    Medical Coordinator Support

    Main Purpose

    Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population

    • Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
    • Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects
    • Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
    • Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project
    • Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
    • Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan
    • Participating in the data (DHIS 2/HIMS and eCare) collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
    • Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, etc.)

    ADDITIONAL TASKS

    This position is intersectional, means Medco Support will provide assistance to Medcos for all projects in Somalia

    Data collection and reporting

    • Responsible to compile/write the mission monthly medical report – highlighting issues arising from the month/weeks
    • Through regular cluster and bilateral meetings with health actors of Somalia as well as reports reviews, support the medcos with information on country and project’s geographical areas surveillance, including analysis of the (disease) trends and recommendation to the projects for improvement and response to a specific situation (ie. Project contingencies for emergencies)
    • Support medcos in compiling medical data for support the mission advocacy and communication strategy
    • Support the implementation and or evaluation of MSF eCare, OR and other quality care activities in the mission

    Emergency Planning and Preparedness

    • Lead the scanning/surveillance of selected regions known prone for emergencies as per mission EPP
    • Specific scanning/surveillance of emergencies with specific focus in locations outside MSF project location
    • Support epidemiologists on Setting up surveillance systems for emergencies (including conflicts) that can capture alerts of the common EPP scenarios.
    • Build/maintain an active and complete network regarding emergencies in the country/region
    • Together with mission pharmacist responsible for mission EPP Stocks Management
    • Monitor expiry date status – put replenishment or swap plans with projects such way that minimized waste of the medical supplies and increases the accountability (close engagement with the logs in the mission)
    • Plan placing regular or ad hoc EPP orders in coordination with supply team, and pharmacist
    • Identify, develop and keep relevant the mission HR E-Members, including training
    • Support projects in contingency planning and response initiation at project level
    • Support annual review of EPP strategy and scenarios – organize EPP learning and orientation workshops for mission and projects.

    Emergency Response

    • Participate the initial phase of the assessment, compile the report and share clear recommendation to the medcos
    • Avail oneself to travel in short notice to areas of interventions
    • Actively participate in response strategy discussions and brainstorming
    • Take an active part during the implementation of any medical response to work as clinician or any other practical job assigned deemed necessary

    Other activities

    • Contribute to annual planning cycles and mid-year reviews
    • Keep up to date the contact list of other actors in Somalia
    • Create and maintain medical institutional memory document

    Requirements

    Education

    • Essential:Medical Doctor diploma
    • Master in public health and Training in tropical medicine will be an asset

    Experience

    • Essential 2 years’ experience in relevant jobs, in MSF or other NGO’s in developing countries. MSF Experience is an asset
    • Training or experience in tropical medicine and/or public health
    • Emergency experience is an asset

    Language

    • English and Somali language essential

    Knowledge

    • Essential computer literacy (word, excel and Internet)
