    Environment and Climate Change Specialist

    Key Responsibilities

    World Vision Kenya is part of the Inter-Agency Scheme for the Disclosure of Safeguarding-related Misconduct in Recruitment Process within the Humanitarian and Development Sector and all candidates will thus be screened as appropriate for any safeguarding related misconduct.

    Purpose of Position

    To provide technical support in Climate change mitigation and adaptation through coordination and monitoring of IMARA Program activities within the program sites in parts of the Counties of Elgeyo Marakwet, Turkana and West Pokot geared towards inspiring a sustainable natural resource management as part of the Kenya ASAL policy and Ending drought emergencies (EDE) framework aimed to support increased resilience of vulnerable communities in the ASAL Counties of Kenya.

    Major Responsibilities

    1. Effective Technical Program design, Planning and Implementation (40%)
    2. Provide technical skills in Climate change mitigation and adaptation practices across communities and partners in targeted areas
    3. Collaborate with the Senior Program Manager, MEAL Coordinator and the technical teams at the National Office to effectively coordinate and conduct carbon project feasibility study in the three counties including but not limited to carrying out all measurements – baselines, other assessments, designs, monitoring and evaluations in accordance with Consortium guidelines & donor requirements and develop reports on the same.
    4. Conduct training needs assessment, develop capacity building plans and train the suitable partners, selected farmer groups and Community owned resource persons /TOTs on the various recommended areas of focus (Community Based Natural Resource management, Dry land forestry, Climate change mitigation and adaptation, Sustainable energy options, soil and water conservation, Disaster Risk management, Advocacy and policy influence etc).
    5. Support implementation of water access and protection for enhanced water supply in collaboration with relevant line ministries
    6. Monitor and support the timely and appropriate utilization of budgeted resources for all program interventions as well as ensure effective and timely response plans.
    7. Facilitate good collaboration between farmer organizations and government representatives to ensure local ownership and sustainability of the interventions
    8. Facilitate formation and or strengthening of farmer organizations to offer services to their members
    9. Ensure adherence to IMARA Carbon Program methodology and the VERRA standard procedures
    10. Facilitate implementation of NRM Sustainable Land use systems, Sustainable and renewable energy options and community- driven impact monitoring
    11. Support program beneficiaries to plan and implement sustainable land management practices and energy options for climate change mitigation and adaptation
    12. Actively participate in the collection and collation of views from stakeholders for the development of program plans and budgets
    13. Integrate Gender and Youth in program activities through the implementation strategies.
    14. Participate in a conflict resolution process as agreed with the project team, should any conflict arise in the implementation of the project.
    15. Quality Assurance; Monitoring, Data management, Reporting & Documentation (35%)
    16. Coordinate implementation of the monitoring and evaluation framework that ensures that the targets, boundary maps and results from implementation sites are tracked.
    17. In liaison with Partners, lead/support development of data collection and monitoring tools as required
    18. Facilitate the use of reliable data collection tools and consistent record keeping among the program beneficiary groups
    19. Ensure the Farmer organizations have functional M&E systems
    20. Prepare and submit to the MEAL Coordinator monthly, quarterly, semi-annual and annual reports
    21. Ensure confidentiality of all project data and reports.
    22. Coordinate joint monitoring visits with key partners to track and document program progress in the targeted Counties.
    23. Ensure the feedback from monitoring exercises is fed into the environment technical working group within the program counties.
    24. Support the development and submission of program reports and core documents as per WVK guidelines and donor standards.
    25. Support development of context specific electronic and print media communications on environment & Climate change adaptation and mitigation activities.
    26. Forward all requests for data and reports from organizations or individuals outside of WVK to the IMARA Program Director.
    27. Support development of technical papers and or policy briefs on key issues for external engagement with decision makers
    28. Strengthen the capacity of farmer organizations to do quality assurance to all data that is collected and submitted to the database
    29. Partnership, networking and resource mobilization (20%)
    30. Ensures collaborative roles and partnerships with key partners to leverage County partners including GoK line Ministries at the County and national, Community Based organization, NGO, Learning Research institutions and any relevant authorities
    31. Develop working agreements / MOUs with partners as per need.
    32. Coordinate stakeholder / partner forums on IMARA Counties strengthening strategic Environment and Climate change adaptation and mitigation alliances.
    33. Coordinate reflection and learning forums for community and partners for purposes of providing forums for experiential learning & reflection.
    34. Strengthen advocacy on prioritization and increased resource allocation for NRM related activities by County government and other CSOs.
    35. Build capacity on community groups on advocacy to engage service providers and participate in forums relating to Climate change mitigation and adaptation, and related interventions
    36. Provide technical leadership and support collaborative partnership engagements within the IMARA areas of focus across the counties.
    37. Others (5%)
    38. Participate in Trans teams and support other initiatives by partners in the spirit of integration
    39. Perform any other duties as assigned by supervisor or designee

    Qualifications: Education/Knowledge/Technical Skills and Experience

    The following may be acquired through a combination of formal and prior experience or on-the-job training:

    1. The holder of this position must have a minimum of a Bachelor’s degree in Forestry, Climate Change or Environmental Science from a recognized University.
    2. Minimum of 5 years’ experience in INGO implementing environment and carbon related programming preferably in ASAL areas with bias towards Climate change adaptation and mitigation programs, Carbon monitoring & integrating livelihoods strengthening.
    3. Good understanding of carbon standards and quantification models.
    4. Demonstrable competencies in designing, planning, implementation, documenting, record-keeping and reporting
    5. Training and or experience in using GIS software and GPS
    6. Knowledge and experience in monitoring and evaluation.
    7. Experience working with private sector, local communities, institutions, governmental and traditional authorities in ASAL regions
    8. The holder of this position must be a results orientated person who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands
    9. S/he must also have ample experience in public relations and be a strong team player
    10. Must have skills and ability to provide training and mentorships
    11. S/he must be a self-starter, able to work under minimum supervision and maintain good relationships.
    12. Excellent interpersonal, communication, networking and representation skills;
    13. Proven leadership qualities, problem-solving and negotiation skills.

    Technical Specialist - Natural Resource Management

    Purpose of Position

    To provide technical support in Sustainable Natural Resource Management (NRM), implementation, capacity building, coordination and monitoring functions of IMARA Program within the program sites. This is towards inspiring a sustainable natural resource management as part of the Kenya ASAL policy and Ending drought emergencies (EDE) framework aimed to support increased resilience of vulnerable communities in the ASAL counties of Kenya. The incumbent will be instrumental in capacity building and coordination of key program stakeholders on IMARA Program efforts aimed at enhancing rangeland management and dry land forest management strengthening tree based value chains and Non Wood Forest products, increased access to and protection of water resources, promote sustainable and renewable energy options plus Disaster Risk Management. S/he will also be responsible for tracking program uptake, especially with respect to program targets, besides documentation, reporting, and performing other M&E functions as regards reaching the target beneficiaries.

    Major Responsibilities

    1. Effective Technical Program design, Planning and Implementation (45%)
    2. Work closely with the Senior Program Manager to provide effective and innovative technical advice in the IMARA Program towards reaching the program goal.
    3. Responsible for the implementation of the all activities in the IMARA program with focus on Rangeland/dry land forest management, Water access and protection, Disaster Risk Management and Renewable energy options in partnership with partners within the consortium.
    4. Provision of technical skills in integrated natural resource management practices across communities and partners in targeted areas
    5. Train the partners, selected farmer groups and partners on the various recommended focal areas (Community Based Natural Resource management, Dry land forestry, Climate smart agriculture, Sustainable energy options, soil and water conservation, Disaster Risk management, Advocacy and policy influence etc).
    6. Support implementation of water access and protection for enhanced water supply in collaboration with relevant line ministries
    7. Mobilization of smallholder farmers into Farmers Marketing groups geared to strengthen tree based value chains market systems enhancing increased production
    8. Develop a program capacity building plan of action for partners, CBOs and Community Owned Resource Persons as per context with specific focus on the key objectives.
    9. Ensure timely and efficient expenditure at acceptable levels as per donor requirements
    10. Actively participate in the collection and collation of views from stakeholders for the development of program plans and budgets
    11. Providing technical leadership and supporting collaborative partnership engagements within the IMARA NRM focus areas across county.
    12. Contribute to effective and timely implementation of all levels of interventions and initiatives with communities and partners;
    13. Collaborate with Senior Program manager, IMARA MEAL Coordinator, Program Director and the Environment and Climate Change specialist to effectively support the program to carry out all measurements – baselines, assessments, designs, monitoring and evaluations in accordance with Consortium guidelines and donor requirements.
    14. Support the program technically in relation to your expertise in the event of any disaster and/or crisis response when called upon to do so;
    15. Monitor and support the timely and appropriate utilization of budgeted resources for all L&R program interventions as well as ensure effective and timely response plans.
    16. Together with key partners conduct on site trainings and strengthening community groups in issues on integrated NRM in respect to climate change
    17. Partnership, networking and resource acquisition (30%)
    18. Ensures collaborative roles and partnerships with key partners in the leverage county partners including GoK line Ministries at the county and national, Community Based organization, NGO, Learning Research institutions and any relevant authorities
    19. Gender and Youth integration in program activities through the implementation strategies.

    33. Support development of technical papers and or policy briefs on key issues for external engagement with decision makers

    Knowledge, Skills And Abilities

    1. Bachelor’s degree in Natural Resource Management, Environmental Science, Rangeland Management, Forestry, or Climate Change from a recognized University.
    2. Minimum of four years’ experience in implementing sustainable natural resource management (SNRM) programs in ASAL/degraded parts of Kenya integrating livelihoods strengthening.
    3. Technical knowledge in NRM, Agriculture/Food security, Livestock and other Livelihoods, Social Protection, Gender issues and Youth inclusion.
    4. Experience working with private sector, local communities, institutions, governmental and traditional authorities in ASAL regions.
    5. Demonstrable competencies in designing, planning, implementation, documenting, record-keeping and reporting.
    6. Must have skills and ability to provide training and mentorships.
