    Principal Legal Officer

    • The Officer shall report to the Legal Manager. The successful candidate will assist the department in providing legal advisory services to the Authority.

    Other key responsibilities include:

    • Preparing legal reports and opinions on matters affecting the Authority;
    • Developing, implementing and reviewing legal policies and procedures to ensure compliance;
    • Drafting contracts, service level agreements, MoUs and other legal documents;
    • Liaising with the Office of the Attorney General & Department of Justice and/or external lawyers on all legal matters to ensure that the Authority ’s interests are taken care of;
    • Undertaking research on various legal aspects and processes relating to the mandate of the Authority;
    • Conducting legal compliance audit;
    • Preparation of the Directorate’s work-plans and budget;
    • Identifying Directorate performance targets;
    • Supervising the officers in the department; and
    • Carrying out such other functions as the Authority considers advisable to advance legal services.

    Requirements for Appointment
    For appointment to this grade, a candidate must have:

    • Bachelor of Laws degree from a recognized institution;
    • Master’s degree in Law or relevant field from a recognized institution;
    • Postgraduate diploma in Law from the Council of Legal Education;
    • A minimum of Eight (8) years and at least three (3) years’ work experience in supervisory role in the Public or Private Sector;
    • Advocate of the High Court of Kenya;
    • Current Practicing Certificate;
    • Member of the Law Society of Kenya in good standing, where applicable;
    • Management course or its equivalent lasting not less than 4 weeks from a recognized Institution;
    • Computer literacy;
    • Fulfill the requirements of Chapter Six of the Constitution of Kenya, 2010

    Principal Compliance Officer

    • The Officer shall report to the Director, Research, Planning and Compliance. The successful candidate will be responsible for supervising the entire risk universe and business processes and carry out quality assurance and quality control activities at the Authority.

    Other key responsibilities include:

    • Initiating the development of Quality Management System (QMS) policies and procedures;
    • Coordinating the implementation of the Risk Management Policy in the Authority activities;
    • Managing the risk assessment process;
    • Providing guidance to the risk champions in the execution of their risk management roles;
    • Ensuring that risks are promptly and accurately identified, assessed, responded to, reported on, and monitored;
    • Reviewing reports from the risk champions regarding the nature and extent of risks in their business activities;
    • Advising on the status of items in the risk register;
    • Coordinating the implementation of risk and quality assurance standards
    • Reviewing the implementation and efficiency of QMS standards
    • Preparing reports and communicating outcomes of quality activities;
    • Managing internal quality audits and other QMS activities.
    • Coordinating the collection, compilation and analysis of data to identify areas for improvement in the quality Management system;
    • Identifying training needs and organize training interventions to meet quality standards;
    • Coordinating and supporting on-site quality audits conducted by external providers and evaluating audit findings and implementing appropriate corrective actions; and
    • Ensuring compliance with quality Management systems and regulatory requirements.

    Requirements for Appointment
    For appointment to this grade, a candidate must have:

    • Master’s degree in Economics, Public Policy; Statistics, Mathematics; Strategic Management, Public Administration, Project planning and Management, Information Science/Library Science/knowledge Management or related disciplines;
    • Bachelor’s degree in Economics, Public Policy; Statistics, Mathematics; Strategic Management, Public Administration, Project planning and Management, Information Science/Library Science/knowledge Management or related disciplines;
    • Being a certified risk management professional or certified QMS professional is an added advantage;
    • Have a certificate in Management Course or its equivalent lasting not less than four (4) weeks;
    • Have eight (8) years relevant work experience with at least three (3) years’ experience in a supervisory role;
    • Demonstrate competence in work performance;
    • Proficiency in computer applications; and
    • Fulfill the requirements of Chapter Six of the Constitution of Kenya, 2010.

    Principal Internal Auditor

    • The Officer shall report to the Internal Audit Manager. The successful candidate will be assisting the department in providing independent, objective assurance and consulting activity aimed at adding value and improving the operations of the Authority.

    Other key responsibilities include:

    • Participate in the development of audit strategies, policies and procedures and ensure effective implementation;
    • Contribute to preparation of the risk based annual audit plan for approval by the Audit Committee;
    • Participate in reviewing budgetary performance, financial management, transparency and accountability mechanisms and processes.
    • Assist in monitoring implementation of Audit recommendations.
    • Participate in reviewing effectiveness of financial and non-financial performance management systems;
    • Prepare audit reports on completion of each audit engagement to ensure timely issuance to Management for implementation of recommended actions;
    • Evaluate progress and effectiveness of action taken to implement audit recommendations received from both internal and external audits;
    • Assist in preparation of quarterly audit reports to the Audit Committee of the Authority;
    • Execute special audits/investigations; and
    • Contribute to preparation of the department's annual budget, control and monitor its implementation.

    Requirements for Appointment
    For appointment to this grade, a candidate must have:

    • At least eight (8) years’ relevant experience gained from a public or private organization;
    • At least three (3) years’ experience in a supervisory role;
    • Bachelor’s degree in Accounting, Finance or Business Administration or relevant field from a recognized institution;
    • Master’s degree in Business Administration or relevant field from a recognized institution;
    • CPA or ACCA finalist;
    • Member of ICPAK or any other body in good standing;
    • Attended a management course lasting not less than four (4) weeks from a recognized institution;
    • Demonstrated results in work performance;
    • Proficiency in Computer applications; and
    • Fulfil the requirements of Chapter six of the Constitution.

    Principal Corporate Communication Officer

    • The Officer shall report to the Manager, Corporate Communication. The successful candidate will be assisting the department in handling communications between the internal and external stakeholders and providing a linkage between the Authority and all its stakeholders.

    Other key responsibilities include:

    • Developing for approval and implementing a brand manual for the Authority;
    • Developing for approval and implementation of a communication strategy for the Authority;
    • Formulating and implementing creative communication strategies and public relations programs;
    • Promoting a positive corporate image of Authority to the public through promotions and campaigns;
    • Implement corporate social responsibility programs and maintain their impact;
    • Initiating timely strategic and appropriate programme to implement Authority’s Corporate Communication strategy;
    • Branding and promoting the Authority nationally and internationally;
    • Building synergy and enhancing collaboration between the Authority and the public and private sector institutions;
    • Undertaking media liaison for Authority ’s campaign activities; and
    • Creating awareness of Authority mandate through participation in public shows and exhibitions.

    Requirements for Appointment
    For appointment to this grade, a candidate must have:-

    • Eight (8) years’ work experience, four (4) of which must be in a supervisory position;
    • Bachelor’s degree in Journalism or mass communication, public relations or its equivalent from a recognized institution;
    • Master’s degree in mass communication, marketing or its equivalent from a recognized institution;
    • Post Graduate diploma in Journalism, mass communication or its equivalent from a recognized institution; if the degree is not in Journalism or mass Communication;
    • Demonstrated a high degree of responsibility in discharging public relations duties;
    • Management course not lasting less than four (4) from a recognized institution;
    • Membership of a relevant professional body in good standing;
    • Proficiency in computer applications;
    • Fulfil the requirements of chapter six of the constitution
