    Administrative Officer

    Responsibilities

    • BUDGET AND FINANCE:
    • Advising and supporting the Heads of Units in the management of resources:  
    • Forecasting the consolidated financial requirements of the units;
    • Monitoring consolidated budget implementation and ensuring full liquidity at all times;
    • Assisting the Heads of Units with fundraising and co-financing guidelines;
    • Acting as a focal point for the Office of Internal Oversight Services/UNEP Administrative Audit Unit;
    • Providing the required financial management information packages as effective management tools;
    • Advising the Heads of Units on matters relating to the Units budget and Counterpart contributions;
    • Advising the Heads of Units on the application of relevant UN financial Regulations and Rules, procedures and guidelines to all transactions made and agreements entered into by the Division. 

    Education

    • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting or related area is required.
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in fund management of project implementation covering the full project cycle (from development to closure) is required.
    • Experience in working with the United Nations or similar international organization is required.
    • A minimum of two (2) years of progressive managerial experience is required.
    • Two (2) years or more of experience in data analytics or a related area is desirable.

    Programme Management Officer (Youth Programme Coordinator)

    Responsibilities

    • Oversees the development, implementation, and evaluation of assigned youth-related programmes; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    • Performs outreach and communication strategies for programmes and initiatives; integrates youth-related activities and components across campaign workstreams in collaboration with other parts of UNEP.
    • Oversees and guides implementation of the communication plans, ensuring key deliverables are met and proactive and reactive opportunities are being maximized.
    • Maintains relations with current and potential partners in support of communication programmes, campaigns, and initiatives, especially those pertaining to youth engagement.
    • Acts as focal point on youth-related issues, monitoring and reporting on developments, responding to inquiries.
    • Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications.
    • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
    • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statement) and prepares related documents/reports (pledging, work programme, programme budget).
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Performs other duties as required.

    Education

    • Advanced university degree (Master's degree or equivalent) in international relations, communication, public policy, or a related field is required.

    Senior Data Scientist

    Responsibilities

    • Plans and directs the work programme on data science, providing both methodical and managerial supervision of all activities;
    • Plans, organizes and manages staff and evaluates their performance.
    • Takes the lead in exploration, identification, and acquisition of data sources to determine their suitability for use in decision making and advancing the goals of the organization.
    • Enables broader use of data sources by applying quality methods to structure, clean, format, parse, and standardize for analytical use.
    • Ensures close working relationships with key stakeholders to leverage the use of data science methods to support their programmatic areas with solutions that assist them in accomplishing their mandates.
    • Coordinates the design and development of data science products to reveal insights and provides an understanding or knowledge of the data that would otherwise not be detected without the application of advanced analytical methods such as artificial intelligence, machine learning, predictive analytics, data and text mining, natural language processing, statistics, and use of relevant algorithms and computational approaches.
    • Orchestrates the liaison with technology stakeholders to access infrastructure, software and services needed to develop and deploy data science products.
    • Coordinates the design and development of customized visualization and presentation products to reveal the findings of analysis for clients, suitable for all forms of production to include briefings, reports, documentation to oversight bodies, interactive interfaces, and publication quality outputs.
    • Guides, trains and supervises staff in the function.
    • Represents the organization and the Chief Digital Officer at international and regional meetings and inter-agency activities, as well as internal meetings as needed.
    • Advises senior management on trends and developments in data science and recommends appropriate courses of action.
    • Performs any other duties as may be assigned.

    Education

    • An advanced university degree (Master's or Doctorate degree, or equivalent) in data science, mathematics, statistics, engineering or any related field is required.

    Work Experience

    Global Environmental Data and Policy Strategist

    Duties and Responsibilities:

    • The responsibilities of the consultant will be to: Undertake a review of ‘impact metrics’ and targets and indicators for measuring success of policy interventions.
    • Develop a prototype for UNEP’s environmental policy tracker on air quality and pollution taking a user centred approach.
    • Develop a business case for a policy tracker and its implementation.
    • Report on the review of targets indicators from a policy impact perspective.
    • Commence discussions on the use of AI as a tool for assessing impact.
    • Identify Best Practices in Global and Thematic Environmental Data Standards and Pathways for Harmonization: Evaluate existing standards based on consultation inputs to facilitate integrated analysis, enhance monitoring and reporting capabilities, and promote transparency and accountability.
    • Coordinate the Development of the GEDS Document: Organize inputs from consultations, UNEP research, and other relevant materials. Facilitate feedback on draft versions.
    • Draft the GEDS Document: Create iterative drafts based on collected input from Member States, the expert community, and other relevant stakeholders, refining the document through multiple revisions.
    • Identify Incentives, Financing Mechanisms, and Regulations to Operationalize GEDS: Develop pathways to encourage the adoption and implementation of GEDS by relevant stakeholders, ensuring sustainable participation through appropriate incentives, funding options, and regulatory frameworks.
    • Outline Implementation Pathways for the GEDS Framework on the WESR Platform: Define clear steps for integrating the GEDS framework into the World Environment Situation Room (WESR) platform.

    Qualifications/special skills

    • Advanced university degree (master’s or equivalent) in Environmental Science, Environmental Economics, Information Management, administration, computing, data analytics or related area is required.
    • A bachelor’s degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • At least 10 years of professional working experience in programme or project development, environmental science, administration, communications, digital marketing, environmental policy, or related area is required.
    • Proven experience in developing and implementing strategies aligned with business/organizational objectives is required.

    Biodiversity Climate Change Integration Expert

    Specific tasks and responsibilities

    • Review of consideration of Biodiversity and health of Ecosystems (BD/ES) aspects in Climate Change strategy and policy making. Specifically, the impact of mitigation actions to achieve GHG Emissions reductions. Review of LT-LEDS in assessing consideration of BD/ES.
    • Review of consideration of Climate Change actions and impacts in developing Biodiversity Strategy and Action Plan, specifically the National Plan to be submitted to CBD.
    • Institutional system to promote coordination between BD/ES and CC strategy, action plan and policy making.
    • Analysis of the review and identification of ways to strengthen the integration of Nature Positive approach in climate change agenda.
    • Identify the key stakeholders in government for ensuring coordinated and integrated development of Biodiversity and Climate Change strategies, long term action plans, and programmes.
    • Focused group discussion (FGD) with identified key stakeholders (DCCE, ONEP, etc. and other that are relevant) to present the review results and analysis and seek suggestions on achieving the object.

    Qualifications/special skills

    • Advanced university degree in natural sciences or biodiversity conservation, environmental sciences or a related discipline is required.
    • A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree.
    • Minimum 7 years of demonstrable experience in the technical area of ecosystems assessments, Biodiversity strategy development, policy and regulation development for ecosystems and biodiversity is required;
    • Experience of working on interface of climate and biodiversity is an advantage;
    • Experience of working with Government of Thailand Policy makers is an advantage;
    • Experience in working with national governments is an asset;
