    Consultant – Contribute to the Monitoring of Family Planning Accelerator Plus Project

    Purpose of consultancy

    To contribute to the monitoring of the implementation and scaling up of evidence-based practices on family planning under the WHO FP Accelerator Plus Project and document the experience and lessons learned in relation to the South-South learning exchange.

    Deliverables: 

    Task 1:  Contribute to the development of the guidance document - Programming strategies for postpartum Family planning 

    Due Date: 30 March 2023.

    • Deliverable 1: Establish the working group with key partners, professional organization, and other stakeholders.
    • Deliverable 2: Compile comments from different stakeholders and prepare draft 1 on Programming strategies for postpartum Family planning.
    • Deliverable 3: Develop the outline and plan for implementation strategy for scaling up prioritized WHO recommended PPFP interventions as part of health systems strengthening.

    Task 2:  Develop materials to support the implementation guidance for South-South learning exchanges to scale up evidence-based post-partum family planning interventions.

    Due Date: 30 November 2023.

    • Deliverable1: Develop outline and plan for implementation strategy on South-South learning exchanges for scaling up evidence-based intervention to improve quality FP services 
    • Deliverable2: Report (document) on South-South learning exchanges for scaling up evidence-based intervention to improve quality FP services 

    Task 3:  Contribute to the monitoring and implementation of FP Accelerator plus to improve access to quality FP services.

    • Deliverable 1: Develop the FP Accelerator Plus quarterly newsletters to share progress/challenges/information exchange with key stakeholders.
    • Deliverable 2: Synthesize evidence and document the experience and lessons learned including factors that helped progress and the key challenges faced.

    • Advanced university degree in public health.

    Experience

    • At least 10 years’ relevant experience in sexual and reproductive health, particularly in Family planning.
    • Experience in project management in international development.
    • Track record of conducting literature reviews, evidence synthesis, documentation and implementation.

    Desirable: 

    • Experience in monitoring projects.
    • Experience in synthesizing evidence.

    Skills

    • Understanding of WHO tools and guidelines on family planning. 
    • Excellent knowledge of MS Office applications including e-mail, PowerPoint, Excel, and word processing.

    Consultant - Learning Project Coordinator

    Purpose of consultancy

    To develop and implement robust coordination of learning programme development and release. 

    Deliverables: 

    Deliverable 1: Plan for a portfolio of learning products.

    • Output 1.1: Create and maintain project plans and schedules for a portfolio of learning products. Liaise with relevant stakeholders to gather information, constraints and interdependencies with associated projects or initiatives. Identify risks and assess impact of mitigation options.
    • Output 1.2: Organize and communicate project milestones. Communicate with stakeholders to inform upcoming, in progress or overdue tasks. 
    • Output 1.3: Act as the point of contact with external providers, including content, multimedia or e-learning production. Manage deadlines, proper execution of contract and first quality check of deliverables. Participate to the relevant coordination meetings, take notes and provide minutes in a timely and structured fashion.
    • Output 1.4: Provide the Quality team with all relevant information and material during the process of designing/developing the learning material. Ensure Quality feedback is being taken into account for quality improvement.

    Deliverable 2: Facilitate learning programmes launch and marketing in alignment with the Testing team and the Marketing & Communications team.

    • Output 2.1: Provide the Testing team with all relevant information, access and material for the testing of the learning activities.  Contribute to planning the testing, executing the testing protocol and capturing the test data.
    • Output 2.2: Plan and carry out learning programmes launches. Provide editorial content for each learning programme.
    • Output 2.3: Provide all deliverables and learning solutions for their last quality review.

    • University degree in one of the following fields: business e.g. economics, advertising, marketing, communications, or science e.g. statistics, public health, medical, computerized systems, or related field.

    Experience

    Essential:

    • At least 5 years relevant experience in agile digital project/product management (sprint management, quality by design, iterative process, adaptive project management, etc.).

    Consultant – Victim and Survivor Centered Approach

    Purpose of consultancy

    To provide technical expertise on the conceptualization and roll-out of a Victim- and Survivor-Centered Approach (VSCA) across the WHO safeguarding from Sexual Exploitation, Abuse and Harassment (SEAH) cycle (safeguarding cycle).

    Deliverables

    • Contribute to the fine-tuning and operationalization of a Victim- and Survivor-Centered Approach (VSCA) across WHO policies and operations.
    • Work with the PRS team and Accountability Functions on the integration of the VSCA in relevant policies, procedures, and actions.
    • Advise Regional PRS Coordinators on actions and processes to institutionalize a solid VSCA in Regions.
    • Develop training materials and -upon request- conduct training sessions on VSCA and its operationalization in field-level operations.
    • Provide virtual helpdesk guidance to Heads of WHO Country Offices (HWCOs) and PRSEAH focal points, and act as a resource person for VCSA in weekly PRSEAH clinics in HQ.

    Consultant – Post COVID-19 Condition

    Purpose of consultancy

    To provide technical expertise, to deliver improvements to clinical care for the Post COVID-19 condition and to contribute to the clinical management and operations unit activities.

    Deliverables: 

    Deliverable 1: Normative deliverables.

    • Develop a living guideline for the clinical management of post-Covid-19 condition.

    Deliverable 2: Country and data support.

    • Provide technical expertise and contribute to the production of a report on post-Covid-19 condition with country partners who will collect clinical data as part of the Global Clinical Platform.

    Deliverable 3: Training.

    • Develop training materials derived from clinical guidelines and updates from contemporaneous literature. Outputs will include quick reference materials describing best clinical practice for healthcare professionals; infographics to enhance awareness of the phenotypes and treatment options, and communicate this quickly to healthcare professionals and lay-readers; webinars to promote a freely accessible resource for updating clinical non-experts on the state of the art.

    • A first university degree in medicine, nursing or allied health sciences.

    Desirable: 

    • An advanced degree or post graduate degree in public health, research, or related field.

    Consultant – Global HIV drug resistance (HIVDR) Surveillance Programme, WHO HIV Resistance Network Laboratories

    Purpose of consultancy

    To contribute to the work of the Treatment and Care unit (TAC) to provide expert advice on the global HIV drug resistance (HIVDR) surveillance programme, including advice to countries on the implementation of HIVDR survey contribute to the development of planned short report on HIVDR Report 2023 and contribute to the work of the WHO HIV Resistance Network laboratories.

    Deliverables: 

    Task 1: Contribute to annual development and analysis of dry panels for ResNet laboratories.

    • Deliverable 1.1: With input and in collaboration with WHO HIVResNet, compile dry panel and send to all ResNet labs, analyse results and prepare reports to be sent to labs. Compile dry panel sequence set and deliver relevant reports.
      Timeline: Months 3, 6, 9 and 11

    Task 2: In collaboration with Virology Quality Assurance (VQA) Program (plasma panel proficiency panel), US-CDC or other identified proficiency panel providers for plasma or dried blood spots (DBS), contribute to annual external quality assurance program including supporting laboratory participation and review results.

    • Deliverable 2.1: Send annual proficiency panel for plasma to all ResNet labs, analyse results and prepare reports to be sent to labs.
    • Timeline: Months 6 and 11 
    • Deliverable 2.2: Send annual proficiency panel for DBS to the ResNet labs, analyse results and prepare reports to be sent to labs.
    • Timeline: Months 6 and 11 
    • Deliverable 2.3: Provide technical input to automated tool which will be developed to automate proficiency panel analysis. Provide technical input as a short report to WHO.
    • Timeline: Months 3, 4 and 5
    • Deliverable 2.4: In collaboration with and with the support of hepatitis C experts, develop technical specifications for future hepatitis C dry panel and wet panel to be operationalized in future. Provide specifications in short report to WHO.

    Timeline: Month 10

    Task 3: Review new ResNet lab applications including assessments for up to 10 laboratories.

    • Deliverable 3.1: Review up to 10 applications and assess 10 laboratories for possible designation following established WHO laboratory operational framework for HIVDR surveillance laboratories.
      Timeline: monthly 

    Task 4: Monitor existing laboratory performance through twice yearly online meetings, and ad hoc as needed, with each lab and management of WHO HIVDR Teams channel specific to the lab network providing dissemination of key laboratory updates.

    • Deliverable 4.1: Provide agendas, presentations, and notes on action points of calls with laboratories to which technical assistance.
    • Timeline: Months 1, 3, 6, 9 and 11
    • Deliverable 4.2: Provide content to WHOHIVDR Teams Channel, which provides dissemination of key laboratory-related updates.

    Timeline: Months 2 - 11  

    Task 5: Review integrase sequencing assay validations/validation reports of new assays.

    • Deliverable 5.1: Review up to 10 assay validations and share recommendations/reports with the HIVResNet laboratories.
      Timeline: Months 2, 4, 6, 8 and 10

    Task 6: Develop background documents, presentations and participate in HIVResNet (virtual or in person) meetings.

    • Deliverable 6.1: Provide technical input to WHO with development of meeting planning content, including background and planning documents related to laboratories, for up to 2 ResNet Steering Group meetings and one ResNet meeting, which may be integrated within other WHO HHS department meetings (e.g., CADO/PADO, etc).
    • Timeline: Months 1 and 9
    • Deliverable 6.2: Provide input and advice on the development of relevant content for laboratory-related; HIVDR/HCV or other drug resistance presentations.

    Timeline: Months 3 and 10

    Task 7: Review of the GAM data on a) implementations of HIVDR surveillance; b) develop a national action plan on HIVDR; c) quality-of-care indicators relevant for HIVDR and work with website consultant to update the HIVDR web page regarding data.

    • Deliverable 7.1: Review GAM HIVDR and conduct quality of care data; provide feedback to countries in order to inform the implementation of the HIVD dashboard. 
    • Timeline: Month 3 
    • Deliverable 7.2: Develop dashboard of the GAM quality of care indicators for Tier 1 and 2 countries using traffic light coding; prepare presentation to ResNet WG1 (quality of care group) and EWI report for inclusion in the broader 2021 HIVDR report. 

    Timeline: Month 6  

    Task 8: Provide technical expertise to the HIVDR team in the analysis of country-level HIVDR sequences for the brief HIVDR updated report in 2023.

    • Deliverable 8.1: Prepare up to 20 country sets of quality assured survey sequences.
    • Timeline: Month 11
    • Deliverable 8.2: Prepare and analyze data on genotypes for 2023 HIVDR report.

    Timeline: Month 5 

    Task 9: Provide technical expert advice and contribute to the writing to ensure harmonization with WHO Hepatitis B treatment guidelines and the public health context.

    • Deliverable 9.1: Provide revisions to externally commissioned systematic review and meta-analysis to ensure harmonization and messaging.
      Timeline: Month 8

    Task 10: Contribute to the update of HIVDR training materials and initiate enlargement of the scope of WHO HIVResNet and or other laboratory networks to perform HIV sequencing using next generation sequencing.  

    • Deliverable 10.1: Update final laboratory training package (PPT slides as PDFs) published as part of the tool kit for WHO HIVResNet laboratories.
    • Timeline: Month 9 
    • Deliverable 10.2: Develop a document defining minimum criteria for a NGS bioinformatics pipeline.

    Timeline: Month 11

    • International experience in HIVDR surveillance and technical support to countries and regions.

    Skills

    • Ability to perform statistical analysis using STATA or other quality statistical program.
    • Ability to analyse HIV sequence data. 
    • Ability to analyse hepatitis B and C sequence data.
    • Ability to perform sequence quality assurance.
    • Good communication and presentation skills.
