    Primary Health Care (PHC Consultant) - Strategy Development

    • Artemis Outsourcing Ltd is a regionally focused multidisciplinary consulting firm providing technical assistance in Human Resource Management. Our client in the NGO sector is currently seeking to engage a PHC Consultant to be based at the Ministry of Health. 

    Reporting To: Director Primary Health Care through Head of Division Primary Health Care Networks

    Background

    • Kenya’s commitment to achieving Universal Health Coverage (UHC) is anchored in the constitutional “right to the highest attainable standard of health” and articulated through successive national health strategies and reforms aimed at ensuring equitable access to quality, affordable care for all.
    • The overarching aspiration for UHC is to ensure that everyone in Kenya can access essential, high- quality health services regardless of their socioeconomic status, thereby leaving no one behind. Primary Health Care (PHC) remains the cornerstone of this vision, providing the first level of contact between individuals and the health system and serving as a critical platform for delivering essential services across the life course.
    • The Kenya Primary Health Care Strategic Framework 2019–2024 and the Primary Care Networks (PCN) Guidelines 2021 have been central to advancing this agenda, supporting the reorganization of service delivery, strengthening community and primary-level systems, and improving referral linkages.
    • Alongside these, the Ministry of Health has rolled out various health reforms including digitization (digital health), health financing (social health insurance and facility improvement financing), the PHC Act, among others, to support the attainment of UHC. Notable achievements include the scale-up of well kitted and digitally enabled community health promoters, increased access to essential services delivered by PHC multidisciplinary teams, expansion of integrated service delivery models, and enhanced coordination across KEPH levels of care as part of broader health sector reforms.

    Purpose of technical support consultancy

    The aim of the technical support (consultancy) is to provide the Ministry of Health of Kenya’s Directorate of Primary Health Care with timely and strategic assistance to develop the Kenya Primary Health Care Strategic Framework 2027–2032, building on the concluded Kenya Primary Health Care Strategic Framework 2019–2024. Informed by the findings and recommendations of the End-Term Review (ETR) of the 2019–2024 framework, the consultancy will support the articulation of strategic directions, priorities, and implementation arrangements for the 2027–2032 period. Key aspects of this assignment include reviewing relevant policies, strategies, guidelines, and plans; synthesizing ETR lessons learned;

    • conducting stakeholder consultations and validation; refining priority interventions and results framework; and drafting the new PHC Strategic Framework.
    • The MoH envisages a consultative and evidence-informed process to develop the 2027–2032 framework, drawing on the End-Term Review findings and using both primary and secondary data sources, with broad stakeholder participation through an appointed steering committee, a technical working group, and consultations at national and county levels. The process will be responsive to the evolving health landscape at both national and county levels, including ongoing public sector and health reforms, and will translate key achievements, gaps, and lessons learned to date into actionable priorities for the next period.
    • Key duties and responsibilities
    • Lead the design and development of the Kenya Primary Health Care Strategic Framework 2027–2032, outlining a robust methodology in an inception report, ensuring alignment with national health policies, and facilitating active participation of stakeholders at national and county levels.
    • Undertake desk review and evidence synthesis to support the design of evidence-informed Primary Health Care strategic objectives that support scalable, innovative, and responsive interventions/programs for Kenya’s dynamic population health needs.
    • Integrate results-based management principles by establishing clear indicators, targets, and monitoring mechanisms to support accountability and drive measurable progress toward Universal Health Coverage and Sustainable Development Goals.
    • Ensure that the strategic framework is developed with a human rights-based approach, promoting inclusivity, equity, and deliberate attention for vulnerable and marginalized populations, including rural populations, pastoralist communities, persons with disabilities, refugees, and the urban poor and overall alignment with Kenya’s development blueprints and medium-term plans.
    • Facilitate participatory planning processes and broad stakeholder engagement with the Ministry of Health and across divisions/directorates/programs of the Ministry of Health, Council of Governors, county representatives, development partners, and communities to foster shared ownership and inform strategic priorities and directions.
    • Lead capacity-building initiatives, focused on problem analysis, prioritization, and results monitoring, including training sessions, workshops, and dissemination activities to strengthen stakeholder understanding and involvement.
    • Prepare and deliver high-quality strategic documents and presentations, synthesize key lessons and recommendations, and revise outputs in response to stakeholder feedback to ensure relevance and consensus.
    • Undertake additional strategic planning and program development responsibilities as assigned by the Director for Primary Health Care or designated authority, ensuring responsiveness to emerging and contextual priorities.
    • Work with the Ministry’s Planning unit to cost the strategic framework.

    Key Qualifications

    • A health professional with advanced university degree in public health, medicine, public policy, health economics, or other relevant fields is required.
    • A minimum of ten years of progressive hands-on relevant work experience in the development of national health policies and strategic plans in Kenya or a similar context is required.
    • Strong background and expertise in evidence synthesis is desirable.
    • Proven track record in similar collaborations with the Ministry of Health in Kenya.
    • Experience in writing/drafting strategic/policy documents.
    • Proven experience in effective stakeholder engagement and participatory approaches.
    • Strong communicator with ability to present technical concepts clearly and articulately.
    • Fluency in English and Kiswahili, both oral and written, is a requirement.
