    INEE Team Lead, Data & Evidence.

    Job Overview:

    INEE’s Data & Evidence Team Lead oversees, guides and manages a technical team working to achieve INEE’s Strategic Priorities (SPs). This role is responsible for INEE’s Data & Evidence work including identification of data and evidence gaps, knowledge production, measurement and evaluation, dissemination, and uptake. The Data & Evidence Team Lead manages the Data & Evidence Team with the aim of building upon and strengthening the EiE evidence base and data ecosystem. This position represents the network in global forums, establishes relationships with key partners, and guides technical staff. The Team Lead, who is hired and hosted by the International Rescue Committee, works as a member of the INEE Secretariat. All core functions will be coordinated with the Secretariat staff in order to ensure coherence and harmonization across activities.

    INEE Strategic Priority I: Thought leadership and advocacy:

    The position coordinates closely with the Policy & Advocacy Team as well as the Thematic Areas Team in order to ensure effective translation and uptake of EiE data and evidence into policy and advocacy as well as key thematic areas such as PSS/SEL, Gender, Child Protection, Disability-inclusion and ECD streams of work. The Lead ensures that INEE’s data & evidence work is informed by the emergent policy, advocacy, and thematic area needs. The Lead represents INEE in key data & evidence fora.

    INEE Strategic Priority II: Strengthen capacities:

    The role ensures the products and activities generated by technical staff are relevant to sector needs and standards. This includes supervising the development, curation, and dissemination of content of a vast portfolio of products for public consumption, including publications, dashboards, platforms, tools, resources, training packages, e-learning courses, and other multimedia products such as podcasts, infographics, videos, webinars, etc. The position also provides direction, advice, and guidance on workflows, funding, processes, and contracts related to product development, finding solutions to complex challenges. The role engages regularly with the Member Services Team to ensure thematic areas products align with the organization’s Resource Protocols, Branding, and other internal processes and workflows. The position also coordinates with the INEE Evidence Team to align with INEE’s Learning Agenda and other strategic work on evidence. This role partners closely with the Standards & Practice Team to ensure INEE’s Standards and Practice work is evidence informed, and that EiE practice is equally informing knowledge production and research.

    INEE Strategic Priority III: Provide, curate, and organize knowledge and resources:
    This position coordinates and collaborates with the Member Services Team. The Team Lead oversees team efforts to organize resources as well as disseminate knowledge and share opportunities, engaging the broader INEE membership in efforts to strengthen the EiE evidence base and data ecosystem.

    INEE Strategic Priority IV: Strengthen and diversify membership:

    This position motivates and empowers technical focal points to ensure thematic network spaces are inclusive and representative of the INEE’s diverse global membership, especially those living and working in crisis-affected contexts. The role strives to create a diverse and inclusive team environment, and guides and supervises staff to use inclusive and participatory approaches in their work. The Team Lead works with the Secretariat to ensure products and services developed by the team are made available and disseminated in multiple languages. The position engages directly in relevant network spaces and initiatives to stay abreast of developments, provide strategic input, and to engage key partners in the work.. Specifically, working to ensure that knowledge generation for EiE includes and is led by voices and organizations within emergency contexts and that the knowledge that is generated is relevant to and accessible by all INEE members. Furthermore, the Team Lead supports the generation of evidence across all INEE languages (and more).

    This leadership role is responsible for oversight of the Data & Evidence Team portfolio and multiple donor funding streams. The position provides grant oversight, including monitoring project spending, supervising all project outputs, reviewing donor reporting, assessing implementation risks, and working with staff to seek mitigation strategies. The role works closely with the Operations Team to ensure donor requirements are met and solutions are found when projects encounter challenges. The Team Lead also promotes the sustainability of project activities through effective collaboration, networking, fundraising, and linkages to other programs, partners, and donors. This position coordinates closely with all of INEE’s team leads to ensure effective partnership and representation of the network.

    Technical Advisor, Livelihoods

    Job Description

    Refugees in East Africa: Boosting Urban Innovations for Livelihoods Development (Re:Build) is a 30 million Euro refugee urban self-reliance program. The program is funded by the IKEA Foundation and implemented in Kampala and Nairobi. The IRC is the Lead Partner coordinating a consortium of local and international partners to deliver the program. Re:Build seeks to support urban refugees and vulnerable host residents to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments. Re:Build will aim to enable change at varying levels, from better access to livelihoods opportunities and inclusive services within communities, to improved refugee-related policies and more targeted and effective service delivery from national, regional and global actors. Key features of the Re:Build approach include flexible funding, adaptive design, and knowledge and evidence generation.

     Job Overview/Summary

    The Livelihoods Technical Advisor (TA) will take a lead role supporting specific IRC countries involved in the Re:Build project on crafting and implementing evidence-based programming to improve livelihoods programming to high quality standards. Moreover, we expect all TAs to be well versed in gender-sensitive programming and be able to support gender-transformative approaches. To this end, the TA will work closely with TU team members from the cash & emergencies and livelihood teams as well as staff from the health, protection, and governance technical units. 

    The position requires a dynamic, self-motivating, driven and forward-thinking personality with experience in working remotely with a broad range of people from very different cultural backgrounds. The remote nature of this position with both the TU team and countries teams that are being supported means that TAs need to be excellent in pro-active communication and relationship building.

     Standard job functions:

     Provide technical support to country programs (with a targeted focus on Re:Build countries)

    • Assist in the design, quality implementation, and monitoring and evaluation (M&E) of programs across all ERD TU’s Outcomes and Evidence Framework (OEF) outcomes to country programs where Re:Build is implemented
    • Provide technical advice on design and implementation of Re:Build research agenda, including research pilots and full randomized control trials (RCTs).
    • Provide experienced advice to and build capacity of TU and country colleagues especially on enterprise development and employment approaches and good practices. 
    • Provide routine technical support and trainings to country teams to improve quality of programs, provide strategic guidance and recommendations, and engage in knowledge sharing.
    • Support recruitment of key field positions (management/coordination level and consultants).

    Support the technical coordination of the Re:Build program.

    • Act as TA focal point to lead coordination for a range of sector experts across Re:Build.
    • Serve as a member of Re:Build project management team 
    • Set agenda and organize monthly technical support check in calls with advisory staff from all relevant technical and regional units
    • Liaise with project management team to ensure quality technical support including developing feedback mechanisms across advisory roles and project staff
    • Attend and support the development of agendas for relevant external project related meetings with donor and partners
    • Along with Sr. Technical Director and policy and advocacy (P&A) team work closely to develop global and technical messaging and content to share externally 
    • Work closely with the grants, operations and analytics team (GOAT)to provide budget oversight for TU led portion of the Re:Build budget

    Drive tool development, integrated programming, and innovation

    • Research, adapt and write evidence-based technical program guides, manuals, and other resources to improve and innovate livelihoods and resiliency programs in the focal countries.
    • Collaborate with other technical units to promote integrated programming, avoid redundancy, and integrate gender equality, inclusion, context flexibility, client responsiveness, partnership, and ICT
    • Participate in ERD TU strategic priority setting and implementation, all ERD TU staff meetings, communications material development, intra-net content development.

    Business Development 

    • Support focal countries and TU in pursuing emergency and long-term business development opportunities for livelihoods projects and resilience building. Tasks include donor and partner mapping, relationship-building (with a focus on local partners and private sector partnerships), program design and narrative review, and technical proposal development.
    • M&E framework review and/or development promoting mobile monitoring, IRC and donor standard indicator use and data-use for management

    Representing and communicating internally and externally

    • Engage in prioritized networks, working groups, panels, and external fora on livelihoods issues
    • Regularly provide briefings and responses to information requests on livelihoods and ERD programs and Re:Build to many audiences, including IRC colleagues, donors, the media, UN agencies, inter-agency networks, and new recruits.
    • The TA will undertake other special projects and tasks as needed within the realm of his/her expertise and within the TU’s function.

     Job Requirements

    •  Education: Highly competent in livelihoods interventions demonstrated through Bachelor or master’s degrees or equivalent work experience in practice or research functions.

     Work Experience: 

    • Minimum of 5 years of shown experience in international development programming
    • Experience in leading large evidenced-based economic and livelihoods development programs, including staff and budget management, preferably in conflict- or disaster-affected environments
    • Proven technical expertise in employment, microenterprise and/or financial inclusion programming 
    • Demonstrated dedication to a Do No Harm approach, gender quality, diversity, and inclusion
    • Shown success in large business development for economic programs and familiarity with key donors and their funding streams. 

     Demonstrated Skills and Competencies: 

    • Language: Demonstrated excellence in writing and editing in English

    Quality Assurance Analyst

    Job Description

    To ensure that we are effectively carrying out our mission, we have committed to implement outcome-driven and evidence-based programs, measure what we achieve, act on what we learn, and generate new and relevant evidence. We need to produce high-quality data that can inform decision-making while also meeting donor requirements. The Measurement Unit is responsible for global guidance, resources and coordination to ensure that staff across all our programs are equipped with the skills and tools they need to generate and manage the right data for programmatic decision-making across the IRC. IRC’s M&E efforts rely heavily on technology platforms, and IRC’s Measurement Strategic Plan calls for further investment in and commitment to technology for M&E. Over the coming 2-3 years, the Measurement Technology Team (which sits at the intersection of the Measurement Unit and IT) will design, deliver and support a more comprehensive technology stack for M&E, ensuring Crisis Response, Recovery and Development (CRRD) program, technical and M&E staff have access to more comprehensive technology platforms to improve program delivery.

     Job Overview/Summary

    Focused on Measurement technology support, the QA Analyst is a member of the team responsible for developing, testing, implementing, and supporting IRC’s global technology tools and platforms for the organization. This includes CommCare, Microsoft Power BI and Microsoft SQL server Azure based data warehouse.  Working in partnership with staff at various levels and locations, the QA Analyst will perform a key role in testing, quality assuring, and improving technology products prior to successful rollout. He or she should be solution oriented and keeps responsive application design at the center of his/her testing approach, must understand all disciplines involved in developing user-centric and impactful applications. 

    Position key attributes are multi-tasking, detail-orientation, fast-learning, and self-organizing. The candidate is required to not only test the technology products, but also to identify, create, and implement complex use case scenarios; take a lead in efforts to find requirement/specification gaps, and work very closely with business teams / analysts to seek answers. Find a balance between keeping high quality standards without overly exerting on release deadlines. Build a good working relationship between development and product management teams. Be able to turn around testing and regression testing within tight deadlines without compromising on quality. 

    Major Responsibilities: 

     Primary responsibilities include but are not limited to:

    • Translate functional requirements and specifications into detailed test plans, encompassing functional, system, integration, performance, regression, and user acceptance testing. S/he will be responsible for implementing Agile Software Testing Lifecycle.
    • Work with the project management team closely to ensure that testing processes are implemented and followed by all core team members. 
    • Testing and ensuring quality of applications and dashboards developed in CommCare / Microsoft PowerApps to ensure they meet user needs.
    • Perform workflow and functional testing of PowerBI dashboards to ensure quality of user experience and data visualized. 
    • Test solutions to integrate CommCare/Power Apps/Excel data sources to Azure/ SQL Server/Data Factory to ensure optimal data flows / pipelines and quality of the ETL processes.
    • Review products to match design specifications, with an eye to user experience issues such as fonts, colors, and screen size breakpoints with responsive design.
    • Verify multiplatform capabilities, cross browser testing (Chrome, IE, Firefox, Edge, Safari), and mobile testing (iPad, iPhone, android phone, tablet) for build products.
    • Ensure all testing is planned, implemented, and delivered in accordance with industry best practices, and to our quality standards, while meeting the tight deadlines.
    • Fully own the assigned project’s testing steam – Perform requirement analysis and proactively find requirements gap, discover, and write test cases in Zephyr (Jira test management tool) / DevOps test automation, create, implement, and maintain regression test case document, sign off for release, do release smoke test. 
    • Identify application defects, seek resolution, process gaps, and make recommendations to improve the functionality and usability of the application. 
    • Call for the test case review meetings with the core team. 
    • Clearly communicate the testing timeline for each testing phase, and help team set realistic timeline for a release, so that testing effort is not overlooked or overly simplified.
    • Ensure all identified risks from testing are raised and mitigated appropriately.

     Job Requirements

     Experience Requirements

    • 5+ years of Quality Assurance experience on applications, black box testing, functional, and system testing
    • 1 year of automation experience
    • Some Performance and Load Testing experience with open-source tools

    Knowledge and Skill Requirements

    • Solid ability to lead a project by him/herself from all quality assurance, and quality control aspects 
    • Experienced testing in low to no-code environments and processes such as mobile data collection and/or case management tools such as CommCare, Ona, Kobo or Microsoft PowerApps, PowerBI dashboards and Azure. 
    • In depth understanding and practical testing experience of T-SQL, Azure SQL Server, Data Factory, SSIS/other ETL tools, data modeling and data warehouse.
    • Experience testing multilingual platforms along with multicurrency verification preferred
    • Manual functional testing, system testing, along with some automation, and performance testing
    • Have great collaboration with all teams involved in the project. Be able to self-unblock.

    GBV Caseworker

    Job Description

    The GBV Case worker will support the successful implementation of all psychosocial activities and will be responsible for the provision of quality case management including direct counseling to GBV survivors. In collaboration with the Snr. WPE Officer and other WPE/GBV officers will support in the provision of training and supervising GBV Community Workers to respond to cases of GBV in the camp and ensure effective case management. This includes providing ongoing training and mentorship for community workers and utilizing monitoring and evaluation systems to ensure high quality services.

    Key Responsibilities

    Case management

    • Provide professional and confidential services to survivors of GBV, grounded in the IRC’s holistic, survivor-centered case management approach.
    • Document client information through accurate filling of intake forms and ensure confidential and safe storage
    • Support the maintenance of the IRC’s case management system by maintaining client confidentiality
    • Ensure the GBVIMS is accurately updated on a regular basis.
    • Ethically and confidentially collect and store GBV data. Participate in interpretation of the analyzed data on trends and work with the GBV manager and psychosocial officer to disseminate information to all relevant stakeholders.
    • Participate in the development of case management monitoring systems and help to ensure that GBV community workers utilize these systems correctly and consistently.
    • Participate in preparation of all relevant reports regarding the IRC’s psychosocial activities.

    Training, Mentorship and Couching

    • Supervise and provide training, mentorship, and other technical support to community workers directly involved with the psychosocial component of the International Rescue Committee’s GBV programme.
    • Provide leadership and guidance regarding psychosocial activities to all community workers to ensure all programme activities meet best practice standards.
    • Monitor and supervise case management, including capacity building through training and on-the-job training of community workers. Training topics should include active listening and effective communication, action and safety planning, GBV guiding principles, GBV basic concepts, and other related topics

    Coordination and Networking

    • Strengthen and maintain networks through other service providers and camp management to ensure that survivors receive compassionate support from the community and to encourage greater communication, collaboration and coordination among partners (protection, health, legal, and psychosocial sectors).
    • Advice the GBV outreach officer on programming areas that require targeted interventions and campaigns based on trend analysis.
    • Strengthen and maintain networks with community leaders, women leaders, service providers and camp management to ensure that survivors receive compassionate support from the community and to encourage greater communication, collaboration and coordination among partners (protection, health, legal, and psychosocial sectors)
    • Work in collaboration with GBV outreach officer to ensure ongoing needs of women and girls are being met through prevention-related activities.
    • Monitor monthly community outreach plan with community workers, based on case trends and ongoing needs of women and girls.

    Partnership Development

    • Participate in review meetings and psychosocial capacity assessment of the local partners
    • Participate in capacity building trainings for the local partners around psychosocial support
    • Share technical expertise on case management with local partner
    • Organize and conduct trainings for partners on relevant organizational development areas and support peer learning between IRC and the local partner.
    • Development and revision of referral networks between partners implementing GBV and implementation of referral pathways
    • Oversee all interactions and provide Case management support to the local partner with the support of the GBV program manager.
    • Ensure the local partner is invited to the case conferences and other interagency coordination meeting at camp the level.
    • Assist the GBV program manager on technical review of partner’s reports on psychosocial component
    • Assist the GBV manager in planning and organizing for review workshops with partners on the partnership, IRC partnership approach and principles.
    • Support trainings for partners on relevant organizational development areas peer learning between IRC and the local partner.

    Others

    • Fulfill any other duties and responsibilities as assigned.
    • Respect the code of conduct and policies of the IRC and the standards of the GBV team
    • Adhere and uphold the IRC Way (intergrity, accountability and service) at the respective areas of work.

    Key Result Areas

    The GBV/ WPE Kenya programme goal is to enhance survivor’s utilization of quality services responsive to their needs and strengthen community-based structures and solutions to better protect women and girls, promote their empowerment to access opportunities, services, and support. The GBV case worker will oversee psychosocial activities towards achieving the following program objectives

    • To improve survivors’ access to timely, holistic, and quality case management
    • Strengthened engagement with communities to act in the best interests of women and girls
    • Invest in social and economic opportunities for women and girls to promote their wellbeing
    • Leverage partnerships and experience to advocate for priorities of women and girls.

    Qualifications

    • Diploma in counseling and/or psychology. A Social Science or related degree is preferred
    • Minimum 3 years of direct psychosocial/counseling and case management experience with a reputable agency; experience working with survivors of violence preferred.
    • MUST have in-depth knowledge on GBV and responding to GBV in emergency settings
    • Demonstrated experience working directly with refugees who are survivors of GBV and can demonstrate understanding of a survivor-centered approach.
    • MUST have experience with operationalizing GBV principles, knowledge of international humanitarian standards for GBV prevention and response.
    • Must have experience working with GBVIMS (Gender Based Violence Information Management System)
    • Must be willing to work in a hardship zone /environment

    Required Qualification & Competencies

    • Clear understanding of gender, abuse of power, and issues surrounding violence against women
    • Able to maintain confidentiality, medical ethics, and respect for clients at all times.
    • Positive, highly motivated, innovative, with strong organizational and inter-personal skills.

    • Utilize skill in a variety of signed languages interpreting/transliterating services for deaf/hard of hearing
    • Willing to work in a hardship area.
    • Fluency in English, including writing clear and concise reports.
    • Knowledge of Oromo and/or Sign Language is strongly preferred.
