    Strategic/Health Information Management and Risk Assessment Officer, NOB

    DESCRIPTION OF DUTIES

    Under the supervision of the EPR team lead, the incumbent will perform the following duties:

    • Support descriptive epidemiology and guidance on projections of outbreaks, disease burden and mortality and other public health events including severe acute malnutrition
    • Collect and analyze country epidemiological situation reports as part of the early detection of acute public health events, including its verification, risk assessment and information sharing.
    • Contribute to the development of communication products related to public health intelligence including but not limited to (EIS, DON, daily and weekly bulletin, annual reports on acute public health intelligence); rapid risk assessment (RRA); public health situational analysis (PHSA), situation reports and presentations, policy briefs and website updates
    • Provide technical input to the implementation of new approaches and innovative methods to systematically detect and assess events of potential significance to international public health, with emphasis on building partnerships networks.
    • Participate actively to emergency field risk assessment missions as required.
    • Manage the outbreak database and other database for WHO
    • Assists in supporting a Health Information Management Unit or activities in WHO Country Office to support the strengthening of information generation for prioritization, monitoring and evaluation.
    • Participate in the assessment and available health resources and services for primary and secondary healthcare using the adapted mapping tools.
    • Assists in adapting standard multi-sectorial rapid assessment tools.
    • Works closely with assisting other programmers on formulating solutions for sustainable and efficient reporting processes (i.e. designing Health Information System based on needs analysis).
    • Participates in the development of standard structures for the healthcare data and creates integrated standards across WHO programs at national and sub-national level in the Country. Conducts the standardization of reliable data management processes of data formatting, sustainable structure of data collection, validation, analysis and eventually results dissemination.
    • Generates routine statistical and analytical reports as required, based on the existing databases.
    • Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

    REQUIRED QUALIFICATIONS

    Education

    • Essential: First university degree in health (medicine, nursing)
    • Desirable: Advanced university degree (master’s level or higher) related to epidemiology or post-graduate training in epidemiology (Field Epidemiology Training Programme).

    Experience

    • Essential: Two (2) years’ experience working on data management and analysis.
    • Experience working in the development of outbreak situation reports, annual health reports, preferably within an international organization.
    • Desirable: Experience working in the field of public health surveillance and emergency response

    Skills

    • Demonstrated knowledge and professional skills in the development and implementation of public health surveillance systems.
    • Experience in the collection, analysis, and interpretation of epidemiological and event-based surveillance data.
    • Strong ability to process, analyse and interpret epidemiological and event-based surveillance data.
    • Use of data analysis tools such as STATA, R, SPSS, SAS, and Excel.
    • Proven skills in health data collection, transmission, and storage, including in design of data collection methods, use of digital data collection software such as DHIS 2 and electronic medical records systems.
    • Expertise in providing technical support/guidance for a rapid, public-health response to public-health events. '
    • Experience in data analysis and interpretation related to epidemics/pandemics.
    • Knowledge of the communicable and non-communicable disease profile of the country.
    • Demonstrated training skills (developing and conducting training).
    • Ability to lead and coordinate multidisciplinary teams, projects and programmes.
    • Demonstrated skills to develop public-health guidelines.
