    Deputy Director, Security Operations Centre

    Major Responsibilities:
     
    As the IRC enterprise IT Security Leader, this role is accountable for the hands-on operation of the SOC and leading, improving, managing, and providing IT security oversight for IRC systems. This role will directly manage and oversee all GIS security systems such as Azure, ProofPoint, etc. and develop IT standards that facilitate oversight of enterprise BU critical systems: WorkDay, Box, etc. Each system lead sysadmin (Primary Custodian) maintains responsibility for system security and data privacy and is GIS Distributed Security Organization (DSO) member.

    Security Operations and Incident Response

    • Develop and evolves SOC capabilities for better threat identification, and response automation
    • Daily monitoring and management of security control systems, including SIEM/Sentinel and coordinates with other sysadmins on incidents and other service requests including: content search, lost assets, vendor risk assessment, technical advisory; logs appropriate incidents and service requests and resolves according to priority.
    • Serves as primary custodian for the security of Azure, M365, IEM – Sentinel, Proofpoint, PAM, Qualys and other systems/tools. Leads and guides the DSO.
    • Leads incident response, including vendor security issues and manages incidents with up-to-date playbooks. Orchestrates IR activities (i.e. IoC detection, Legal, platform security, communications, threat hunting, etc.).
    • Leads development of an IT Business Continuity and Disaster Recovery plan. Monitors patching, threat intelligence, pertinent events; disseminate as needed. Supports IT Audit.

    Systems Engineering, Architecture and Standards

    • Collaborates with team members to develop and maintain the IT security roadmap
    • Provides mentorship and technical standards for secure systems architecture, design and operations. Standards include feedback KRIs.
    • Leverages the DSO to author and update global standards and ensures alignment with Field IT.
    • Manages standards exceptions and maintains the risk register
    • Leads hands-on assessment of critical systems and advises Primary Custodians with tools such as Security Compass, secure score, Azure Security Config, Qualys to assess their environments.
    • Acts as technical focal point for BUs and handles security vendors.
    • Builds reports, dashboards, metrics and presents to Sr. Mgmt.

    Project Management

    • Leads project planning and budgets; escalates as necessary
    • Completes projects in a timley manner and quickly develops and maintains relationships the organization.

    Key Working Relationships:

    • Position Reports to:  CISO
    • Position directly supervises: NA
    • Indirect Reporting: Regional and country program leadership, IT leadership, IRC privacy office

    Job Requirements:

    • Education: Bachelor’s degree in an information systems-related field required. Master’s preferred.
    • Work Experience: 5-7 years in IT system design, implementation and operations in a global organization; 1-3 years with  IT security systems

    Demonstrated Skills and Competencies:

    • Validated expertise engineering and implementation enterprise class technologies such as firewalls, proxy servers, messaging security (i.e. S/MIME, TLS, DMARC/SPF/DKIM, etc.) M365 / Google Workspace, Encryption, Box, VPN, DLP, endpoint management and security; WIFI/Bluetooth, IAM and biometrics, SSO/SAML, message filtering, UEM Azure, Azure AD, ServiceNow, mobile, cloud security, etc. Dynamics 365 and Fastpath is a significant plus.
    • Demonstrated experience in supervising, mentoring and building capacity of staff
    • Proven capacity to be a self-starter and work remotely with limited reliance on supervision
    • Solid project management capabilities for engineering and deployment of IT security products and strong organisational change skills needed to drive organizational improvements.
    • Good interpersonal skills required to help identify key relationships and to maintain them.
    • Strong oral and written communications skills sufficient for senior-level presentation and technical policy and standards development;
    • Language Skills:  English required; French and Arabic a plus
    • Certificates or Licenses: CISSP, CISSP/ITIL, CISM or others, which support adequate aptitude to design, deploy and operate IT
    • security solutions; CISSP strongly preferred.

    Nutritionist

    Working under the mentorship and supervision of the Nutrition Officer, the Nutritionist will be a MOH liaison and directly responsible for the day-to-day oversight and implementation of the ComPAS- IMAM & MIYCN protocols in the program which includes.

    • Coordination and performance of the COMPAS protocol working with the Nutrition manager to ensure that the program is running efficiently.
    • Cooperating with the Supply Chain department, propose and procure family nutrition program supplies in accordance to the developed Procurement plans in Integra.
    • In conjunction with the County and sub – county department of health, plan and conduct trainings for health staff on COMPASS, MIYCN and Family MUAC.
    • Together with the caregiver teams, coordinate the day-to-day implementation of MIYCN, family MUAC screening at household levels through community health workers and radio program.
    • In collaboration with ministry of health, plan for trainings for M2MSGs on efficient MIYCN practices.
    • Participate in coordination meetings at the County and sub-county level with the MOH and Partners including NTWG, CNTF and any other.
    • Support development of County work plans with the S/CHMTs and schedule joint supervisions to improve quality programming.
    • Prepare cash forecast in liaison with the other program staff pursuant to the work plans.
    • Manage the project budget; making sure that expenditure stays in sync with donor guidelines, and guided by organizational policies.
    • Supervise budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.
    • Implement comprehensive maternal infant and young child nutrition program (MIYCN) Baby Friendly Community initiative (BFCI),Family MUAC approaches.
    • Contribute to timely, high quality donor reports according to IRC and donor regulations. Ensure all required documents of all the activities implemented are included.
    • Collaborate closely with Supply Chain Department in logistical program supplies procurement and supervise supply control.
    • Attend & represent the Nutrition program in MOH meetings, CNTFs, Surveys and DQAs.
    • Any other duties as assigned by the supervisor.

    Qualifications

    • Diploma in food, Nutrition and Dietetics from a recognized University.
    • Must be a registered nutrition or dietitian KNDI.

    Required Experience & Competencies

    • Minimum 3 years’ work experience in emergency community nutrition and implementation.
    • Experience in maternal infant and young nutrition with strong BFHI & BFCI approaches.
    • Experience in nutrition survey and assessments.
    • Good communication and interpersonal skills.
    • Strong report writing and team working skills.
    • Knowledge in computer packages and basic analysis skills.
    • Ability to work in hardship areas (previous experience in a camp setting will be an added advantage).
    • Flexible and positive personality.
    • Strong planning and implementation capacity.
    • Confident and capable negotiator, communicator, and networker.

    Consultancy to Conduct Clinical Supervision

    Objective of the Consultancy

    The objective of this consultancy is to engage an experienced clinical therapist to carry out psychological first aid and clinical supervision to WPE staff for 4 days starting 2nd November- 5th November 2022.

    The sessions will be held in Diani, and the targeted case workers will be WPE both national and response incentive staff. This is aimed at helping them release work tension, and burn out, improve their interpersonal relationships which will finally promote a healthy working environment, handle personal issues, learn ways on how to handle stress and problems, leading to quality of services offered to the survivors.

    Key tasks:

    • Engage staff in a therapeutic process through both group and individual counselling and/or debriefing sessions.
    • Offer support to the case workers in handling difficult client issues or those that present themselves with severe psychological issues.
    • Equip staff life skills for example stress management strategies, empower them with self-response mechanisms as individuals and collectively as a team as the supervisor may deem appropriate.
    • Submit a report on feedback given from the team to the Technical Coordinator (TC) and the SMT team on areas that may require technical support to improve the well-being of the staff in relation to their work.

    Proposed Outputs:

    • Offer counselling sessions in groups and individual sessions as to effectively handle their personal issues, support their peers and the clients.
    • Help the participants gain sense of self awareness and growth and build an enabling environment for catharsis and support.
    • Build the capacity of the staff in thematic areas relevant to their day-to-day work

    Timeframe

    • This consultancy period will be for four days 2nd November – 5th November 2022 with 1st November and 6th November 2022 being travel days.

    Consultants’ responsibilities

    • Build an enabling environment for the participants to engage in a therapeutic process and get support.
    • Guide participants in personal development sessions to allow them to gain some sense of self awareness and growth.
    • Allow staff to seek individualised support (individual counselling and personal therapy) sessions as appropriate.
    • Submit report within the agreed timelines.
    • Give feedback on emerging concerns to the team lead or IRC senior management where possible at the end of every session.
    • The consultant to meet his medical and other personal expenses during the consultancy
    • The consultant will pay for their meals during the consultancy

    Qualifications

    • MA in counseling psychology.
    • Certificate in clinical supervision from an accredited institution.
    • At least 3 years training experience in counseling related issues.
    • Experience working with trauma clients.
    • Experience in Kenya and/or a refugee-setting, preferred.
    • Be registered with an accredited counseling body.
    • Be flexible and tolerant.
    • Previous experience in providing counseling supervision in refugee setup an added advantage.
    • Be highly critical to cultural and religious dynamics.
