    Education Facility Advisor

    Job Overview: 

    The Education Facility Advisor will be responsible for the design and successful operation of the demand-driven call down mechanism and expert technical advice rosters under component 2, working closely with our Regional Research Directors as well as FCDO country offices and partners. 

    Major Responsibilities

    The Senior Education Facility Advisor will manage the complete call-down mechanism lifecycle, including: 

    • Define the menu of types of support that the programme will offer and their prioritization criteria based on FCDO priorities; 
    • Develop clear pathways for identifying support opportunities, receiving requests and responding to technical support requests from FCDO 
    • Identify risks and appropriate actions to manage conflicts of interest; 
    • Manage relationships with global and local ERICC partners to maintain a roster of experts;
    • Communicate about the services that the call-down mechanism can offer, and manage the implementation of support requests. 
    • The Education Facility Advisor will also ensure high quality responses and identify synergies with the research being developed under component 1 and will identify capacity building themes and topics to be addressed by thematic leads and the Research Directorate.

    Key Working Relationships: 

    • Position reports to:  ERICC Programme Director
    • Position directly supervises:  N/A
    • Internal contacts:  Regular contact with the Research Director, Senior Technical Director for Education, the Regional Research Directors, Education Technical Unit teams, and country program staff. 
    • External contacts: FCDO country offices and partners.

    Job Requirements:

    Minimum Requirements  

    • Education: Master’s/post-graduate degree in education, education psychology, social work, human development or relevant field or equivalent combination of education and experience
    • Work Experience: A minimum of 6-8 years of implementing and/or managing large Education programs and teams is required, within a humanitarian or international development setting, as are at least 1—2 years acting in an advisory capacity on education programming. 
    • Experience in technical tools development, monitoring and evaluation, and research in relation to education is highly desired.  
    • Demonstrated expertise in education program design, monitoring and evaluation, with the ability to turn concepts and strategy into measurable action.  
    • Strong verbal and written communication skills.  
    • Preferred Requirements
    • Experience with donor-funded contracts 
    • Experience working on FCDO commercial contracts
    • Prior experience working in countries where IRC operates

    Director, Regional Team

    Job Overview/Summary:  

    • As a senior member of the Measurement Unit, the Director will lead our team of six Regional Measurement Advisors (RMAs) in supporting countries' efforts to improve MEAL systems, processes and capacity. They will ensure that the RMAs have access to high quality MEAL technical support, as well as ensuring that regionally facing work is carried out in the most efficient and consistent manner possible.  They will be responsible for leading cross-regional initiatives and facilitating the rollout of tools, resources and other support in support of our organization-wide measurement strategy. 
    • The role will report to the Senior Director, Measurement Unit, and will jointly (with the respective Deputy Regional Directors) manage six Regional Measurement Advisors (Based in Amman, London, Kuala Lumpur, Mexico City and Nairobi). They will work in close coordination with subject matter experts and leaders across the organization. They will support the current Measurement strategy and the Measurement components of IRC’s Strategy 100.

    Major Responsibilities: 

    • Be accountable for managing and improving the quality of Technical Assistance for the MEAL teams. Develop and improve processes to support technical assistance coordination across regions, ensuring a consistent approach and translating organizational priorities and strategies into concrete activities. 
    • Supervise (in a Management in Partnership with relevant Deputy Regional Directors) 6 Regional Measurement Advisors, including but not limited to: setting performance goals and tracking progress; technical support on MEAL activities and engaging the team in global initiatives and consultations.
    • Oversee rollout of the Program Indicator Dashboard, ensuring that Regional Measurement Advisors have effective oversight of country level project plans, that a global project plan is maintained, that training and other change management activities are carried out and that learnings from individual rollouts are shared and incorporated into global planning. 
    • Act as the Measurement Unit liaison with key IRC initiatives such as the Strategy Action Plans, IMPACT standards and Gender, Equality, Diversity and Inclusion Team.
    • Work with the Sr Director, Learning and Training Advisor and HR Partner to scope and plan a long term approach to skills and career development for MEAL staff and their peers.
    • Lead development of IRC approaches to Measurement in key strategic areas such as Partnerships and Needs Assessment.
    • Lead MEAL planning (or ensure it is effectively delegated) for cross-regional and cross sectoral proposals to ensure a comprehensive and coherent MEAL plan is in place for IRC’s highest value and highest risk projects.
    • Position Reports to:  Senior Director, Measurement Unit. 
    • Staff management:  Management in Partnership (with the respective Deputy Regional Directors) of up to six Measurement Action Coordinators. Supervision of consultants or internal temporary transfer assignments where necessary.

    Job Requirements: 

    Minimum Requirements

    • University degree, specialized learning or equivalent work experience; 
    • At least eight years of experience with MEAL in the humanitarian or development sector, including experience in field settings or supporting field programs;
    • Excellent oral and written communication skills; able to synthesize complex information and present information in a compelling manner;
    • Experience analysing and designing business models and team structures, and implementing change processes
    • Experience of coaching and developing staff, including experience working in culturally and linguistically diverse settings;
    • Experience analyzing capacity building needs, and developing strategies to address them; 
    • Excellent organizational and administrative skills, with the ability to handle and prioritize multiple streams of work with attention to detail and deliver under pressure;
    • Strong collaboration and interpersonal skills; able to build relationships with leaders and staff across different departments;
    • Excellent computer skills: MS Word, Excel, PowerPoint, file sharing;
    • Able to work independently and productively in a dynamic environment;
    • Experience of managing staff in remote locations. 

    Preferred Requirements

    • Experience of supporting or managing change, resource planning including working with HR and other colleagues to develop and clarify job roles;
    • Experience providing content for use in internal learning and development tools, including on online learning platforms;
    • Familiarity working with mobile data collection and other data management tools such as Ona, CommCare, Kobo, OpenEMIS, DHIS2 and Power BI;
    • Experience of matrix management or Management in Partnership; 
    • Knowledge of French, Arabic or Spanish.
