ICT Officer - Networks & Infrastructure Support at Tenwek Hospital

Job summary: 

• Reporting to the Head of Ict, the Operations, Network & Infrastructure Lead The role will have oversight of IT Operations including Service Delivery, Network infrastructure, Data & Backup Management/Analytics, Data Centre & Business Continuity (Disaster Recovery), Database Administration, Projects Management, Systems Operations & Support. He is accountable for managing the high availability networks infrastructure and associated operational services in line with the agreed Service Level Targets and advise the hospital executive. Works closely with Head Of ICT, Enterprise Systems Lead to collect and analyze systems infrastructure project requirements and develop specifications.

Responsibilities

• Will Formulate ICT plans, policies and procedures and aligning information management policies.
• Designs, implements, upgrades, monitors, and maintains critical systems including but not limited to; servers, SAN, VMware infrastructure, UPS, backup system, MS Active Directory, anti-virus, web/email security appliance, Cloud Services, etc.
• Continually researches technologies and trends related to corporate facility operations and makes strategic recommendations related to Hospital data centre technology (servers, SAN, VMware, backup, etc.).
• Consults with external resources to obtain proposals, pricing etc.
• Provides software and hardware evaluation and recommendations for management review.
• Writes and maintains documentation related to Hospital's operations, policies and procedures.
• Responsible for overall internal IT Operations.
• Provides a secure, compliant, robust, reliable, scalable and efficient infrastructure and directs infrastructure support strategy and operations.
• Manage activities related to keeping the infrastructure performing optimally, including but not limited to; backing up the systems, performance tuning, installing operating system upgrades and patches, implementing security and virus protection and providing 24-hour monitoring and support.
• Manages Internet infrastructure, including management of firewalls to provide Internet connectivity for Hospital's functions and provide 24-hour monitoring and support.
• Oversees the day-to-day support of all production platforms to ensure the high availability, integrity, and confidentiality of the network, servers, storage, telecommunications services and information.
• Develop computer information resources for data security, control and disaster recovery for internal Hospital's systems and PAAS/SAAS providers.
• Develop & maintain a disaster recovery plan for IT operations and production systems, coordinate responses to emergency production issues; resolve conflicting user demands for service.
• Provide outage and crisis leadership with crisp, clear communication to stakeholders, vendors and executive management.
• Provide technical input and recommendations for contracts, software and related goods and services needed for technology areas. Negotiate with and direct vendors and contractors, including contract management.
• Plan and organize workloads and staff assignments; Review progress, and immediate changes in priorities, schedules, procedures to meet deadlines. Motivate staff by setting and achieving challenging goals; demonstrate persistence in overcoming obstacles—lead change management and risk management, identify appropriate resources, and develop schedules to ensure timely project completion. Manage risks by considering the ultimate impact of decisions and actions.
• Participate as a member of the Information Technology management team and plan, organize, and set performance measures for goals, initiatives, staff and Division budgets.
• Select, supervise, coach and evaluate assigned staff. Establish work rules and performance standards, conduct and oversee performance evaluations and initiate and implement disciplinary actions as needed. Resolve grievances and other personnel matters. Provide for the training and motivation of subordinates to make full use of individual capabilities and meet changing system demands.
• Hands-on technical depth enables direct oversight, problem-solving Leadership and participation for complex infrastructure implementation, system upgrades and operational troubleshooting.
• Develop a comprehensive disaster recovery architecture and operations, including storage area network and redundant, highly-available server and network architectures.
• Ensure all Corporate IT-related policies and procedures have been implemented, and a successful self-audit has been carried out.
• Maintain network security through installations of firewalls, proxy servers and VPNs establishing restrictions at port and protocols levels URL filtering.
• Monitor the day-to-day availability of infrastructure services, ensuring that proper downtime reports are maintained.
• Coordinate with Finance for IT-related payments.
• Establish Service Level Agreement with vendors.
• Research, design, and implement ICT systems that enable Tenwek's ICT infrastructure to grow and scale, including security & communications systems
• Establishing, managing and administering ICT security policy and procedures to ensure preventive and recovery strategies are in place and minimize the risk of internal and external security threats.
• Act as the Server Subject Matter Expert for infrastructure projects assigned.
• Provide Leadership for delivery of 24/7 ICT service operations and KPI compliance.
• Implement & manage secure and redundant internet/network setup, wifi & VPN configuration & optimization, local area networks, and network monitoring software & protocols.
• Prepare RFPs, bid proposals, contracts, the scope of work reports, and other documentation for ICT projects and associated efforts.
• Test server performance and provide network performance statistics and reports; develop strategies for maintaining server infrastructure.
• Will Ensure preventive maintenance on equipment and regular evaluation of existing hardware & software.
• Installing database management systems (RDBMS) and Application Server using best practice, ensuring compliance with RDBMS license agreements and maintaining upgrades and critical patches. Assisting in integration of HMIS and FMIS and troubleshooting errors.
• Will Provide Leadership in developing, testing, and supporting the enterprise risk management program for business continuity and disaster recovery.
• Performing other tasks as assigned by the Head of ICT.
