Situated within the Interagency Policy for Emergencies (IPE) team within the Emergency Response ADG Office, the Consultant will be responsible for providing operational support to the Interagency Policy for Emergencies (IPE) Unit, on the Global Health for Peace Initiative (GHPI).

Deliverables

Facilitate the GHPI Roadmap consultation process and the learning research agenda of the GHPI in order to generate evidence on health for peace work from meetings and receipt of inputs.

• Consolidate feedback from round #2 of the Roadmap consultation process and provide a summary and detailed overview of inputs from Member States, Observers, UN agencies, and non-State actors. 
• Prepare the ‘Add-1’ document for submission to WHO’s GBS by 15 November 2022, linked to the Executive Board (EB) meeting, in order to provide an update to Member States/the EB on the Roadmap consultation process. 
• Prepare speaking notes and presentation for round #2 of the Roadmap consultations.
• Use the consolidated feedback to update the Roadmap for internal review (by 30 November2022).

 Finalize the draft GHPI Roadmap for the EB meeting while contributing to capacity-development activities on the GHPI. 

• Finalize the Roadmap, based on internal feedback and upload the final GHPI Roadmap to the URL for the Executive Board meeting – by 14 December 2022.
• Produce speaking notes for the Executive Board meeting to explain actions taken between November 2022 and the finalization of the Roadmap. 
• Prepare any advocacy, engagement, or response to Member States, Observers, UN agencies, and non-State actors regarding their inputs or concerns related to the Roadmap.  
• Prepare documentation for the launch of the Handbook on Health for Peace in collaboration with the technical team.

Prepare advocacy documents linked to the GHPI and provide expertise to WHO Technical teams, Regional Offices, Country Offices in the design, implementation, and monitoring & evaluation of ‘Health for Peace’ programming through remote or in person meetings and through inputs on draft documents.

• Prepare advocacy materials (such as speaking notes, presentations, briefings) related to the Roadmap development process and the GHPI more broadly.
• Prepare advocacy documents required for the Executive Board meeting (by January 2023) and the World Health Assembly.
• Update existing advocacy materials, in addition to developing new advocacy materials.

Educational Qualifications:

Essential:

• University degree in social or political science, diplomacy, international relations.

Desirable: 

• Development studies or related.

Experience

Essential:

• At least 5 years’ experience relevant to the ‘health for peace’ approach.
• Experience in peacebuilding; conflict analysis and conflict sensitivity.
• Experience in research in the field of peacebuilding and public health. 
• Experience in program design and monitoring & evaluation.

Desirable: 

• Experience working with the UN Peace Building Fund or on UN PBF projects and initiatives.
• Experience in fundraising for peacebuilding activities.

Skills/Knowledge:

Essential:

• Technical expertise in peacebuilding and/or public health. 
• Familiarity with the humanitarian inter-agency coordination system including sound knowledge of the UN sustaining peace agenda.
• Strong research and writing skills.

Purpose of the Consultancy

The main objective of this consultancy is to provide technical expertise to the scientific approach to  trauma care in the Eastern Mediterranean Region. The consultant will be responsible for engaging with institutions, developing ties, and overseeing all published material.

Planned timelines

• The consultant is expected to work a total of 90 days remotely beginning on the  14th November 2022 until the 14th October

Work to be performed:

Output 1:  Lead the development of operational research for the trauma initiative

• Deliverable 1.1 Provide technical guidance and direction to the trauma research arm of the TOpAT
• Deliverable 1.2 Represent the TOpAT with external stakeholders and build a knowledge network of leading research institutions across the EMR, and globally.

Output 2. Coordinate activities and build consensus with the key external stakeholders to promote the trauma care vision and foster relationships for collaboration

• Deliverable 2.1 Coordinate and liaise with external stakeholders, including the CDC, Cambridge University, and others.

Output 3. Decide on all scientific material published by the TOpAT 

• Deliverable 3.1 Direct, develop, review, edit and advise on the publication of all scientific material

Output 4. Conduct missions to countries as requested to undertake research, assessments and design trauma programmes

• Deliverable 4.1 Lead medical missions to WCOs as requested to undertake research, conduct assessments, and design trauma programmes 
• Deliverable 4.2 Lead seminars and workshops to capacitate the WCOs on trauma research and writing

Specific requirements

Consultant should have:

Education

• Minimum an advanced university (Master’s) degree in trauma sciences

Experience

• Over 10 years of humanitarian and/or military experience in delivering trauma services, including experience in editing medical manuscripts, related to trauma care. International experience is mandatory.

Skills / Technical skills and knowledge:

• Understanding of the data publishing landscape, including detailed knowledge of open access publishing, and familiarity with community priorities in this area
• Proven skills in data analysis of a range of data sources.
• Extensive demonstrable editorial knowledge and experience in the selection and processing of manuscripts Proven skills and know-how in data representation and visualisation.
• Ability to work in a flexible manner under pressure to meet deadlines. 
• Ability to work in a collaborative manner. 
• Clear understanding of implementation methods and implementation science where applicable. 
• Concrete skills and background of analyzing large data sets especially from low and middle-income countries.

Purpose of consultancy

The consultant will provide technical guidance on tobacco control, including the development and implementation of the 2023 World No Tobacco Day campaign and other advocacy and communication activities of the TFI unit, including the publication of tobacco knowledge summaries. The consultant will also provide communication outreach and advocacy as well as technical guidance in scaling up digital solutions for tobacco cessation

Deliverables

Deliverable 1 Provide technical input on the development and implementation of World No Tobacco Day 2023.  Expected by 30 June 2023

• conduct relevant research and develop technical content, including fact sheets, press release, web announcements, social media posts and tweets, talking points, media briefs and Q&As for World No Tobacco Day
• collaborate with WHO regional and country offices, partner networks, and global health exports and associations
• coordinate the review process of draft WNTD documents by internal technical units at WHO headquarters and incorporate their feedback into the material
• coordinate the production process of campaign material with contracted communications agencies, such as product design and video production; and facilitate event logistics.

Deliverable 2 Provide technical guidance for strengthening of tobacco control outreach and advocacy products.  Expected by November 2023

• coordinate development of two new Tobacco Knowledge Summaries on lung health/asthma and smokeless tobacco in collaboration with external partners, public health experts and academic institutions
• coordinate review of new Tobacco Knowledge Summaries by relevant technical units at WHO headquarters
• coordinate launch and promotion of Tobacco Knowledge Summaries in all official languages in collaboration with partnering research entities, which involves on-site coordination of press conferences, live Q&As and video statements; and
• provide technical guidance to Regional and Country Offices on communications strategies as needed.

Deliverable 3  Provide technical guidance for scaling up population-wide tobacco cessation interventions.  Expected by November 2023

• provide technical input on advocacy for tobacco cessation as an essential component of comprehensive tobacco control programme and awareness-raising of effective tobacco cessation tools
• provide technical input on conduct country-level tobacco cessation capacity building activities.

Purpose of consultancy

The consultant will provide technical input in an area of work related to Readiness Assessment and Prioritization within the Department of Country Readiness Strengthening (CRS). The consultant will contribute to the implementation of the risk assessments of FCV (fragile, conflict, and violence) countries through the readiness intelligence tool. This tool will summarize the hazard mapping, country capacities, guidance, donors, and partner landscape as well as providing analytics and visuals. 

The consultant will provide technical input in assessing, analyzing, and mapping readiness capacities. The consultant will compile and analyze all the relevant data and create the integration of the features on the Platform.

Deliverables

Deliverable 1: Develop and implement a readiness intelligence tool.

• Activity 1.1: Map, collect, and analyse all relevant data to develop readiness intelligence tool.
• Activity 1.2: Contribute to the Partner’s Platform readiness intelligence tool and perform quality checks on all data coming into these pages that is related to the readiness intelligence tool.
• Activity 1.3: Contribute to the development of the structure of WHO readiness intelligence tool and develop the relevant guidance documents in coordination with relevant internal and external WHO stakeholders.

Deliverable 2: Quantitative data gathering and visualization for the Partner’s Platform country readiness intelligence tool.

• Activity 2.1: Collect, collate, and analyse data gathered for the country readiness intelligence from all partners.
• Activity 2.2: Create visualizations of data gathered for the country readiness assessments and prioritizations, in combination with information available on the Partners Platform. 
• Activity 2.3: Aggregate readiness information from technical teams, field offices and partners including contact lists, event specific information, health indicator data, health situation data, health response data, etc.to be used for implementation research. 

Deliverable 3: Develop a monitoring and evaluation framework for the Readiness Intelligence tool deployment and utilization.

• Activity 3.1: Establish a tracking system for reporting of donor and partner activities on the Platform.
• Activity 3.2: Develop readiness assessment indicators and processes for the readiness intelligence tool.
• Activity 3.3: Coordinate and track donor and partner contribution activities within the Partners Platform.
• Activity 3.4: Update the database of donor contribution activities on the Partners Platform.
• Activity 3.5: Draft regular updates to donors and other stakeholders to keep them updated on Partners Platform activities.
• Activity 3.6: Monitor implementation of capacity building plans for the Readiness Intelligence tool.

Deliverable 4: Serve as readiness intelligence liaison for focal points in WHO Country Offices, Regional Offices and HQ.

• Activity 4.1: Ensure interagency coordination to promote use of evidence from readiness tool for public health action.
• Activity 4.2: Engage government agencies and share data from the readiness intelligence tool.
• Activity 4.3: Identify actions to improve country readiness and support governments as well as partners to prioritize and implement strategic actions to improve readiness.
• Activity 4.4: Disseminate WHO policy direction on readiness intelligence with member states and support domestication of relevant policies. 
• Activity 4.5:  Prepare and disseminate high level outputs from the readiness intelligence tool including but not limited to data analysis summaries, reports, and policy briefs, to relevant stakeholders including WHO country offices, regional offices and HQ.

Deliverable 5: Develop metrics for vaccine preventable diseases readiness for the readiness intelligence tool.

• Activity 5.1: Collaborate with WHO relevant focal points to identify, develop and integrate readiness assessment indicators and checklists for vaccine preventable diseases that are relevant to health emergencies readiness into the WHO readiness intelligence tool.
• Activity 5.2: Develop and implement capacity building plan for readiness assessment for vaccine preventable diseases.
• Activity 5.3: Support readiness assessment for vaccine preventable diseases using the readiness intelligence tool in coordination with WHO Country and regional offices as well as WHO HQ.
• Activity 5.4: Conduct readiness assessment for the prevention and response to outbreaks from vaccine preventable diseases of public health importance including COVID-19, measles, cholera, and viral hemorrhagic fevers.
• Activity 5.5: Provide technical expertise towards the utilization of the readiness intelligence tool for vaccine preventable diseases surveillance.

Deliverable 6: Develop readiness capacity for points of entry.

• Activity 6.1: Review the newly established WHO readiness dashboard and analyse data from the information and tools on health risk and capacity assessment, action planning and resource mobilization applicable and relevant for the technical area of border health and points of entry.
• Activity 6.2: Triangulate data to ensure that the WHO readiness dashboard is aligned and coherent with other WHO health risk capacity assessment tools around border health and points of entry.
• Activity 6.3: Develop a training package targeting national authorities and partners on the use of the WHO readiness dashboard and its application for border health and points of entry strengthening.

• Experience with the health emergencies related web-based platform such as Partners Platform.

Purpose of consultancy

Strengthen WHO’s  influence and leadership within the IASC as well as on the policy development on humanitarian-development-peace coherence(Humanitarian-Development-Peace Nexus) and related key thematic and operational policy areas.

Deliverables

Mainstream the IASC and HDPN (Humanitarian – Development -Peace Nexus) in Health:

Disseminate the paper on IASC and HDPN best practices in Health – especially how the “H” and “D” link with the “P” in health  (draft expected by November - December 2022) within WHO and externally among key WHO stakeholders such as the Health and other clusters, IASC agencies, donor organizations, coordination mechanisms and WHO regional/country offices and donor relations divisions: feeding the findings of the Paper into a dedicated webpage on WHO engagement with the IASC (expected by 16 December 2022).

Develop a policy product to support programmatic WHO initiatives in humanitarian crises with active conflict e.g. Ukraine from a normative and policy perspective. The product will focus on enhancing operational response addressing humanitarian-development-peace collaboration as well as other relevant IASC core policy priorities such as centrality of protection, and preserving humanitarian space (including adherence to International Humanitarian Law (IHL)) (expected by 16 February 2023).

Develop a WHO approach on Centrality of Protection (IASC) that reflects Civilian-Military (Civ-Mil) Collaboration in humanitarian response, and complements the Health Cluster’s position on protection:

Develop a zero draft of a practical resource on WHO’s approach on Centrality of Protection (IASC) that reflects Civilian-Military (Civ-Mil) Collaboration working with departments within WHO HQ, Health Cluster, regional and country offices, collecting and analysing literature and data (expected by 16 January 2023).
