    Regional Security Advisor

    Key Responsibilities:

    To support the Regional Office in ensuring that security directives as received from SDO (Senior Director Operations), RSD (Regional Security Director), and SSR (Security Safety, and Resilience) are realized at National Office level across the EA (East Africa) region and that security capacity is built, monitored, and maintained within each national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by working with the RSD and National Security Managers on security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

    MAJOR RESPONSIBILITIES

    Capacity Building and Technical Training

    • Coordinate the assessment and implementation of SSR mandated Core Security Requirements at NO (National Office) level and develop capacity building plan for security management based on local security risk assessments.
    • Implement Security Awareness In National Theatres (SAINT) training for all staff operating in red and orange-rated areas.
    • Provide support to RSD in the implementation of SRMT training for each NO (National Office) in the region.
    • In coordination with CSMs and SSR, drafts an annual training plan for the EAR (East African Region), including SAINT, SRMT, IMT, CMT, Drive Safe, and First Aid, provides support in training facilitation, and maintains training records.

    Security Operations

    • Work with National Directors, Regional Security Director and Field Security managers/ Directors to: carry out Security Risk Assessments as required/directed. Update Country Risk Ratings as needed. Provide input and support to management in crises and critical incidents. Conduct security investigations as and when needed. Stand in for FSM/Ds when on leave/ under recruitment.
    • Liaison with a security service provider at World Vision Karen complex and ensure compliance with security standards and protocols.

    Planning

    • Under guidance from the RSD (Regional Security Director), assess if Security Risk Assessments, Country Risk Ratings, and Core Security Requirement standards, training, processes, and procedures are completed in accordance with current Office of Corporate Security guidelines and training.

    Networking and External Liaison/Engagement

    • Assist in building NO (National Office) capacity to effectively participate in NGO (Non-Govermental Organizations) security networks and ensure information from these groups is disseminated according to agreed protocols.
    • Build ongoing networks for sharing security information and coordination in conjunction with the RSD.

    Reporting and Documentation

    • Support RSD in the development of security reports to the Region and Office of Corporate Security.
    • Follow up on security incidents as directed and ensure reports are generated in accordance with World Vision International Security Policy.
    • Support RSD in the collection, analysis, and dissemination of security information.

    REQUIRED EXPERIENCE, KNOWLEDGE AND QUALIFICATIONS

    • At least 5 years of experience in a proven security or emergency service field (public, private, and government or NGO sectors in military, security, or law enforcement services).
    • Operational experience.
    • Training delivery/Capacity building experience.
    • Strategic Managerial experience.
    • Minimum three (3) years of experience working with UN Agency/NGO.
    • Radio and/or Satellite phone communications experience, operations, and management.
    • Bachelor's degree or equivalent experience.
    • Police/Law Enforcement or military training.
    • No previous criminal record or convictions.
    • Confirmed employment is contingent on him/her passing the HEAT training course within 90 days of employment (probation period).
    • Demonstrated project management skills and the ability to work effectively under pressure (particularly in a crisis situation).
    • Ability to communicate well in English (verbal and written) - particularly in a crisis situation.
    • Valid Passport and Driver’s License.
    • First Aid qualified.
    • International and local travel will be required.

    Supply Chain Coordinator

    Key Responsibilities:

    MAJOR RESPONSIBILITIES

    Planning 10%

    • Advise on all procurement related matters.
    • Facilitates across all parties the timely resolution of issues that could impact meeting the needs of the requestor and communities.
    • Identify alternative supply sources for materials / services not under contract
    • Ensure safe delivery and receipt of ordered goods and services.
    • Resolve conflicts of deliveries where they occur amongst suppliers

    Strategic Sourcing 10%

    • Execute the Market Assessment and Supplier Pre-Qualification process as per the set guidelines based on the set guidelines for the assigned categories.
    • Manage the RFQ/RFP Process including baselines & price survey methodologies as per the approved framework for the assigned categories.
    • Lead negotiations for the assigned Categories.
    • Supervise the procurement processes and Assistance work relating to sourcing.
    • Preparation of Procurement Committee submission documents to ensure their comprehensiveness to allow an informed decision-making process.
    • Facilitate Purchasing Committee meetings and ensure that proper documentation is maintained.

    Suppliers contact relationship and management 10%

    • Accurately complete the master data management form (or contract/supplier register)
    • Monitor and complete contract close-out, renewal or retender, as appropriate for the assigned commodities.
    • Ensure that contractual conditions and performance indicators are understood by the suppliers.
    • Identify & resolve or escalate contract-related issues both internally and externally.
    • Analyze supplier performance based on customer feedback information & other sources and coordinate with supplier for improvement.

    Procurement Execution 20%

    • Receive incoming Purchase Requisitions (Pending Buyer Action), verify specifications are clear, conduct sourcing event if required items are not already on contract, update the PR with actual supplier record and release PR for approval.
    • Follow Procurement Polices and guidelines in Supplier Award decisions under the applicable threshold.
    • Manage PO Change requests coordinating with Requesters, Budget Owners and Suppliers
    • Consolidates all required documentation for presentation to Finance for timely supplier payment for materials and services delivered.

    Data Management and analysis 10%

    • Collect and analyze organization-wide data to support decision-making
    • Provide support in the design of the business metrics to monitor SCM performance and alerting management when the performance trigger is violated
    • Conduct spend analysis to support strategic sourcing activities, and Supplier Relationship Management
    • Prepare summary report of supplier bid responses for Procurement Committee award decision meetings
    • Track and analyze procurement performance and savings against established target levels 

    Process, Procedure and Policy 10%

    • Conduct all procurement related tasks as per the approved procurement policies, processes and guidelines.
    • Advice management regarding any challenge / risks / impractical guidelines.
    • Collect customer feedback relating to the policies, processes and guidelines, and report to NO Management for improvements or change,
    • Review with Partners / Sub-Grantees, their SCM Policies, procedures and etc. to identify any gaps, document them under assessment reports, and capture under capacity building plans.

    Systems Development & Implementation 5%

    • Collect and collate useful data which can be used to improve the general systems established and communicate this information to immediate Supervisor

    Control & Compliance 10%

    • Conduct supplier pre-qualification for all new-suppliers and maintain records.
    • Participate in development of risk identification & assessment tools, registers and other tools and assessing SCM and contractual risks for procurements of goods, works or services.
    • Maintain proper filing and record keeping as per the guidelines set by the management.
    • Coordinate with Requesters to close out open POs in a timely manner.
    • Implementation of agreed audit recommendations in the procurement process as per the guidance given by the HoD.
    • Participate in process to Review Partners / Sub-Grantees, internal control system in the procurement process to identify any gaps, document them under assessment reports, and capture under capacity building plans.
    • Periodically monitor the progress on implementation of recommendations and update the management of all parties.

    Training and capacity building 10%

    • Coordinate, participate in, and/or train staff from Supply Chain Staff and other WVI Departments on WVI Procurement Policies, Processes, and Systems
    • Conduct Partners' / Sub-Grantees' capacity assessment and capacity building plans as per set framework / guidelines.
    • Train the Partners / Sub-Grantees based on the approved capacity building plan, monitor progress. Coordinate with internal stakeholders in monitoring the progress and submit progress reports to the management.

    Any other duties 5%

    • Participate in committee & Task forces requiring security input or guidance.  Any other duty that may be assigned by the supervisor or designee 

    Knowledge/Qualifications for the Role.

    • University degree in Business Administration, Procurement or similar degree, or equivalent experience
    • Post graduate qualification in Purchasing and Supplies Management from CIPS Level 4
    • At least 4 years' experience in Procurement or Supply Chain
    • Computer literate with excellent working knowledge in MS Office.
    • Experience in working with Enterprise Resource Platform (ERP’s)
    • A member of Kenya Institute of Supplies Management (KISM)
    • High professional ethics and integrity
    • Good interpersonal and organizing skills
    • Must be a committed Christian, able to stand above denominational diversities
    • Strong communication skills.
    • Experience working in the INGO at a similar role is an added advantage

    Regional Manager

    Key Responsibilities:

    Strategic Leadership and management

    • Responsible for the overall planning, implementation and management of the programs and projects as well as the achievement of the goals and objectives of the program in a timely and cost-effective manner.
    • Foster a conducive environment for spiritual and professional development of staff through coaching, mentoring and on-the-job training.
    • Work with Operations Director to ensure high and effective performance management that leads to engaged and motivated staff at regional and program/project levels.
    • Ensure integration of all programming aspects (Transformation Development, Humanitarian and Emergency Affairs, and Advocacy) in programs and projects for effective achievement of the organization’s strategic priorities.
    • Ensure operationalization of risk management, including the implementation and maintenance of core security requirements.
    • Provide leadership in branding and profiling the organisation amongst key stakeholdres and clear performance targets of the same for the  cluster and program and project managers.
    • Contribute to the development of strategy, technical Programmes, directions and key priorities of WV operations (short, medium and long term).
    • Guide the Region in identifying opportunities for new programs and ensuring smooth transitioning of phasing out programs.
    • In partnership with the finance unit ensure that planning and budgeting of programs/project funding, expenditures and process is aligned and operating smoothly.
    • Ensure adherence to internal controls and donor requirements
    • Ensure strong communication and coordination with all teams technical and operations to effectively achieve program objectives.
    • Lead the planning of program activities and set high quality performance targets ensuring adherence to technical standards, World Vision (WV) regulations, best practices and donor guidelines/agreed commitments.
    • Actively Engage in the HEA cluster meetings for coordinated Emergency response
    • Actively participate in the WVK Senior Management Team meetings and any other working committees as may be appointed.

    Strategic Engagement and Resource development

    • Represent the program and World Vision to donors, Government of Kenya, UN agencies, implementing, technical partners and other appropriate bodies in the region.
    • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders as appropriate
    • Constantly look for more effective and efficient implementation and opportunities to increase impact in collaboration with like-minded partners.
    • Participate in county level coalitions on specific advocacy issues.
    • Ensure WV representation by Cluster/Area managers at County level is highly profiled.
    • Engage in strategic engagements at Cluster/Area Programmes, County levels and Regional blocks.
    • Develop new strategic MoUs for partnerships with CSOs, Church, Para-Church and other Faith groups, corporate donors/private partners and GoK at the Regional levels.
    • Participate in National and County budget and policy influencing forums
    • Facilitate assesment of growth areas for inclusion in the development of the NO growth plan based on the assessment reports. This provides the basis of identifying new project/ program areas.
    • Local resource mobilization through engagements with county governments and Public private partner organizations
    • Lead documentation for non sponsorship fundraising and other engagements to grow resource for impact.
    • Lead field level contribution to the resource development working closely with Resource Acquisition department.

    Monitoring, Reporting & Accountability

    • Establish and maintain effective program reporting, evaluation, and communication systems.
    • Submit timely accurate and quality reports that meet support office and donor requirements
    • Document and disseminate program best practices, lessons learnt and success stories; capturing program impact.
    • Oversee program evaluations working to ensure consultants are providing quality products
    • Ensure timely and appropriate budget utilization and put in place immediate measures to address all variances so as to have an acceptable Field Finance Reports (FFR)
    • Ensure that all Cluster managers/Area Programmes and projects achieve acceptable Risk Based Integrated Audit results by implementing interventions in accordance with established norms and policies.
    • Ensure Cluster Managers /Area Programme Managers, Grant Project Managers set up, utilize and maintain effective complaints and feedback mechanisms to ensure stakeholders’ concerns are addressed.
    • Ensure programs/project, sponsorship indicator and budget performance is within acceptable threshold
    • Coordinate quality and timely reporting that meets set internal and donor expectations
    • Provide guidance on utilization and maintenance of an effective complaints and feedback mechanisms to ensure stakeholders’ concerns are addressed
    • Coordinate capacity building initiatives for service delivery.

    Program Quality & Integration

    • Build team unity through good collaboration. In particular build strong and working teams across sponsorship, grants and Disaster Management teams.
    •  Support clear matrix relationships for Technical oversight and quality implementation.
    • Ensure integration between projects and programs is made a priority at all levels within the region.
    • Ensure teams are meeting the highest quality standards of grant management & compliance.
    • Identify and Support innovations and new initiatives in order to improve program quality and impact (enabling organizational learning and reflection).
    • Disseminate internal policies and ensure compliance is upheld

    Other

    • Any other duties as assigned by supervisor or designee from time to time

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    • Master’s degree in social sciences, social work, management, business administration, or a related field
    • 8 years of demonstrated experience in external engagement, partnership building, especially with government representatives, donors, the private sector, and local community organizations.
    • 5 years of senior role leading multiple grants and program of significant dollar value.
    • Experience in multiple donor funded (bilateral, multilaterals and private sector) grants in development and emergency context
    • Proven ability to manage and integrate teams of professionals around common goals
    • Ability to multi-task and efficiently manage multiple competing priorities.
    • Ability to maintain poise and professionalism under pressure
    • Past experience of working with large grants and knowledge of donors, financial rules and regulations at a senior level.
    • Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
    • Excellent performance track record
    • Experience in integrating teams of professionals around common goals and motivating through visionary leadership.
    • Demonstrated ability to deliver results and meet all donor deliverables.
    • Ability to mentor and motivate staff
    • Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to support the various political entities in Kenya
