    Programme Coordinator (Resilience and Solutions) (P3) Nairobi, Kenya

    Core Functions / Responsibilities:

    • Manage the IOM Kenya CO programme portfolio promoting resilience-building, livelihoods & economic recovery, peacebuilding, social cohesion, durable solutions, disaster risk reduction, climate change adaptation and Prevention of Violent Extremism (PVE), ensuring coherence with IOM strategy and relevant frameworks.
    • Coordinate operational, administrative and financial aspects of ongoing initiatives ensuring that implementation meets intended scope, timeframe, quality, targets and budget in alignment with donor requirements; proactively identify problems and recommend measures to improve programming in response to emerging needs and opportunities.
    • Supervise international and national staff, and monitor the work of consultants; provide technical guidance and capacity building support to project teams including field staff in sub-offices to facilitate the achievement of project outputs and staff members’ professional development targets.
    • Identify, evaluate, and recommend project development opportunities; design and prepare project concept notes and proposals in coordination with Mission Support Unit and relevant project teams; collaborate with the Resources Management Unit (RMU) to prepare, finalize and manage project budgets according to IOM Rules and Regulations and donor requirements.
    • Work with Mission Support Unit to ensure the timely preparation and submission of project interim and final reports that are compliant with obligations and timelines; draft and administer project revisions as required.
    • Coordinate and identify operational synergies with other technical/thematic leads and programmes, including Shelter & Settlements, Water, Sanitation and Hygiene & Basic Infrastructure, Immigration & Border Governance, Data & Research teams, and other teams as relevant.
    • Ensure that programming is driven by sound Monitoring, Evaluation, and Learning processes that encourage continuous improvement based on lessons learned; ensure that project-specific and context-responsive complaints and feedback mechanisms are implemented; undertake field visits to monitor and receive beneficiary feedback on activities, as required.
    • Contribute to the review and adjustment of integrated programming strategies and approaches aligning with evolving CO priorities and strategic plans.
    • Coordinate and represent IOM with Government of Kenya counterparts and other external stakeholders; ensure IOM’s participation in inter-agency initiatives, joint programmes, joint assessments, and strategic planning processes that contribute to resilience and solutions programming objectives.
    • Prepare situation reports and programme updates, and any special reports covering IOM’s Recovery & Resilience programmes and projects.
    • Integrate gender, protection, Prevention of Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), resilience approach and conflict sensitivity in programming, as relevant.
    • Perform other relevant duties as assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political or Social Sciences, Economics, Law, International Relations, Development Studies, Security Studies, Climate Change Adaptation, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of work experience.

    Experience

    • Experience in the fields of resilience-building, livelihoods & economic recovery, peacebuilding, social cohesion, durable solutions, disaster risk reduction, climate change adaptation and/or Prevention of Violent Extremism (PVE), including operational and field experience, project development, and project management;
    • Experience in working in Internally Displaced Persons (IDP) and/or refugee contexts and in complex humanitarian emergencies or post-conflict environments;
    • Experience in liaising with governmental authorities, other national/international institution and NGOs; and,
    • Experience of working in a multi-cultural setting.

    Skills

    • Demonstrated expertise in one of or a combination of the thematic areas resilience-building, livelihoods & economic recovery, peacebuilding, social cohesion, durable solutions, disaster risk reduction and/or Prevention of Violent Extremism (PVE);
    • Expertise in project development and reporting, including excellent English writing, communication and negotiation skills; and,
    • Expertise in context analysis and conflict sensitivity key concepts and principles, and their application, will be assessed favorably.

    Languages

    • IOM’s official languages are English, French, and Spanish.
    • All staff members are required to be fluent in one of the three languages.
    • For this position, fluency in English is required (oral and written). Working knowledge of Swahili is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
