    Director – County Delivery Unit

    Vacancy no. MCPSB /01/05/2023 

    Duties and Responsibilities. 

    • Translate and monitor Governor’s commitments into action plans, budgets and timelines. 
    • Liaise with County line departments monitoring officials to keep track of the implementation and status of Governor’s priority projects. 
    • Solicit and analyze public opinions on priority projects to advise decision making processes for the county. 
    • Support line ministries to draw action plans and rapid result initiatives for priority projects. 
    • Implement and manage public participation and information system on development matters. 
    • Organize inter-ministerial field missions on key priority projects, identify bottlenecks and millstones to inform and advice the Governor’s office. 
    • Provide analysis and recommendations to the county executive and external engagement. 

    Requirements for appointment 
    For appointment to his grade, an officer must have: -

    • Served in a comparable and relevant position for a minimum period of five (5) years; 
    • A university degree in Economics, Accounting, Business Administration, Finance, Computer Science, Human Resource Management/Development, Building/Land Economics, Law, Commerce, Engineering or in any other equivalent qualification from a recognized institution.
    • Good knowledge of the development sector and international affairs. 
    • Strong project management, research and analytical skills.

    Director – External Linkages (1 Position)

    Duties and Responsibilities 

    • Put in place the County partnership engagement framework, policies and guidelines. 
    • Promote partnerships with government institutions, private sector, foundation civil society, bilateral and multilateral partners in support of county programs and projects. 
    • Monitor and fast track county commitment for delivery of projects implementation with partners. 
    • Put in place up to date database of active and concluded projects involving partners. 
    • Support the work of external affairs on strategic projects and major policy issues including stakeholder mapping, new county research and assessment of the impact of new policies and regulations on the county strategy. 
    • Organize external affairs events and meetings. 
    • Promote and reinforce partner reporting within county systems 
    • Represent the county interests at external meetings.
    • Proactive resource mobilization to support county development projects.

    • A university degree in Political Sciences, International Relations, Economics Business information technology or related discipline.

    External Partnerships Officer/ Assistant

    Duties and Responsibilities

    • Develops and implements a Partnership Strategy that ensures the very best of relationships with partners, donors and others; 
    • Ensures excellent relations with key government partners, and put in place systems that maintain them; 
    • Ensures effective engagement of strategic partners, especially Society groups and traditional leadership; 
    • Develops strategic partnership-building approaches with government, Donor, Civil Society, Corporate, and other stakeholders; 
    • Facilitates the strategic engagement with relevant International and National stakeholders

    Public Communications Officer II/ Public Communications Officer III

    Duties and Responsibilities 

    • He/she will be responsible to the Director of Communications for all public communication 
    • matters in the County. 
    • Specific duties and responsibilities will include gathering information on existing programmes, significant events and the impact on customers and forwarding the same to the head of Department for dissemination. Work will further entail liaising with media practitioners and the public on issues of mutual concern under the guidance of a senior officer.

    Pharmaceutical Technologist III

    Duties and Responsibilities 

    • Compounding and dispensing medicine, supervision of Pharmaceutical Technologists and other staff under him; 
    • An officer who has been trained in Pharmaceutical analysis and has successfully completed such a course may be assigned drugs quality control duties; 
    • In a medical training institution, work involves training, counselling and guiding students; and 
    • Participating in curriculum development, implementation and evaluation of training programmes, student recruitment and induction. 

    For appointment to this grade, a candidate must have a: - 

    • Diploma in either Pharmacy or Pharmaceutical Technology or equivalent qualification approved by the Pharmacy and Poisons Board from a recognized institution; and 
    • Certificate of enrollment as a Pharmaceutical Technologist awarded by the Pharmacy and Poisons Board (PPB).
    • An experience of at least two (2) years’ experience working in a hospital pharmacy setting.
    • Familiarity with PEPFAR- funded projects will be an added advantage.

    HTS Counsellors

    Duties and responsibilities:

    • To offer quality HIV testing and counselling to all clients at facility and during community outreaches.
    • Responsible for assessment of risk of the disease at an early stage.
    • To educate his clients on HIV, AIDS and STD’s and their implications through different programs & policies.
    • Provides unbiased information on HIV testing to clients & explains the testing process in simple way.
    • Keep all the records, data about a patient confidential and safe.
    • Maintains a list of certifications of Rapid HIV Test, also conducts a report of risk assessment in which report he explains the implications of risk behaviors to his clients.
    • Prepares a medical follow up for critical cases that have high risk of HIV infection.
    • To submit a monthly statistical report as required by the program supervisor to look after every client properly on time.
    • Participate in quality assurance exercise.

    For appointment to this grade, a candidate must have a: - 

    • A diploma in any health related course or social science.
    • NASCOP certificate in HIV testing and couselling.
    • Training in assisted partner notification services.
    • An experience of at least 2 years in HIV couselling and testing.
