Principal Finance and Accounts Officer at Public Service Commission Kenya (PSCK)

Job Summary:

The Principal Finance and Accounts Officer will be responsible for:-

• Ensuring implementation of Finance and Accounts Policies in the organization;
• Communicating the Board’s performance to all staff on a regular basis and explain to them financial performance variances and possible reasons thereof;
• Updating the Board on the current tax matters depending on the Government Regulations as well as filing the necessary taxes;
• Monitoring and evaluating the laid down systems and making recommendations for improving the financial systems;
• Identifying and report to the Manager, Finance and Accounts of any identified incidences of non-compliance with laid down financial systems and financial risks facing the Board;
• Liaising with other Departments so as to ensure that financial and related regulations are complied with and where applicable give procedural guidance including dealing with any staff enquiries on any payment related matters;
• Contributing to formulation of the Board’s budget by consolidation of all departmental budgets;
• Implementing internal controls;
• Preparing of management accounts and end of year financial statements as well as timely submission of annual financial statements of accounts;
• Reviewing and coordinating accounts analysis and reconciliations (including bank reconciliations) on a monthly basis;
• Coordinating the payment of suppliers of goods and services and ensure that Suppliers are paid promptly and deal with any supplier related enquiries;
• Reviewing the payroll and effect accurate salary payments;
• Ensuring provision of accurate timely reliable financial information; and
• Organizing and coordinating responses to audit queries.

Job Specifications

For appointment to this grade, an officer must have:

• Served in the grade of Senior Accountant or in a comparable and relevant position for a minimum period of Eight (8) years;
• Bachelor’s degree in Commerce (Accounting or Finance option) or its equivalent;
• Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) as a CPA(K);
• Senior Management Course lasting not less than four (4) weeks from a recognized institution;
• Effective communication and interpersonal skills.
• Proficiency in the usage of recognized computer accounting software and common office applications; and
