    Gender Equity & Social Inclusion - GESI

    Job Scope:

    To provide technical leadership in program implementation, program monitoring and evaluation in relation to gender integration in the project that is focused on Natural Resource Management and Climate Change specific interventions at the community and household level. This include capacity building and technical assistance to government, civil society and community stakeholders.

    The position holder must be able to communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.

    Technical Leadership  and Program implementation

    • Provide technical leadership to the Project to ensure integration of gender in program interventions focused on Natural Resource management, Climate Change, Agriculture and Livelihoods Design and deliver realistic and pragmatic gender strategies and programming interventions that will lead to positive gender equality outcomes.
    • Advise and support the Consortium  and Partners to integrate gender into activities
    • Develop and revise training materials according to local context and conduct relevant Gender Equality and social inclusion training sessions for partners, local authorities, and other stakeholders.
    • Lead development and implementation of training in gender mainstreaming techniques for program team and partners
    • Advise the consortium team to build on-going capacity of gender focal points by providing resource materials, practical tools and references
    • Provide guidance to the development of the GESI DIPs and work with project teams to identify reasons for any deviation from these plans.
    • Facilitate capacity building of project staff and partners on Gender and social inclusion

    Monitoring, Evaluation Accountability, Learning and Innovation

    • Conduct gender assessments, reviews and audits to assess ways to continually target involvement of women in nutrition sensitive and nutrition specific activities
    • Integrate gender equality considerations in Results-Based Management monitoring and reporting method
    • Develop tools, frameworks and resources to enable better gender integration in the Project
    • Track and report against gender indicators and disaggregate data by gender to analyze results within each domain.
    • Lead the capacity building initiatives of communities and partners on monitoring and ensure participatory data collection
    • Review and provide technical feedback on results and project reports to donors in order to ensure quality and full compliance with gender policy and progress towards achieving integration of gender in program
    • Identify successful practices in the project that can be showcased in publications, communication materials and conferences
    • Prepare communications materials that highlight the Project’s gender equality programming, successes and lessons learnt
    • Provide opportunities for capacity building to the program team in consultation with GESI Advisor and P&C to ensure proper technical, managerial and personal development, as well as maintenance of gender-sensitive work environment.

    Engagement Networking and Advocacy

    • Represent the project in stakeholder meetings at National and International level county levels in collaboration with the Regional manager/County and National coordinators.
    • Advocate for policy translation, position papers and influence to county plans
    • Work with relevant Government Ministries for technical direction and leveraging of resources to support gender mainstreaming interventions in the project area.
    • In collaboration with other actors, assist in developing initiatives to ensure regular and consistent advocacy on gender concerns
    • Strengthen linkages between the Project and other WVK programs
    • Ensure program representation in key strategic Gender and social Inclusion technical  working groups and forums at the county  and national level
    • Actively  participate  in  the  Project  meetings,  and other WVK forums and  meetings as appropriate
    • Spearhead learning forums to profile, communicate and ensure adoption of promising practices
    • Contribute to engagement, publications, to communicate program progress and successes
    • Perform any other duties as may be assigned by the supervisor or designee from time to time;
    • Participate and contribute to committees and task forces as and when required.

    Minimum education, training and experience requirements to qualify for the position:

    • A degree in social sciences such as Social Work, Gender Studies, Development Studies, Community Development,  International Studies, Sociology or their equivalent with specialization in Environment and  Natural Resource Management.
    • At least  5 years’ experience in Gender and Disability programming with evidence of successful implementation of program
    • An understanding of Human Rights and specifically Women and Child rights including CEDAW and Social Justice Issues and gender equity.
    • Demonstrated ability to ensure gender integration in project design, implementation and ME.
    • Effective English oral and written communication skills; ability to interact professionally in English.
    • Good understanding, Gender and social inclusion, priorities, approaches, standards and guidelines/ international best practices.
    • Proven track record as a staff and community trainer and capacity builder in Gender and Development,

    Additional work experience required as a minimum qualification for this position

    • Results oriented with performance based management knowledge skills;
    • Strong budgetary and financial management skills;
    • Good interpersonal, organizational management and negotiation skills;
    • Computer literate in Office Suite (word, excel, access, project etc) and PC based Socio-Economic Analysis Tool e.g. SPSS and;
    • Proven track record in engaging with government ministries and other stakeholders.
    • Demonstrated analytical and advocacy skills on gender issues especially with regard to policy advocacy in line with CEDAW and BPFA;
    • Ability to work under pressure and with multi-disciplinary and multi cultural teams

    National Director, WV Somalia

    Job Description:

    Spiritual Leadership

    • Model a high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to Christian staff on the Vision, Mission and WV Core Values
    • Ensure that WV Somalia’s leadership is capable to work in Islamic contexts and is familiar with World Vision’s commitments
    • Ensure that all WV Somalia staff member’s religious preference and practice is treated with dignity and respect

    Ministry Performance

    • Ensure high ministry quality and high impact in the field by leading in a way that the office is achieving its expected annual targets at all   stages of the LEAP cycle on a sustainable basis
    • Ensure adequate resources (in accordance with funding opportunities) are acquired and managed to meet and enable quality program implementation
    • Ensure the highest standards of quality and accountability through compliance with World Vision policies and standards and international standards for emergency response, disaster mitigation, rehabilitation and development
    • Ensure all project proposals, reports, integrated audits, and ministry evaluations are reviewed at a proper level within the office and appropriate actions are implemented, to ensure that impact, accountability, and compliance
    • Ensure measurable improvement in the well-being of children is achieved as evidenced by achieving targeted improvement in the child well-being outcomes
    • Ensure that a national monitoring & evaluation strategy based on technical and managerial indicators exists and is implemented.

    Strategy, Operating Plan and Long- and Short- Term Targets

    • Ensure there is a documented WV Somalia strategy, Ministry strategies and operating plans, and the latter have been derived from WV Somalia strategy and has clear, measurable short-term and long-term targets; Ensure that Ministry strategies are aligned with Regional and Partnership strategic priorities
    • Ensure there are clear strategies for People and Culture, Communications and other main functions, and they are based on the office strategy and operational plan and include main priority areas identified in respective Regional and Partnership Strategy. Facilitate and be accountable for the execution and monitoring of strategies

    Leadership and Management of the office

    • Promote WV’s Vision, Mission, Core Values and key Partnership Standards and Practices among the staff and partners and ensure these are the core foundation of WV Somalia strategies and work
    • Ensure capable staff is available to implement office strategy and operational plans
    • Ensure that there is an effective management strategy in place to manage projects in a chaotic, changing, and insecure environment
    • Review and approve the office succession plan; ensure that proper capacity is in place and succession plan is updated and executed
    • Promote and participate in leadership development initiatives
    • Lead and manage WV Somalia team in a way that facilitates a high-performance culture, open trustworthy relationships and integrity
    • Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office

    Advocacy and Representation - Represent WV Somalia

    • Engage and build strategic alliances with the governments in all operational areas, WV major donor agencies, WV Partnership, non-governmental agencies, and media.
    • Develop and implement appropriate restricted context advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context.
    • Lead and facilitate strategies for the promotion of justice that look for the change of unfair structures that oppress those in need; Ensure WV is positioned as a leading NGO in promoting the well-being and rights of children within the country context to deserve public and stakeholders’ confidence and trust.
    • Strengthen awareness of World Vision Somalia’s program both within and outside of the WV Partnership.
    • Ensure that the WV brand is respected within the country and none of office operations or staff conduct harm it.
    • Provide leadership, strategic direction and support to WV Somalia team for developing and implementing excellent donor experience and acquisition of Ministry funds;
    • Identify new opportunities and forge alliances that lead to optimization of all resources.
    • Actively participate in all NGO Coordination and Advocacy fora, especially the Somali NGO Consortium
    • Seek election in and participate the Human Country Team

    Financial Management and Financial and Operational Audit Compliance

    • Ensure efficient and effective organizational practices, that result in successful financial and operational audit scores;.
    • Ensure action planning and execution to resolve audit findings in an agreed and timely manner.   Undertake appropriate reporting of audit results and actions.
    • Ensure strong financial compliance through timeliness and completeness of financial reports.
    • Ensure strong operational compliance through timeliness and completeness of program/project reports.
    • Provide direction for integrating private and public funds to maximize results and respond to community needs in most effective and efficient way.
    • Manage overall financial integrity of the program to WV Support Offices, donors, the government and other stakeholders.
    • Provide overall strategic leadership and initiative for identifying and securing financial resources to support the program.

    Safety and Security, Disaster Mitigation and Preparedness

    • Develop and maintain capacity to respond to natural and man-made emergencies;
    • Maintain, and regularly review security and safety plans and protocols (security manual, evacuation plan, Daily and Weekly Security Analysis, Disaster Preparedness and ensure compliance of the same by staff and visitors
    • Deal appropriately and wisely with groups involved in conflict ensuring staff safety and security.
    • Oversee relief efforts, as and when they arise and work in partnership with response teams.  Build in-country relief response capacity to ensure adequate disaster management and response
    • Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats
    • Ensure staff safety and orient staff to the management of potential risks related to operation within restricted religious context.

    Compliance and Country Legal environment

    • Ensure WV Somalia complies to local legal requirements and standards
    • Represent WV Somalia in courts, if required
    • Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation;

    Preferred Knowledge and Qualifications:

    • Experience with large bilateral and multilateral grant acquisition and compliance as well multi-sectorial humanitarian operations.
    • Proven Leadership and Management skills;
    • Ability to work and travel extensively in country of assignment as well as internationally (Approximately 20-25% of working time);
    • Ability to work under pressure and make appropriate decisions
    • Proven visionary and strategic abilities.
    • Achieving quality results and service, practicing accountability and integrity, and communicating information effectively

    Travel and/or Work Environment Requirements:

    • Domestic Travel: 20%
    • International Travel: 30% international travel will be required
    • Office based however some level of travel is expected within the Somalia operations Program and to other places. Some travel may be in remote location with minimal facilities.

    Physical Requirements:

    • Ability to work under pressure and in a stressful environment
    • On call:  10% In emergency and disaster situations, the position will be required to be on-call.
    • HEAT (hostile environment awareness training) and SRMT (security risk management training) or a UN equivalent, as appropriate for fragile contexts

    Language Requirements:

    • Strong command of English  (writing, speaking)
    • Confident, good communication skills, attention to detail

    Grant Accountant - SCRP: SomRep

    The Role:

    The grant accountant will be the primary point of contact under the line manager supervision when it comes to providing finance technical support throughout the life cycle of the assigned project. The position holder will be responsible for ensuring compliance to Donor Regulations and relevant policies for both World Vision and the Implementing agencies. S/he will provide support such as: budgeting, reporting, internal & external audits, expenditure verification, risk management, capacity assessment & performance tracking of the Implementing partner as well as timely funding of partner requests, posting verified data into SUN System and ensuring balance sheet items are reconciled and up to date.

    • Holder of a bachelor’s degree in business related field (Accounting, Finance) or another relevant field.

    • Over 3 years working experience managing donor funded grants.
    • Experience working with EU, SIDA, SDC, DANIDA and DFAT government grants is desired.
    • Experience in working with partner organizations (INGOs and LNGOs).
    • Demonstrated success in achieving results under challenging implementation circumstances.
    • Fragile context experience is an added advantage.
    • Proficiency in Computer applications (Excel, Sun systems, Word etc.).
