    Actuary for the Health Financing Programme

    Responsibilities

    The actuary’s role will comprise two aspects:

    • Support the development of a detailed design and implementation concept to cover low income informal sector households in the identified counties with a health protection scheme.
    • Provide costing information and strengthen NHIF internal actuarial analysis function for effective strategic purchasing of essential packages of health.

    The scope of work will comprise the following tasks:

    • Support the cost analysis of Kenya Essential Package of Health (KEPH) – see Annex I
    • Support actuarial analysis of current NHIF benefit package & premiums and reimbursement procedures
    • Develop a Financial Model for NHIF Benefit Packages

    Person specification

    The experts must have the following competences:

    • Degree in Actuarial Science, Finance or Statistics related fields with actuarial certifications
    • At least 5 years in a major health related project
    • Ability to develop and implement insurance projects
    • Experience in health insurance actuarial assessments and determinations
    • Strong actuarial and financial expertise
    • Good understanding of health insurance planning process and costing
    • Good understanding of innovative public sector finance concepts

    Clinical specialist for the Health Financing Programme

    Responsibilities

    The clinical specialist’s role will comprise the following tasks:

    • Contribute to the design of the micro-insurance product, particularly in relation to the benefit package
    • Support other specialist such as the actuary and costing expert by providing ICD 10 coding expertise
    • Contribute to the cost analysis of the Kenya Essential Package of Health (KEPH) by working with the expert committee to define the services that comprise the KEPH by levels of care.

    Qualification

    • A Degree in medical field with additional qualifications in health information systems or Health Records Management

    The experts must have the following experience and competences:

    • At least 5 years relevant experience with at least 3 years in ICD 10 Coding and Grouping of Diseases
    • Experiences with design and administration of medical insurance products and plans
    • Demonstrate understanding of the Kenya health service delivery system
    • Demonstrate excellent interpersonal skills
    • Good writing and presentation skills, and ability to communicate effectively to diverse audiences

    ICT expert for the Health Financing Programme

    Responsibilities

    The ICT expert’s role will comprise two aspects:

    Review the current NHIF Business processes and upgrading NHIF IT systems (data management and infrastructure) and training of NHIF staff

    • System analysis of existing ICT Infrastructure, systems, architecture and system performance, and make recommendations
    • Analyse the core business processes in relation to members, employers and healthcare facilities interactions, and their translation into system automation, and make recommendations for ICT implementation
    • Identify gaps in the current IT ecosystem
    • Support the decision making process on ICT Strategy and Tools selection
    • Support the identification and contracting of the ICT tools implementation partners
    • Support the implementation, testing and roll out processes
    • Capacity building - Business Intelligence, Information Security, EDMS, Disaster recovery plan, Business continuity plan, etc.
    • Provide specification for procurement and support procurement process (available funds for procurement of IT soft- and hardware is EUR 1.2 Mio)

    • A graduate ICT degree with relevant professional certifications namely; networking/systems, administration/programming/information, security, database administration/business intelligence
    • At least 5 years in managing major IT projects
    • The candidate should have experience in IT solution design and project management of health insurance system in Kenya, in individual capacity.

    Monitoring & Evaluation (M&E) expert for the Health Financing Programme

    Responsibilities

    The M&E expert’s role will comprise two aspects:

    Baseline assessment

    • Determine the key Project performance indicators (KPIs), including implementation performance
    • Develop the tools for baseline survey & Conduct the baseline survey, assessing key indicators in the project conceptual framework
    • Make presentations of the findings to the Steering Committee for informed decision making.

    Monitoring and Evaluation

    • Develop the Project M&E framework together with MOH & NHIF.
    • Capacity needs assessment for NHIF Project M&E systems
    • Strengthen NHIF’s Project M&E systems
    • Project stakeholders engagement from MOH, Counties, NHIF & KFW in M&E

    Procurement expert for the Health Financing Programme

    Responsibilities

    The scope of work will comprise the following tasks:

    • Support the National Identification process committee in the selection of the counties ensuring adherence to KfW and Governement of Keyna procurement guidelines. This will include: (i) developing the Request for Proposal (RFP) including selection criteria for counties; (ii) evaluating the proposals; (iii) supporting the contracting of selected counties;
    • Support the procurement of ICT infrastructure (soft and hardware) including by providing procurement specifications and advising on procurement processes (total budget Eur 1.2 million);
    • Build the procurement capacity of NHIF.

    Qualification

    • Certified qualification in procurement management

    The experts must have the following competences:

    • At least 5 years in a major health related project
    • High level of procurement expertise, and supporting reform of government procurement systems
    • Experience with KfW Guidelines for goods and services
    • Knowledge of public procurement rules, regulations and knowledge of government financial systems

    Team Leader for the Health Financing Programme

    Responsibilities

    The team leader’s role will comprise two aspects:

    Steering and Management

    • Overall responsibility for project oversight and management of technical assistance team
    • Coordinate all technical assistance inputs to ensure synergies across key tasks and alignment with NHIF’s needs and processes.
    • Liaise closely with the MoH, NHIF and Counties on all technical and managerial aspects of implementation
    • Facilitate effective stakeholder engagement to ensure smooth implementation and buy-in
    • Ensure timely reporting to KFW and NHIF including quarterly progress reporting

    Project Management

    • Develop project management framework and continuous monitoring and evaluation of the project implementation.Review the Project conceptual framework to identify key inputs, processes, outputs and impact
    • Oversee the development of project management tools
    • Support of Technical Implementation Aspects
    • Develop implementation options and detailed design and implementation concept to cover low income informal sector households in the selected counties with a health protection scheme. This should include recommendations to the NHIF on the following: (i) premium contributions; (ii) reimbursement procedures; (iii) contracting arrangements with accredited providers information and sensitisation campaigns;

    • Ensure technical assistance approaches lead to stronger capacity within the NHIF including but not limited to data management, actuarial analysis, strategic purchasing, procurement and ICT

    • Provide strategic advice and technical support to all aspects of the work, in consultation with the MoH and NHIF, including: (i) the County selection process; (ii) the drafting and signing of the MoUs with the selected Counties specifying tasks and responsibilities, especially financial contributions from Counties to the health protection scheme; (iii) the M&E framework including the baseline assessment and presenting the findings to the steering committee; (iv) review of NHIF business processes and upgrading of NHIF ICT systems; (v) the development of fraud detection and control mechanisms.

    Qualification

    Post-graduate degree in either health economics, social science, project management, actuarial science,finance or related field

    The expert must have the following competences:

    • Demonstrated working experience regarding the health system in Kenya or regional countries (regional countries = countries of Sub Saharan Africa)
    • Excellent interpersonal skills required for high level strategic engagement with ministries, departments and agencies, development partners and other stakeholders
    • Outstanding influencing skills and able to work sensitively and effectively at multiple levels with partners from across government and the donor community.
    • Significant experience managing teams and coordinating inputs from a range of technical specialists.
    • Good writing and presentation skills, and ability to communicate effectively to diverse audiences
    • Proven experience with the implementation of similar projects (e.g. health financing, UHC, health insurance) and the administration of large budgets.
    • Knowledge of and understanding of different models of capacity building
    • A collaborative and flexible approach with an ability to develop strong working relationships
    • Understanding of KfW procurement guidelines desirable.
