    Mental Health and Psychosocial Support Technical Advisor

    Specific Responsibilities

    • The MHPSS Technical Advisor (TA) will provide parental leave coverage for the incumbent. The MHPSS TA will spend their time delivering technical assistance in-person and remotely to country program colleagues and coordinate mental health and psychosocial support within the health unit and in collaboration with other units such as the violence prevention and response unit, education and research and learning. This is position will be entirely field facing, supporting the technical quality of MHPSS programs in West and Central Africa, Latin America and Asia. The Technical Advisors’ specific responsibilities are as follows:

    Engaging In Business Development And Program Design

    Support country program staff to design programs and projects, ensuring that they are:

    • Aligned with the IRC’s strategy, which includes supporting country program staff with contextualizing outcomes and the theories of change, and selecting interventions based on the best available evidence and the local context;
    • Responsive to client needs and preferences
    • Based on sound context and gender analysis
    • Support use of indicators for country programs aligned with existing IRC MHPSS Health indicators
    • Review technical quality of proposals, including review of technical MHPSS strategies, interventions and activities and ensuring alignment to IRC’s outcomes and IRC MHPSS Framework
    • Input into go / no go decisions on proposals
    • When necessary, write technical narratives of proposals in addition to regular review of technical narratives, workplans, and any program reports
    • Provide input on budgets required for project delivery
    • Engage with donors and do outreach in support of country programs

    Building technical capacity of country program staff to ensure ongoing program quality and innovation:

    • Assist in hiring, mentoring, and technical support to MHPSS and Health staff in country programs
    • Establish and/or strengthen country programs MHPSS capacity building plans and MHPSS monitoring and evaluation standards
    • Conduct technical MHPSS training and ongoing technical coaching for country program staff, including on IRC outcomes, theories of change, evidence and indicators.
    • Share cross-context learning with country program staff across regions, for example through community of practice efforts
    • Support senior country program staff recruitment and onboarding
    • Coordinate closely with other technical teams in country and technical advisors (e.g. Health, Women’s Protection and Empowerment, Child Protection and Protection Rule of Law, and M&E) to ensure MHPSS approaches across technical teams and activities remain aligned with best practices
    • Advocate for the participation of MHPSS staff in country level coordination mechanisms, for example MHPSS Working Groups

    Project Delivery Support

    • Work with country program colleagues and the Health Technical Advisors to help analyze data to inform course correction as needed
    • Review and share program-specific tools/resources/curricula and work with technical unit specialists to contextualize and adapt global and country-specific materials
    • Help define approach to teaming/partnering with other organizations
    • Support specific MHPSS focused projects within country programs

    Management And Coordination

    • Coordinate and plan with country coordinators and primary health care technical advisors the technical assistance country programs receive.
    • Coordination with TAs across the Health Unit
    • Coordinate with MHPSS TAs within health and VPRU units for joint MHPSS initiatives
    • Coordinate with other unit TAs as per country programs needs and requests
    • Manage and mentor MHPSS consultants and interns where applicable.

    Position Reports to: Senior Technical Advisor, Specialized Health Programs
    Position directly supervises: This position will not supervise any staff
    Other Internal And/or External Contacts
    Internal:

    • Regular communication with education, violence prevention and response, health, economic recovery & development, governance, research, evaluation and learning, and gender equality technical unit teams. Close relationships with regional and country program teams. Interacts with IRC internal departments, including business development, external relations and advocacy departments, to keep them informed of program activities.

    Job Qualifications
    Education:

    • Psychologist/Psychiatrist/Social Worker with Master of Public Health.

    Work Experience:

    • A minimum of 5 years of international field experience, of which at least 3 in managerial/coordination positions with Non-Governmental Organizations in humanitarian or post-conflict settings. Experience in technical tools and materials development and monitoring and evaluation is highly desired. Experience in strategy development and working across sectors or disciplines is highly desired.

    Demonstrated Skills and Competencies:

    • Demonstrated expertise in working with donors, project design, proposal development, and monitoring and evaluation, with the ability to turn concepts and strategy into measurable action. Able to work with remote, multi-cultural and multi-disciplinary teams. Strong interpersonal verbal and written communication skills and ability to facilitate collaboration. Outstanding capacity to understand the country context, portfolio, and overall programmatic needs, and pull and coordinate the relevant technical assistance from within and outside the health unit. Ability to transfer technical knowledge and skills. Demonstrated commitment to renewing and maintaining currency with best practices.

    Language Skills: Fluency in English and French is required.

    Working Environment: Up to 30% travel may be required. This position base is to be determined.

    Deputy Director, Leadership Development

    Job Overview

    • The mission of the Learning and Development team is to take the IRC’s people to the next level. The team is responsible for improving the productivity and engagement of IRC staff by providing tools, processes, and guidance for enabling performance, effective onboarding and orientation, staff and leadership development, and quality individual and team learning.
    • Reporting to the Director of Leadership Development, the Deputy Director will design, refine and implement L&D programs with a focus on identifying, retaining, engaging and developing future IRC leaders. The Deputy Director will provide expertise in designing learning and development programs that work toward building a diverse workforce that is treated fairly and equitably and feels a sense of inclusion and belonging.

    Major Responsibilities

    Designs, develops and supports the implementation of the Talent Dialogue process including:

    • Developing a strategy for the roll out and implementation of Talent Dialogues – with the intent of identifying historically under-represented talent for leadership pipelines. Maintaining an overview of progress, challenges and identifying ways to address them
    • Using pilots to refine and evolve the process in multiple geographies and functions
    • Developing supporting materials to help managers successfully navigate the conversation
    • Acting as internal consultant to regional and local focal points launching Talent Dialogues
    • Maintaining global standards/terminology with local flexibility
    • Oversee a database of strengths, experience, aspirations, growth areas (to be created)

    Connects the Talent Dialogue process to development opportunities, including:

    • Advising high potential designees on development planning to maximize their contribution and opportunities
    • Highlighting internal programs (Compass, Navigator) and external (2U, eCornell, LEADx)
    • Ensuring the regions/offices/units are following up with top talent to provide experiences and opportunities
    • Connecting talent to high profile recruitment needs
    • Working closely with the Global Recruitment Team to ensure that we are using an inclusive process to attract diverse candidates and creating a meaningful pipeline of internal and external candidates.
    • Develop and maintain the internal pipeline of diverse candidates and work closely with Recruiters to ensure that high potential staff are considered for vacancies that they are interested and qualified for.
    • Develops global workforce planning tools that can help anticipate openings, candidates, etc. to encourage more internal hires and the achievement of S100/DEI aims

    Skills And Experience

    Evidence to Action Specialist, Climate

    Job Overview

    • The IRC is initiating a project funded by The Swedish International Development Cooperation Agency (SIDA) on strengthening humanitarian response to the climate crisis by providing research-based recommendations on effective climate-smart interventions and approaches—across intervention areas in Health, Water and Sanitation, Protection, Livelihoods/Cash and Education. As part of this project the Evidence to Action (E2A) team will conduct a rapid landscape review of climate interventions as well as build a robust evidence gap map (EGM). The purpose of this process will be to map and analyze existing technical intervention approaches, which are well established and cost-effective, and where there are outstanding questions regarding intervention effectiveness. We will focus on evidence from conflict-affected and fragile contexts affected by climate change, such as the Sahel, Horn of Africa and/or Southeast Asia.
    • The E2A Climate Specialist, under the mentorship of Senior Advisor, E2A will lead the execution of these products.

    Main Functions
    Be responsible for the development of the landscape review and EGM:

    • Collaborate with the Climate Advisor and E2A team to define the vision, theory of change and strategy for this work stream
    • Support the E2A Senior Advisor to resolve scope of the work and engage with thought partners and technical authorities.
    • Complete the review and EGM; including protocol development, systematic searching, screening and coding, data analysis, critical appraisal, mapping and evidence synthesis.
    • Hire and lead additional support personnel to advance evidence synthesis work, as needed
    • Make use of technology and machine learning approaches for improved speed, quality and accessibility of the products.
    • Identify and consolidate programmatic learning on climate-adapted programming across IRC countries

    Support In Communication And Dissemination Of Evidence And Learning

    • Support the dissemination of the project results.
    • Support evidence translation to be used in resource packs developed by the project team.
    • Participate and share in learning and exchange sessions/events.

    Position Requirements

    • Master's Degree in Social Sciences, Development Studies, and Political Science, Humanitarian Studies, Economics or related fields required.
    • University-level training in quantitative and/or mixed-methods research required.
    • 3-4 years’ experience in primary or secondary research required; preferred experience developing literature or systematic reviews, evidence synthesis products or evidence gap-maps (EGMs).
    • Experience in technical/thematic areas of climate change and climate-smart humanitarian/development programming preferred.
    • Strong project and time management skills.
    • Strong communication skills, both written and oral.
    • Excellent interpersonal skills and ability to work across multiple teams.
    • Strong customer service orientation.
    • Proficiency in English (written and spoken) is required, proficiency in French or Arabic a plus.

    EQUAL Research Programme Coordinator

    Major Responsibilities

    • The EQUAL Research Programme Coordinator supports overall contract management and sub-contractor management for the EQUAL project, working closely with the Project Management Team, Research Directors, and consortium partners to deliver an ambitious programme of research, research uptake and capacity sharing activities. The role involves liaising with multiple research and programme specialist units within IRC, as well as IRC country offices, consortium partners, and FCDO to deliver the project in a high-quality, effective, and efficient manner. A significant focus of the position is to ensure that the project meets the high standards and requirements of FCDO commercial contracts by supporting IRC and the consortium partners to meet their compliance and reporting requirements.

    Project Management

    • Develop and/or refine project management systems and guidance documents to ensure efficiency, transparency and accountability across consortium activities; regularly assess the use of project tools and processes to adapt and improve as needed.
    • Work closely with others in the EQUAL PMU to track consortium progress on key deliverables using workplans and financial forecasts; develop and communicate mitigations for areas that are off track.
    • Manage and update the partner-specific and consortium-level workplans; meet with key stakeholders from IRC and partners to ensure programme quality controls are in place, and provide analyses for senior management decision-making.
    • Maintain the project risk register and systems to assess risks throughout project lifecycle.
    • Maintain comprehensive and standardized electronic files for the project, and ensure project team and partners have access to relevant records.

    EQUAL consortium partner subcontract management, coordination and compliance

    • Collaborate with partners to develop workplans and monitoring plans.
    • Manage communication with partners for issues related to implementation against workplans, subcontracts, reporting, and regular meetings.
    • Coordinate due diligence, compliance checks, subcontract amendments, and other subcontract management processes according to guidance from IRC’s Awards Management Unit.
    • Maintain an in-depth knowledge of FCDO policies and support partners on contractual compliance.
    • Identify partner capacity strengthening needs and help to address these needs, which could include areas such as FCDO commercial contract compliance, project management, and risk management.
    • Work with IRC’s Awards Management Unit to ensure that partners’ responsibilities for donor compliance are tracked and evaluated and that updates on contract performance are communicated in a timely and professional manner to appropriate stakeholders.

    Reporting

    • Lead coordination for FCDO quarterly reports, including but not limited to developing report templates, communicating deadlines, and providing timely feedback for IRC and partner teams.
    • Identify, document and communicate areas of improvement for donor reporting.
    • Prepare annual reports and documents according to contract requirements for submission to FCDO; coordinate response to other donor inquiries as needed.
    • Support the EQUAL Finance Controller to obtain additional financial report inputs and documents from consortium partners, as needed.

    Key Working Relationships

    • Position reports to: EQUAL Deputy Project Director
    • Position directly supervises: N/A
    • Internal contacts: EQUAL consortium staff, Research and Innovation department teams, Health Technical Unit teams, Awards Management Unit staff, and IRC country office staff.
    • External contacts: Researchers, finance and grants teams from partner organisations in the consortium.

    Minimum Requirements

    • At least 5 years of professional experience with demonstrated project management skills, including developing project management documents and tools such as workplans.
    • Demonstrated experience of partnership management.
    • Working knowledge of FCDO commercial contract T&Cs and compliance requirements is preferred.
    • Excellent critical thinking skills to problem-solve independently.
    • Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced environment.
    • Excellent interpersonal and communication skills: the ability to effectively collaborate with and motivate a variety of people in a multi-cultural environment.
    • Excellent digital literacy: MS Word, Excel, and web-based project management tools (e.g., Asana). Proficiency in Excel strongly preferred.
