    Programme Officer

    Within delegated authority, the Programme Officer will be responsible for the following duties:

    • Participates in the development, implementation and evaluation of the programme with specific focus on strengthening gender equality and women empowerment in law enforcement to better counter transnational organized crime, Sexual and gender-based violence (SGBV), terrorism and violent extremism, and on modernization and professionalization of police service trainings and training environments; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    • Coordination of the collaborative work of consultants, local partners, and other UN staff.
    • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
    • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
    • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
    • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
    • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

    Competencies

    • Professionalism: Knowledge, understanding and working experience of theories, concepts and approaches relevant to strengthening gender equality and women empowerment in law enforcement to better counter transnational organized crime, SGBV, terrorism and violent extremism, as well as the modernization and professionalization of national police service trainings and training environments, through strengthened knowledge development, enhanced instructor capacity and talent management, as well as enhanced effectiveness of infrastructure and use of resources.
    • Has working knowledge of the mandates of UNODC.
    • Ability to identify issues, analyze and participate in the resolution of issues/problems.
    • Ability to conduct data collection using various methods.
    • Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.
    • Has ability to analyze and interpret data in support of decision-making and convey resulting information to management.

    Planning& Organizing:

    • Develops clear goals that are consistent with agreed strategies;
    • identifies priority activities and assignments;
    • adjusts priorities as required; allocates appropriate amount of time and resources for completing work;
    • foresees risks and allows for contingencies when planning;
    • monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

    • An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science or related is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience in similar fields may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of five years of progressively responsible experience in project or programme management or related area is required.
    • Work experience in regional law enforcement capacity building and technical assistance programme/project development, management and coordination is required.
    • Work experience in gender dimensions in criminal justice responses to crime programme/project development, management and coordination is required.
    • Work experience within the United Nations system or other international organization is desirable.
    • Work experience in a field office setting is desirable. Work experience in coordinating with regional cooperation mechanisms is desirable.
    • Work experience with donor funded programmes is desirable. Experience in data analytics or related area is desirable.
