    Terms of Reference for conducting a three-day training on the Listen, Ongoing Connection, Validate, Encourage Safety, Support (LOVES) Approach

    Terms of Reference for an External Facilitator to conduct a three-day training for HIAS Staff on the Listen, Ongoing Connection, Validate, Encourage Safety, Support (LOVES) Approach

    Program: Gender & Gender Based Violence

    THE PURPOSE OF THE CONSULTANCY

    The purpose for the consultancy is to train 14 HIAS Staff in the Gender and GBV Program on the Listen, Ongoing Connection, Validate, Encourage Safety, Support (LOVES) Approach.

    Objectives of the training:

    1. HIAS staff have capacity to formally present each training component of the LOVES approach to refugee incentive workers including community outreach workers, peer mentors and peer educators.
    2. HIAS staff have capacity to training refugee incentive workers to build skills relevant to their specific roles and responsibilities, focusing on responding to disclosures of GBV by the near-age peers.
    3. HIAS staff have capacity to assist refugee incentive workers to identify personal strategies for self-care.

    METHODOLOGY AND SCOPE OF WORK

    In close co-ordination with HIAS, the facilitator will implement the following tasks:

    1. Design the training resources:
    2. Develop the training content for the LOVES approach to delivered through interactive activities, methodologies, and discussions.
    3. Draft the training objectives, methodology and training/workshop schedule and submit to HIAS for review and approval.
    4. Finalize the methodology and training/workshop schedule as approved by HIAS.
    5. A work-plan on how the consultancy will be executed.
    1. Conduct a 3-day in person training for 14 HIAS staff from the Gender and GBV program
    1. Conduct the training/workshop; based on the approved methodology and training/workshop schedule,
    2. Conduct the evaluation of the training/workshop.
    3. Report on the trainings/workshops.

    EXPECTED OUTPUTS AND DELIVERABLES:

    The following will be the expected deliverables and outputs of the engagement:

      1. Evaluation of the trainer/facilitator work, based on evaluation forms received from participants.
      2. Successful facilitation of the training/workshop.
      3. Technical advice and support to participants during the training/workshop
      4. A complete final report on the implementation of the tasks after finishing the training/workshops.
      5. Soft copies of all presentations and training notes and training manual.
      6. Develop tools for measuring training outcomes e.g., pre and post-test questions.

    TIME FRAME

    The facilitator should be able to undertake the tasks concurrently to fit within the planned HIAS work plan and timeframe, without compromising the quality of work expected. This will be:

    1. Review existing information provided by HIAS and develop training content-2 days
    2. Review and feedback from HIAS - 2 days
    3. Conduct a 3 - day training
    4. Produce training report for first review and feedback - 2 days after training
    5. Produce final report-1 day after HIAS sends back the first review

    INSTITUTIONAL ARRANGEMENT AND RESPONSIBILITIES

    HIAS will be responsible for the following:

    • Overall coordination including mobilisation of participants and venue.
    • Technical and operational support required throughout the training process.
    • Technical review of all training content, tools, and reports.

    The facilitator will be responsible for the following:

    • Developing of training resources, reviewing existing information, preparing training outlines and objectives.
    • Developing of an appropriate methodology for the training specifically one that is participatory.
    • Conduct a 3-day in person training
    • Developing training report
    • Conduct training evaluation before and after the training

     

    THE CONSULTANCY COMPETENCIES, EXPERIENCE AND SKILL REQUIREMENTS:

    1. Individual with demonstrable experience in the Listen, Ongoing Connection, Validate, Encourage Safety, Support (LOVES) Approach.
    2. Demonstrable knowledge and understanding of the GBV trends in Kenya especially those experienced by Refugees living in the urban area.
    3. Experience in providing capacity building on how to handle individuals in situations of risk of violence and how they can seek support.
    4. Prior experience in training humanitarian workers and specifically those implementing GBV programs.
    5. Prior experience in developing participatory training resources

    1. Letter of interest in submission of a proposal.
    2. A detailed technical proposal, with budget, clearly demonstrating a thorough understanding of this ToR and including but not limited to the following:
    1. Facilitator/Company Profile; Demonstrated previous experience in similar assignments and qualifications outlined in this ToR. Please attach a previous training report where applicable.
    2. Team composition and level of effort of each proposed team member and include CVs of each team member.
