    National Coordinator

    The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is in UNEP, Africa Office, Energy Unit, Nairobi, Kenya. The Individual Contractor will directly report to Energy Commission of Nigeria; and his/her performance will be evaluated in consultation with the Head of Energy Unit, UNEP Africa Office.

    Duties and Responsibilities

    • Coordinate the project team (composed by the Energy Commission of Nigeria, UNEP Africa, UNEP U4E and expert consultants). Coordinate a weekly or bi-weekly progress check meeting through the project as needed.
    • Complete and reinforce the stakeholder mapping and ensure all relevant stakeholder and national efforts are well informed about the project.
    • Draft and continuously maintain a workplan in Word to track project deliverables, milestones and timeframes building off the original project proposal to the donor.
    • Engage with local stakeholders and address general inquiries regarding the project.
    • Review of Nigeria NCAP and participate in the NCAP validation meetings led by the Ozone Unit, share insights based on the NCAP comments. Prepare a meeting report.

    • Engage with participants of the NCAP validation meeting over email, phone or through physical meetings to collect inputs and ensure our work remains linked to national relevant efforts including e.g. the NDC Implementation.
    • Support the Energy Commission to establish the National Technical committee or working group for cooling related activities and their consultation meetings.
    • Draft NCAP Annex on key actions for Space Cooling. Integrate internal feedback received and revise the Annex to share for stakeholder feedback.
    • Collect stakeholder feedback and revise the Annex on key actions for Space Cooling and submit a final version (may require additional feedback rounds). Request an acceptance letter.
    • Identify key high-level officials to increase the commitment for the adoption of the MEPS and Labels policy and implementation of NCAP's recommendations and the priority actions.
    • Identify a local communications consultant for the development of the Communications campaign strategy on clean cooling in Nigeria.
    • Organize of the Virtual Workshop on market monitoring, verification, and reinforcement.
    • Coordinate with the project team, the communications consultant, and relevant stakeholders the launch of the Communications campaign on clean cooling in Nigeria.

    Reporting Lines

    The Individual Contractor will directly report to Energy Commission of Nigeria; and his/her performance will be evaluated in consultation with the Head of Energy Unit, UNEP Africa Office.

    Qualifications/special skills

    • Academic Qualifications : A university degree (Bachelors or equivalent) in energy or environmental policy, energy or environmental economics, or a related engineering or science field is required.
    • Experience : A Minimum of 5 years of professional experience with energy or environmental policies or programmes is required.
    • Excellent written and oral communications skills on energy-related topics.
    • Familiarity with project management concepts.
    • Basic familiarity with air conditioner and refrigerator technologies and opportunities for improving performance is an asset.
    • Experience in developing and building coalitions to support initiatives.
    • Excellent record in collaborating with a team, and ability to adapt to meeting varying needs as a project evolves.
    • Familiarity with the policy context and a well-established network with officials and other national stakeholders is desired.
    • Language : Fluency in spoken and written English is required
