    Manager - Global Monitoring, Evaluation, Accountability and Learning

    RESPONSIBILITIES

    • Contribute to the development and implementation of MEAL practices and tools for programmatic teams under the direction of the Associate Director and in collaboration with others.
    • Regularly and proactively engage teams on MEAL needs at both the intervention and programmatic levels.
    • Support teams with strategic planning processes, including the development of needs assessment research, the identification of constraints and root causes, and the creation of various types of theories of change.
    • Develop and test valid, rigorous, and relevant data collection (monitoring) tools and processes in the face of dynamic, fast paced programmatic contexts.
    • Support teams in regular reflections and learning.
    • Support the development of MEAL capacities within the Center, particularly in the areas of data collection, data analysis, accountability, and reflective practice.
    • Support or oversee the design, planning, and implementation of evaluations.
    • Effectively synthesize and communicate monitoring and evaluation findings and other lessons learned with internal and external audiences while facilitating a culture of accountability and learning.
    • Support TCIS in developing practices of accountability, including ensuring the participation of diverse stakeholders in intervention design, implementation, and assessment; avoiding extractive evidence-gathering processes; and ensuring a consideration of aspects related to transparency, safeguarding, and sustainability throughout the program and project cycle.
    • Participate in relevant communities of practice and collaborate with counterparts within the Habitat network as required.
    • Pursue continued capacity development on MEAL-related topics.
    • Travel to program sites to provide the above-mentioned support.

    REQUIREMENTS

    • Master’s degree, plus 5+ years of related experience or a lower degree with 10+ years of related experience. Related experience includes mixed methods research and evaluation approaches, including mobile data collection and remote data collection.
    • Strong quantitative and/or qualitative data analysis skills and expertise and experience with statistical software packages (e.g. Stata, SAS, SPSS or R) or qualitative data analysis software (e.g., MaxQDA, NVivo or AtlasTi).
    • Strong critical thinking, problem-solving, and analytical skills.
    • Strong facilitating and influencing skills.
    • Comfortable working with diverse, multicultural teams in various geographic areas.
    • Able to build and maintain strong, collaborative relationships in a federated network.

    PREFERRED

    • Spanish language skills.
    • Experience using innovative participatory approaches to evaluation and research.
    • Knowledge of and experience with international development, market systems development, small and growing business development, and/or financial inclusion programming.
    • Familiarity with the debates and publications that shape market-based development programming, particularly the DCED Standard.
    • Experience providing capacity development workshops and training.
    • Experience with culturally responsive approaches to evaluation.
    • Experience working in and with teams from the Global South.
