    GEHSP Finance Officer

    KEY AREAS OF ACCOUNTABILITY:

    Provide support to the platform staff related to our finance and procurement systems

    • Support suppliers system set up and invoicing
    • Maintain strict compliance with confidentiality on documentation and information in the area of responsibilities 

    End-to-end deployment finance

    • Reconcile the supplier invoices with the financial information in the Integrated Deployment System (IDS) with Agresso
    • Follow up on queries using the platform database (IDS) and other sources, and make or request corrections to be made to financial data when necessary
    • Support the GEHSP staff in the submission of roster consultants invoices and expenses
    • Support surge staff in the submission of expense claims to the Centre
    • Have a good knowledge of policies for travel expenses and per diems for deployed staff, and apply them when required

    Contribute to the financial management of the surge platform

    • Prepare journals for upload in the Agresso finance system (with special focus on Technical Experts deployments and roster invoices reconciliation)
    • Tracking of suppliers invoices and associated accruals
    • Support the GEHSP Finance Manager in developing and formalising any new processes or procedures needed for the Platform (for example invoice tracker, invoice check to do list...)
    • Collaborate with colleagues from SCI finance department to ensure that the platform follows SCI financial policies and procedures

    General:

    • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

    QUALIFICATIONS AND EXPERIENCE

    Essential

    • Minimum 3 years of relevant work experience in a financial position
    • Excellent knowledge of Microsoft Office package, specifically Excel and Word 
    • Experience with Save the Children financial processes, procedures and systems and accounting software (including Agresso)
    • Experience of ensuring adherence to organisational policy, practice and systems in compliance with legal/regulatory requirements and organisational risk management standards
    • Excellent stakeholder management skills and the ability to communicate to colleagues from a range of departments about financial issues
    • Clear thinker who can remain calm and focussed when working under pressure 
    • Excellent interpersonal skills and the ability to communicate fluently in English (both verbal and written)
    • Methodical and with a strong attention to detail
    • Commitment to and understandings of Organization’s aims, values and principles

    Desirable 

    • Knowledge of the Agresso finance system
    • Knowledge of Ariba ProSave
    • Fluency in languages other than English, particularly French, Arabic and Spanish

    Human Resources Manager – Humanitarian Surge Team

    KEY AREAS OF ACCOUNTABILITY:

    • Set strategic HR direction for the response, in line with existing country HR strategy, and support the country programme and local HR team
    • Assist with the analysis of HR needs of a programme and look for sustainable solutions.  Provide a generalist HR service to managers across a full range of HR issues. 
    • Where applicable, manage a local HR team for a country programme
    • Handle and advise on complex people management issues
    • Monitor and review the impact and effectiveness of HR management interventions
    • Work with programme management and local HR to review staffing structures, grading and job profiles
    • Develop and strengthen HR systems, policy and practice in key HR areas such as recruitment (surge capacity), induction, training, performance management and staff care
    • Develop and manage practical HR information systems
    • Provide operational HR support with local recruitment, induction, discipline and grievance issues
    • Make use of all available policy, practice, checklists and guidelines (HR minimum standards, emergencies HR toolkits) and ensure Save the Children good practice is in place

    General:

    • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

    QUALIFICATIONS AND EXPERIENCE

    Essential

    • A human resource management/development qualification from a credible institution (such as CIPD)
    • Prior NGO experience at management level within a complex country programme in emergency response/humanitarian environments
    • Experience of working in remote field bases with limited infrastructure
    • Proven operational HR track-record – experience of providing a senior generalist HR service to managers across a full range of HR issues
    • Excellent skills in handling and advising on complex people management issues
    • Experience of and well developed skills in recruitment and selection
    • Good attention to detail
    • Understanding staff care for humanitarian staff, in particular approaches to welfare, stress, R&R and debriefing
    • Good facilitation skills and ability to deliver induction briefing/training
    • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams

    Desirable 

    • Experience of a range of assessment techniques (including assessment centres)
    • Fluent in French, Spanish, or Arabic

    Finance Manager – Humanitarian Surge Team

    About us 

    The Global Expertise and Humanitarian Surge Platform (GEHSP) is Save the Children's global humanitarian surge, technical expertise and new business development deployment management function, operating on behalf of both members and SCI. It is dedicated to identifying, developing and deploying skilled and experienced talent from across the movement to meet the needs of our domestic and international programmes and humanitarian responses. Our vision is to help to improve the quality, timeliness, and effectiveness of our humanitarian responses and programmes; directly contributing to Save the Children's capability to deliver the best outcomes for children and their families. 

    Humanitarian Surge Team (HSTs) work alongside country, regional and member teams to support the scale up and management of international and domestic emergency responses, enabling positive change for children. The role of the surge staff varies depending on the needs of the response and could include:

    • deploying in the first days or hours following a natural disaster or crisis to lead the first phase of a response to sudden onset emergency;
    • supporting ongoing emergency response and recovery work through providing advice, guidance and expertise in a specific skill area;
    • providing short term interim cover for country office staff; 
    • supporting delivery of capacity building initiatives. 

    QUALIFICATIONS  

    • Educated to a degree level
    • Professional accountancy qualification (ACA, ACCA, CFA etc) or equivalent professional experience

    EXPERIENCE AND SKILLS

    Essential

    • Substantial experience of financial management in an international context, including on humanitarian responses
    • Knowledge of the requirements and experience managing grants from the major emergency donors including budgeting, eligibility issues, compliance management, and reporting
    • Strong people manager, competent in coaching and mentoring others
    • Good attention to detail and analytical skills - takes pride in delivering accurate, high quality work
    • Excellent IT literacy including expertise in spread sheet modelling
    • Cultural awareness and ability to build relationships quickly with a wide variety of people
    • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
    • Strong time management skills with an ability to plan ahead, anticipate requirements, and obstacles, and an ability to juggle competing priorities successfully, and to work to tight deadlines
    • Excellent interpersonal skills and the ability to communicate fluently in English (both verbal and written), with experience in managing multicultural teams
    • Proven ability to drive continuous improvement around financial controls and proceduresExcellent stakeholder management skills and the ability to communicate to colleagues from a range of departments about complex financial issues

    Desirable

    • Extensive experience, including first phase responses, with NGOs in an international emergency environment or in fragile states with increasing responsibilities
    • Knowledge of the Agresso finance system
    • Experienced in a multi-currency multi sector finance environment
    • Experience with Save the Children financial processes, procedures and systems
    • Understanding of award management policies, procedures and systems and Save the Children’s award management system (AMS)
    • Fluency in French, Spanish or Arabic
