    Monitoring, Evaluation and Risk Management Officer (P2)

    Context:

    Under the overall guidance of the Head of Programme and Policy Development and direct supervision of the Head of Mission Support & Innovation Unit, and in close cooperation with all programme units, the Monitoring, Evaluation and Risk Management Officer will be responsible for supervising and coordinating the Monitoring, Evaluation, Accountability, and Learning (MEAL) and Risk Management aspects of programmes and projects in Kenya and assisting in their relevant and effective implementation, in line with the specific donors’ requirements.

    Core Functions / Responsibilities:

    • Supervise and coordinate the Monitoring & Evaluation (M&E), Accountability & Learning (A&L), and Risk Management aspects of the Mission’s projects and programmes, including contributing to the development of an overall framework for Project Monitoring and Evaluation in close coordination with the programme units.
    • Provide technical and process support and guidance to programme teams to assist them in establishing a risk context and an associated Risk Management Plan, particularly in the review of project proposals. Check that new risks are identified during the regular monitoring of project activities and that associated Project Risk Register Matrix, Risk Treatment plans are monitored and regularly reviewed. Conduct monitoring visits of mission projects especially high-profile or high-risk projects requiring independent monitoring or urgent technical guidance, considering M&E frameworks and annual workplans. In close coordination with programmes and units, provide technical inputs to support the development of a MEAL strategy for the CO. Assist in developing data collection tools and a MEAL system, supporting the conduct of data collection and analysis.
    • Coordinate the preparation of regular programme/project reviews, impact assessments, process and operations monitoring, real-time, mid-term and final evaluations, and lessons-learned workshops as included in project budgets, and check that MEAL arrangements comply with donor agreements.
    • In close collaboration with Programme/Project Managers, operational teams and implementing partners, facilitate compliance with quantitative and qualitative monitoring requirements that provide relevant information for monitoring and evaluation of programme/project activities, and comply with regular reporting requirements, in line with IOM MEAL standards.
    • Support programme teams in the roll-out of IOM SRF, while facilitating the use of global indicators where relevant as well as the proper use of PRIMA for monitoring, reporting and evaluation of projects/programmes in the Mission.
    • Test and regularly review the information and data collection tools for compliance with relevant monitoring and reporting requirements as per the IOM MEAL Guidelines.
    • Participate in United Nations (UN) coordination and other meetings and working groups in Kenya.
    • Undertake regular visits to the field in close coordination with programme managers and Heads of Sub Office to support implementation of MEAL and to recommend action where adaptations/corrections might be needed.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:
    Education

    • Master’s degree in Political Science, Social Science, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in monitoring and evaluation, project implementation and/or management, preferably with experience in the field of research, monitoring and/or evaluation;
    • Experience with logical framework approach and other strategic planning approaches, M&E data collection and analysis methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;
    • Experience in M&E system design, data processing and computers with familiarity in Results
    • Based Management (RBM) framework are highly desirable;
    • Experience in proposal development and donor liaison is an asset;
    • Experience working in hardship duty stations and emergency settings with complex operating environments preferred; and,
    • Experience working in a cross-cultural setting.

    Skills

    • Excellent communication and analytical skills;
    • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
    • Strong interpersonal and teamwork skills;
    • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds; and,
    • Knowledge on broad areas of migration management and working knowledge with the UN/ bilateral donor programming, institutional questionnaires would be an advantage.

    Languages

    • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
    • For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
