Purpose of consultancy
To contribute to accelerating the progress to Triple Billion Targets and the development of acceleration scenarios for the indicators making up the Triple Billion Targets, and to develop regional and country level analytics to support Stock take processes.
Deliverables:
Deliverable 1: Analysis of acceleration scenarios.
- Output 1.1: Contribute to coding of acceleration scenarios into the billionaiRe package for all 3 billion targets.
- Output 1.2: Contribute to the development of acceleration scenario outputs for DFI for all billions, specific to different scenarios including “meet global targets”, “benchmarking” and others as directed.
Deliverable 2: Develop country outputs from triple billion data lake.
- Output 2.1: A country profile output in Excel with updated data for all WHO Member States, including options of acceleration scenarios.
- Output 2.1: A country profile output in ppt or word, including data interpretation of priority indicators.
Deliverable 3: Contribute to the analytics for Health Emergency Protection Billion.
- Deliverable 3.1: Propose options for acceleration scenarios for Health Emergency Protection Billion.
- Deliverable 3.2: Facilitate preparations for deep dives into Health Emergency Protection Billion indicators.
Deliverable 4: General Analytics and onboarding to WHDH.
- Deliverable 4.1: Facilitate onboarding of teams producing data for the triple billion into the world health data hub data lake.
- Deliverable 4.2: Provide analytic and R coding support to the DFI and MFI teams.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- First university degree in public health, data science, statistics or related subject.
Desirable:
- An advanced degree in public health, data science or statistics.
Experience
Essential:
- At least 5 years of relevant experience in analysing and/or management and dissemination of health data, of which at least one year experience at the international level.
Desirable:
- Experience in dashboard development and maintenance.
Skills
- Proficient with R, particularly the tidy verse suite (dplyr, tidyr, rlang).
- Package development expertise.
- Knowledge of the Triple Billion framework and associated methods.
- Knowledge of Triple Billion R package environment.

Purpose of consultancy
The consultant will provide the following tasks:
- Complete the production and launch the WHO Guide for Rehabilitation Workforce Evaluation (GROWE).
- Provide technical and general guidance to project officers and regional advisors as they implement GROWE in countries.
- Develop an interactive web page to host and support navigation through the WHO Rehabilitation Competency Framework .
- Facilitate the integration of occupational therapists and prosthetists and orthotists in the WHO National Health Workforce Accounts (NHWAs).
- Contribute to the development of facility standards for rehabilitation as they pertain to workforce.
- Contribute to the ongoing development and implementation of the Basic Package for Rehabilitation in relation to primary healthcare and community health worker workforce training and competencies.
Deliverables
Deliverable 1: Contribute to finalization and launch the WHO Guide for Rehabilitation Workforce Evaluation (GROWE).
- Activity 1.1: Prepare the final version of communication products for the dissemination of GROWE among relevant stakeholders.
- Activity 1.2: Prepare the final version of curricula and learning materials for GROWE training workshops.
- Activity 1.3: Provide technical expertise to the implementation of GROWE in countries.
Expected delivery date: August 2023
Deliverable 2: Contribute to the development of an interactive web page to host and support navigation through the WHO Rehabilitation Competency Framework.
- Activity 2.1: Develop web content and design interactive web page (in collaboration with the WHO web team).
- Activity 2.2: Conduct training webinar introducing the additional health condition-specific content and its potential application.
Expected delivery date: July 2023.
Deliverable 3: Facilitate the integration of occupational therapists and prosthetists and orthotists in the WHO National Health Workforce Accounts.
- Activity 3.1 Analyze workforce data from country situation assessments.
Expected delivery date: August 2023.
Deliverable 4: Contribute to the development of facility standards for rehabilitation as they pertain to workforce.
- Activity 4.1 Contribute to the development of a background paper or concept note summarizing the state of existing standards, and the need for and approach of the WHO Facility Standards for Rehabilitation.
- Activity 4.2 Collaborate with the project lead and relevant stakeholders to establish rehabilitation workforce standards for facilities.
Expected delivery date: August 2023.
Deliverable 5: Contribute to the ongoing development and implementation of the Basic Package for Rehabilitation in relation to primary healthcare and community health worker workforce training and competencies.
- Activity 5.1 Collaborate with the project lead to design and develop training resources for primary health care and/or community health workers to contribute to the delivery of basic rehabilitation interventions.
Expected delivery date: August 2023.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- Advanced university degree in rehabilitation science, e.g rehabilitation medicine, physiotherapy, occupational therapy, speech and language therapy, prosthetics and orthotics, or any related field.
Experience
Essential:
- Over 5 and up to 10 years of experience in rehabilitation.
- Demonstrated experience in project management and collaboration.
- Previous experience working providing technical guidance to countries.
- Demonstrated experience in writing and launching technical products.
Desirable:
- Previous experience with WHO or other UN agencies.
- Previous experience facilitating workshops, trainings and high-level meetings for WHO or other UN agencies.
Skills
- Advanced technical knowledge in public health, workforce, and rehabilitation.
- Excellent skills in data synthesis, evaluation and reporting, including in country reports and academic publications.
- Excellent written and verbal communication skills.
