    Senior Qualitative Expert, USAID/Somalia Monitoring, Verification and Reporting Project, Somalia

    Proposal Objective

    SI is pursuing a bid for an upcoming USAID/KEA single holder award under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities through the five-year USAID/Somalia MV&R Activity Task Order. The activity aims to verify and report on activities carried out by Implementing Partners (IPs) across Somalia, through the delivery of timely, analytical, qualitative, and quantitative information. Through visits to USAID/Somalia supported activity sites. The findings derived from monitoring and verification information must be backed with evidence and reported to USAID in a manner that allows activity managers to understand the successes and challenges on the ground quickly, and to take prompt action if needed.

    Position Summary

    SI seeks a full-time Nairobi-based Senior Qualitative Expert to manage the development, collection, analysis, and presentation of qualitative information. He/she will ensure qualitative data collection and analysis is a significant part of the MV&R process. The Senior Qualitative Expert is expected to travel frequently to Somalia to directly interact with project beneficiaries through key informant interviews, focus groups, among other activities. Additionally, the Expert will conduct ad hoc site visits or plan to conduct ad hoc qualitative research by USAID.

    Responsibilities

    • Provide technical leadership and oversight in drafting the qualitative sections of the MV&R
    • reports for each round.
    • Develop (in consultation with USAID) tools and protocols to capture relevant qualitative data, which will yield rich qualitative information across each activity.
    • Orient USAID staff/field staff/subcontractors on the new/revised qualitative data collection tools, and protocols.
    • Review, analyze, and synthesize qualitative data to ensure logical inferences and conclusions are drawn from the findings.
    • Triangulate MV&R findings with routine program and evaluation data to provide further insight into program effectiveness and identify opportunities for learning.
    • Generate and disseminate synthesized reports and presentations tailored to the intended audience.

    Required Qualifications:

    • A bachelor’s degree in the field of evaluation, international development, or a related technical field.
    • At least five years of overseas experience in international development conducting qualitative research.
    • Must be technically proficient in at least one of the following fields: democracy and governance, economic growth, education, and stabilization.
    • Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders.
    • Prior experience in a high threat environment.
    • Excellent English writing skills and speaking ability; Somali language proficiency
    • Must have an understanding of Somali culture and operating environment.
    • Willingness and ability to travel to Somalia as needed.

    Monitoring, Verification, and Reporting (MVR) Team Leader/Operations Manager, USAID/Somalia MVR Project, Somalia

    Position Summary

    SI seeks a full-time Nairobi-based Monitoring, Verification, and Reporting (MV&R) Team Leader to serve as the dedicated Operations Manager of MV&R. This includes managing the overall MV&R work plan and process; leading the review, preparation, and editing of tools, protocols, and materials; editing final MV&R reports for submission; and presenting findings to USAID.

    Responsibilities:

    • Manage overall MV&R work-plan and process, and problem solves against constraints
    • experienced.
    • Edit final MV&R reports for submission to USAID, ensuring clarity, quality, and USAID
    • usability.
    • Lead, review, preparation, and editing of tools, protocols, and materials for MV&R activities.
    • Assist the Chief of Party (COP) manage and coordinate the MV&R team and ensure essential functions are in place, such as procurement and contracting, finance and administration, IT support and in-house technical and subject matter expertise.
    • ·Manage short-term technical assignments relevant to the delivery of MV&R deliverables.
    • ·Assist the COP and Deputy Chief of Party trouble-shoot and problem-solve matters related to field operations including contracting, payments, third-party monitor management, and report production.
    • Develop PowerPoint and ad hoc presentations of monitoring data as requested by USAID.
    • Stand in for specified functions or supervises interim MV&R staff as needed.

    Qualifications

    • Graduate degree in the field of evaluation, international development, or related technical field.
    • At least five years of international experience in the management, monitoring, and evaluation of development programs
    • Experience developing monitoring tools, training, and managing staff in the effective use of these tools.
    • Excellent English writing, speaking, and presentation skills.
    • Willingness and ability to travel to Somalia as needed.

    Deputy Chief of Party, USAID/Somalia Monitoring, Verification and Reporting Project, Somalia

    Proposal Objective

    Position Objective

    SI seeks a full time Deputy Chief of Party (DCOP) based in Nairobi to serve as the project’s technical lead. The DCOP will design and oversee the implementation of evaluations, analyses, designs and assessments, and the full review, revision, and maintenance of the Office PMP, Project M&E Plans, and IP M&E Plans. The DCOP will also serve as the lead on the annual Data Quality Assessments (DQAs).

    Responsibilities

    • Oversee production and ensure the quality of all assessments, analytical reports, evaluations, and other technical deliverables to USAID.
    • Lead and manage the annual DQA proces and update the PMP and contribute to the development of project log frames and M&E Plans for the USAID, in compliance with ADS 203.
    • Design and manage the collection of baseline data at the IR and TO levels.
    • Design and oversee training of USAID staff and IPs in performance management concepts and processes; standardization of partner M&E Plans, work plans, and quarterly reports; and verification of partner data quality.
    • Advise all IPs on the creation of aligned log frames and M&E Plans for their activities.
    • Assist technical staff to review and revise the intermediate results in their results frameworks, as necessary, for more effective implementation and monitoring.
    • Periodically review and discuss indicators and reporting with IPs and activity managers, and help operationalize indicators by assisting USAID technical staff with definitions, data collection, and data analysis.
    • Provide technical assistance and training, as needed, for USAID, IP and government counterpart staff (to the extent they are involved in USG projects).

    Qualifications

    • Graduate degree in the field of evaluation, international development or a related technical field, or a bachelor’s degree and five years’ experience in addition to the required minimum.
    • At least five years of overseas experience in international development designing and managing evaluations, analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
    • Demonstrated experience designing evaluation methodologies, participatory data collection methods, and protocols for both performance and impact evaluations.
    • Prior experience in a high threat environment; and in supervising long-term field staff and short-term experts of diverse backgrounds in the area of monitoring and evaluation.
    • At least three years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
    • Excellent English writing, speaking, and presentation skills.
    • Willingness and ability to travel to Somalia as needed.

    Responsibilities

    • Serve as the main point of contact between USAID and the Contractor and reporting to both.
    • Manage the entire IDIQ and ensure that quality standards and schedules are met.
    • Define and manage overall TO 1 and IDIQ requirements: including staffing, and cost and quality control of all tasks and assignments undertaken to achieve the objectives of the IDIQ and associated TOs.
    • Oversee and supervise IDIQ technical and administrative/financial staff and consultants.
    • Ensure effective and efficient performance for all aspects of this contract and overseeing all quality control and reporting.
    • Interact professionally with senior Mission, Embassy, and government officials.
    • Travel to Somalia as necessary to ensure management of the IDIQ.

    Required Qualifications

    • Graduate degree in the field of management, international development or a related technical field, or a bachelor’s degree and five years’ experience.
    • At least 10 years of experience in international development, including experience managing multi-million-dollar development projects.
    • Prior experience in a high threat environment.
    • At least three years of experience as a COP, demonstrating professional interaction with senior U.S. and foreign government officials.
    • Prior experience in supervising long-term field staff and short-term experts of diverse
    • backgrounds.
    • Excellent English writing, speaking, and presentation skills.
    • Willingness and ability to travel throughout Somalia as necessary.
