the Platform.
      • Deliverable 2.3: Presentation of report findings to relevant Working Groups of GPACCM.

    Expected delivery date: 15 July 2023.

    • Output 3:  Develop plans for how technical guidance and oversight for the medicines procured via the GPACCM will be carried out in each focus country.
      • Deliverable 3.1: Country-specific reports that present recommendations on how the GPACCM should ensure technical assistance and oversight in each focus country.
      • Deliverable 3.2: Presentation of report findings to relevant Working Groups of GPACCM.

    Expected delivery date: 30 July 2023.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in public health, policy, business administration or logistics.

    Experience

    Essential:

    • Over ten years' experience working in the area of public health and access to medicines, with particular programmatic experience in supply chain management.
    • At least 5 years of professional experience in coordinating and engaging with multi-stakeholder partners including UN agencies, governments, civil society, and private sector with a focus on low- and middle-income countries.

    Desirable:

    • Experience in project design and management at national or international level. 
    • Relevant work experience with WHO and/or UN agencies, health cluster partners.
    • Experience working in relevant nongovernmental organizations.

    Skills/Knowledge:

    Essential:

    • Knowledge of public health approach and scientific writing.
    • Data interpretation and visualization skills.
    • Communication skills.
