    International Consultancy - RCCE Preparedness, Response and Coordination Consultant

    • The consultancy will also support UNICEF coordination efforts with the WHO, the International Federation of Red Cross and Red Crescent Societies and other key partners within the RCCE Working Group. The platform aims to deliver structures and mechanisms for a coordinated evidence-based approach to RCCE across public health, humanitarian and development response.
    • Due to the protracted public health emergencies in the region in particular cholera and expansion of scope of the RCCE interagency cooperation, the SBC ESARO team is requesting services of RCCE preparedness, response and coordination consultant.

    Scope of Work

    • Goal and objective: Under the supervision of the SBC Emergency Specialist, ESARO and in close collaboration with the relevant sections, COs, and core partners (IFRC, WHO) the consultant will provide coordination and technical assistance to COs in SBC/RCCE emergencies to enhance preparedness, response and recovery; build capacity of UNICEF staff and partners with a focus on community engagement and resilience; and monitor the implementation and results of SBC interventions related to emergencies.
    • Provide details/reference to AWP areas covered: COs and partners provided with technical guidance and oversight to prepare for, implement, monitor and evaluate RCCE/SBC in emergency response in the context of major emergencies and public health outbreaks; regional RCCE and SBC in emergency coordination mechanisms including inter-agency mechanisms strengthened and regional partnerships fostered to respond to major emergencies.

    Activities and Tasks:

    Coordinate, Fundraise, Advocate, And Build Partnerships

    • Collaborate with partners to coordinate RCCE work to exchange information, lessons learnt and share resources.
    • Cultivate fundraising opportunities, contribute to proposals, and mobilize resources to support regional capacity to provide technical support to COs and core partners joint proposals.
    • Document and disseminate best practices and innovative approaches in SBC.

    Technical Support And Oversight

    • Provide inputs for and support the development of RCCE strategies, response plans and other relevant documents such as funding proposals, tool kits etc to ESAR focused COs.
    • Support the implementation, monitoring and evaluation of response activities including oversight of the interagency team.
    • Design toolkits and review guidelines for RCCE with practical tools and templates.
    • Support AAP guidance and implementation in ESARO

    Generate And Use Evidence

    • Design and implement research on social and behavioral drivers, emphasizing underserved communities to inform the core partners coordinated response.
    • Summarize data and trends to inform evidence-based SBC strategies, plans, and activities in emergency preparedness and response for core partners.
    • Coordinate integrated approach to the evidence generation through integration of social listening, CFM and behaviour data to inform response of core partners.

    Build Capacities

    • Support SBC/RCCE needs assessments, training, and capacity building around preparedness and response for ESARO, COs and partners.
    • Adapt UNICEF and partners learning resources to enhance SBC capacity among staff and counterparts.
    • Facilitate the exchange of experiences and provide technical assistance for adopting new SBC methods in emergencies.

    Desired Competencies, Technical Background And Experience

    • Advanced university degree in behavioural and/or social sciences (anthropology, sociology, psychology, social development, etc.) or public health. Understanding of - or training in - current developments in the field of communication for development theory and research, participatory processes, media; as also strategic communication planning, behaviour analysis, formative research and evaluation. A relevant 1st University Degree in one of the above sciences, with qualifying experience, may also be accepted in lieu of the Advanced University Degree.
    • At least 8-10 years of solid work experience in SBC, of which at least 2-4 years in emergency contexts or dealing with emergency issues, 4-6 years in developing country contexts in ESARO.
    • Proven experience in coordinating and/or facilitating multi-agency SBC preparedness and response in emergencies. Experience in emergency response to outbreaks (Ebola, Cholera, etc.) or understanding of outbreak/risk communications and dealing with the media is an asset
    • Fluency in English. Knowledge of French, Portuguese an asset.

    International Consultancy - Social and Community Listening Consultant

    Scope of Work
    Goal and objective:

    • Under the supervision of the SBC Emergency Specialist, ESARO and in close collaboration with the relevant sections, COs the SBC Social and community listening (SCL) Consultant for the ESARO Social and Behavioural Change team will be responsible for supporting the planning, execution, and monitoring of the ESARO SBC social listening strategy across various platforms, generation and utilization of behaviour and social science data on community insights.

    Activities And Tasks

    • Support implementation of a Regional Social and Community Listening Strategy and
    • Produce highlighting key issues, topics, concerns raised, monitoring trends, misinformation, rumours, disinformation, knowledge, attitudes, and practices shifts, influencers and reference group, etc. providing recommendations on potential messaging and potential programmatic focus to RO and COs.
    • Through online monitoring tools, identify highly assessed conversation threads to identify wrong information and/or myths being circulated in ESAR.
    • Expand the existing Regional Social and Community Listening Strategy and its implementation to include other programme areas (e.g., SRHR and HIV, Nutrition, Child Protection (Violence against girls, boys and women, child marriage, FGM, child online protection, girls’ empowerment, emergency, immunization, etc.). SCL process will also use insights that are generated from the SCL initiative on child marriage and FGM led by HQ to effectively utilize the insights that emerge from those analysis.
    • Community insights data utilization
    • Support RO and COs in collection, compilation, analysis and use of community insights and beliefs on behaviour and social barriers and drivers around key programmatic areas.
    • Review guidelines and tools for conducting social and community listening to equip COs with practical tools and templates.

    Outputs/Deliverables:
    Payment Schedule

    • Payment schedule is as per above table. Payments will be per deliverable as indicated. Payment is upon satisfactory completion of deliverables.
    • As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary. The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
    • Please note that the final remuneration will be negotiated by HR.

    Desired Competencies, Technical Background And Experience
    Education

    • Advanced university degree or equivalent experience in Statistics, Communications, Marketing, Data Science, Behaviour Science or relevant areas. *A first-level university degree in a relevant fieldcombined with and additional two years of professional experience may be accepted in lieu of an advanced university degree.

     Work Experience

    • At least 5 years of proven experience in social media monitoring and analysis and/or digital listening
    • Previous experience with social media management, trend monitoring, and influencing
    • Experience in the design and implementation of interventions on rumour management/misinformation
    • Previous experience in working with UN, and/or other development partners.
    • Excellent writing skills planning and coordination skills, with proven ability to work independently.

    Language Proficiency

    • Fluency in English (verbal and written). Knowledge of French and Portuguese is an added advantage

    International Consultancy: Regional Household Survey Consultant

    Purpose, objectives & expected results

    • Under the overall supervision of the Statistics and Monitoring Specialist (Regional MICS Coordinator), the MICS Regional Household Survey Consultant has the responsibility for supporting the preparation and implementation of the three (3) ongoing MICS in ESAR and provide specialized technical assistance to the implementation and review of MICS survey topics like for example the foundational learning skills and violence against women.

    Scope of Work

    Activities and Tasks:  

    Key activities include:

    • Support the Regional MICS Coordinator in providing technical assistance and oversight for three (3) MICS in the region,
    • In coordination and collaboration with the Regional MICS Coordinator and other relevant experts, review and provide feedback to COs on the following documents for compliance with MICS standards:
      • For Madagascar
        • agenda of training of interviewers
        • field monitoring digital reports
      • For Somalia
        • agenda of training of interviewers
        • field monitoring digital reports
      • For South Sudan
        • Country Survey Plan including budget and sample design
        • questionnaires
        • pre-test and test of Computer Assisted Personal Interviewing (CAPI) programmes report.
    • Support countries through in-county visits in carrying out the following survey activities:
      • Pre-test training and pre-test (South Sudan)
      • Fieldwork training and monitoring (Somalia and Madagascar)
    • In collaboration with the MICS Regional Coordinator, provide country and regional status survey updates to RO and HQ,
    • Facilitate communication between the MICS HQ GIS expert and Census/NSO GIS experts, obtaining access to cluster geocodes and boundary shapefiles for the survey, and training activities (if GPS data collection is necessary)
    • In collaboration with the MICS Regional Coordinator and the MICS HQ team, provide specialized assistance to countries in the implementation and review of specific MICS topics like for example foundational learning skills and violence against women

    Desired competencies, technical background, and experience

    Education

    • At least a Master’s Degree or equivalent in Social Sciences, Demography, Statistics, Epidemiology, or other related technical field with significant measurement or analysis component is required

    Skills and Experience

    • At least 5 years’ experience in the coordination and/or management of quantitative household surveys. (Prior MICS/DHS coordination experience highly desirable);
    • Expertise in statistical analyses (familiarity with data processing and data analysis software, CSPro and SPSS highly desirable);
    • Experience in survey report preparation;
    • Fluency in English;
    • Oral and written communications in French will be an asset;
    • Excellent communication and interpersonal skills;
    • Ability and willingness to travel to all countries across ESAR

    International Consultancy - Analyzing the Landscape of School-Age Children and Adolescent Nutrition and School Food and Nutrition Environments

    • The overall purpose of this assignment is to conduct a comprehensive landscape analysis of the nutrition of school-age children and adolescents aged 5 to 19 years in Burundi, identifying systemic gaps, trends, and opportunities across policies, programs, data sources, stakeholder engagement, and the school food and nutrition environment.

    The Objectives Of The Study Are To

    • Analyse available data sources to understand the nutritional status of school-age children and adolescents, disaggregating the data across demographic factors to identify trends and gaps.
    • Collect and analyze data on dietary intake and school-age children and adolescents’ knowledge and attitudes on nutrition to inform targeted interventions and policies.
    • Collect and analyze data to better understand the status of school food and nutrition environments including food availability and affordability.
    • Review and evaluate existing policies, legislation, and programs including youth-led initiatives aimed at malnutrition prevention among school-age children and adolescents, identifying gaps and opportunities for improvement.
    • Identify key stakeholders across relevant sectors involved in malnutrition prevention efforts, mapping out their roles and influence to facilitate collaboration and collective action.
    • Estimate the total cost of recommended interventions to improve the nutrition of school-age children and adolescents.

    Expected results

    • The outcome of the assignment will guide the development and implementation of policies and programmes aimed at improving the nutrition of school-age children and adolescents aged 5 to 19 years in Burundi. Additionally, findings will provide the necessary evidence to update the multisectoral nutrition and food security strategy, ensuring it is more attuned to the specific nutritional needs of school-age children and adolescents.

    The consultant is expected to produce the following key deliverables:

    • Inception Report: Design the approach for data collection and analysis including relevant tools, implementation plan and key stakeholders to be involved. Relevant and available global protocols and guidance meant for this age group should be used and adapted to the Burundi context. Data collection tools should be included in the inception report.
    • Stakeholder Meetings: With the support of UNICEF Burundi CO, organize bilateral meetings (in person preferred) with various stakeholders including the Ministry of Health/National Integrated Food and Nutrition Programme, and Ministry of Education. Seek stakeholders’ feedback on the inception report and engage with them in validating findings, and refining the study purpose, including the scope of primary data collection. Finalize the inception report by incorporating feedback.
    • Draft Landscape Analysis Report: Conduct the landscape analysis and compile a draft report (including all aspects detailed in the TORs). Present the draft report to the technical team for input and formulation of key recommendations. Recommendations should also encompass suggestions for modifying data collection tools to address any gaps in the existing data.
    • Draft School Food and Nutrition Environment Report: Production of a systems framework for action on the nutrition of children and adolescents aged 5 to 19 years with a clear set of sector-specific recommendations for policy, programmes, and services and ways to address the evidence gaps.
    • Draft Costing Report: A comprehensive report detailing the estimated total costs of recommended interventions (resulting from the landscape analysis and the school food and nutrition environment report) for school-age children and adolescents in Burundi, with a breakdown of resource requirements.
    • Final combined report, PowerPoint presentations, advocacy brief, and infographics. Finalize the landscape analysis report, the school nutrition environment report, and the accompanied costing of recommended actions, while incorporating comments/changes suggested by the technical team. Prepare a presentation for the report, an advocacy brief with key asks/recommendations, and key action frameworks.
    • Dissemination workshop: to UNICEF BCO, RO, and government stakeholders.

    Minimum Qualifications Required

    • Masters in one of the following disciplines: Public Health, Nutrition, Public Policy. CVs of involved professionals should be made available upon submission of a technical proposal.

    Work Experience

    • The consultant should have experience in quantitative and qualitative primary data collection, managing field workers including their training, literature review, and writing peer-reviewed articles in the field of public health nutrition, and childhood malnutrition prevention in low-income countries. Excellent documentation and report writing skills (in English and French) and the ability to work in a multicultural environment is necessary.
    • Experience working in ESAR Region, in school environments, and for UN agencies (especially UNICEF) will be considered an asset.

    Specific Requirements For The Consultant

    • Essential: Proficiency in English and French is required; experience of a minimum of 10 years in quantitative and qualitative research; field worker management, including training; releasing studies on childhood malnutrition prevention, policy, and programme design for the prevention of malnutrition; stakeholder engagement; intervention costing experience.
    • Desirable: Knowledge of school-age children and adolescent nutrition, and school nutrition environments.

    Administrative issues

    • The contract will run for 12 months (120 billable days) and it is expected that the consultant will be paid for completed deliverables according to the timeframe stipulated in the TOR and under the proposed contractual arrangement.
    • The Burundi Country Office will cover all costs associated with in-country stakeholder meetings and primary data collection.
    • The focal point for this work will be the Nutrition Specialist SACA_N, Food Environment, OWO ESARO, with oversight from the Regional Advisor Nutrition.
    • The consultant is expected to be home-based during the 1st phase and required to be available as and when required during the working period 10 am to 4 pm Nairobi time. The consultant is expected to be available for scheduled weekly update meetings.
    • The consultant is expected to travel to Burundi. Travel will be in economy class. If the consultant is required to quarantine while traveling, UNICEF ESARO will pay for the quarantine if not organized by the host country. Travel will be by the most economical fare and reimbursement will be as per UNICEF policy.
    • The selected candidate is solely responsible for ensuring that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
