    Monitoring Advisor USAID/BHA Somalia Monitoring Learning Project-2 (SMLP-2)

     

    • The Monitoring Advisor will liaise with both the Monitoring Team and Learning Team to produce relevant high-quality information, regularly convening meetings involving DCPs, RPs and other stakeholders, and conducting site visits to assess progress towards mutually agreed milestones and targets. This is a Long-Term Technical Assistance (LTTA) position based in Nairobi, Kenya, with travel to Somalia for up to 50% of the time.

    Responsibilities: 

    • Manage the day-to-day performance of the DCPs/RPs and ensure high quality data is collected, cleaned and verified. 
    • Responsible for Nairobi-level (Level 3) data quality control by reviewing DCP data and providing regular formalized training and feedback on data quality. 
    • Provide coaching, mentoring and refresher training to field monitors and observe progress during site visits. 
    • Conduct site-visits and other spot checks in Somalia as required. 
    • Liaise with the national, state and local level Somalia government officials to ensure smooth operation and attend meetings when possible. Ensure technical aspects of data-sharing are implemented according to project guidelines and USAID direction. 
    • Support the DKM in producing high quality data and knowledge management deliverables for the Senior Monitoring Advisor. 
    • Facilitate the practical application of knowledge resulting from monitoring, research and other activities. HRO-438 
    • Conduct continuous evaluations of monitoring activities and suggest improvements to systems and processes where necessary. 
    • Perform any other duties as assigned by the Senior Monitoring Advisor.

    Your Experience and Expertise You will have:

    • Bachelor’s degree in monitoring & evaluation, or other relevant disciplines. Five (5) years of professional work experience related to monitoring, evaluation, accountability, and learning (MEAL) is required, including four (4) years of field-based experience is preferred. 
    • At least five (5) years of professional work experience in planning and implementing programs focused on MEAL is required. 
    • Relevant technical work experience in TPM research and/or implementation. 
    • Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and multi-sector humanitarian assistance in Sub-Saharan Africa. 
    • Technical capability to oversee quality control on TPM and analytical work products. 
    • Excellent oral and written communication, analytical, interpersonal, and team management skills. 
    • Experience working with USAID and/or other international donors. 
    • Strong attention to detail and organizational skills.

    It is desirable that you will also have:

    • A master’s degree in a relevant discipline. 
    • Familiarity with the operations of BHA-funded programs in Somalia is highly desirable. 
    • Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads. 
    • Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic. 
    • Results-oriented approach to problem solving. 
    • Strong communication skills, including note-taking for meetings. 
    • High professional standards for evaluation data and reporting. 
    • Accustomed to teamwork and able to sustain positive and frequent communications for a remotely managed monitoring team in a challenging, high-risk environment. 
    • Ability to work independently where necessary.

    Languages: 

    • Proficiency in written and spoken English and Somali is required
