    Consultant - Training Development Expert - Level B

    Duties and Responsibilities:

    • Create, Edit and Produce Videos:
      • Produce new video material on all subjects for the Corporate Academy and UNEP Induction Platform based on curriculum decided on by Stakeholders within the Corporate Services Division.
      • For the Corporate Academy, this material will be based on curriculum modules developed by the relevant specialist staff and units to fulfill the strategic needs of CSD and UNEP.
      • For the Induction Platform, this material will be based on curation of onboarding information and induction documents required for incoming new staff and personnel.
      • Provide each video interviewee with guidelines on the interview questions in advance.
    • Maintain the Video Library in the online e-learning platform. The consultant will be responsible to ensure all videos uploaded to the online learning platforms are updated.
    • Consultant will be responsible for engaging with all key stakeholders in the creation, curation, curriculum development and publishing of the videos.

    Qualifications/special skills

    • Academic Qualifications: Bachelor’s Degree in Communication, Electronic Media, Video Production, Graphic Design or similar fields is required.
    • Experience: Minimum of 5 years professional experience in video editing and production is required and must have portfolio of professional work samples reflecting experience.
    • Strong video editing and production skills is required.
    • Experience with working with online learning platforms is desired.
    • Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required.

    Senior QA Testing Specialist

    This consultancy aims to support the UN Decade on Ecosystem Restoration's growing movement of Lead Agencies, Global Partners, Supporting Partners, Restoration Implementers, and affiliated entities and individuals through a digital hub. As part of this hub and to better link restoration efforts on the ground to a growing global movement of supporters, the UN Decade on Ecosystem restoration is currently developing a digital hub "marketplace." An early, Minimum-Viable-Product, allowing restorations partners and implementors to transact financially, exchange knowledge, and source human resources. Under the direct supervision of the Communications Manager for the UN Decade within the Communications Division and the hub's Product Owner, the consultant will perform several specialized QA tasks that contribute to the successful launch of this marketplace.

    Tasks:

    • analyze requirements and prepare a query list;
    • develop functional and integration test plan and test scripts based on functional requirements and design specifications;
    • execute test cases to find system bugs like UI and usability issues;
    • conduct exploratory testing;
    • check consistency across devices, browsers, and operating systems;
    • provide inputs on high-level test scenarios, challenges, risks, test estimates

    Qualifications/special skills

    • Academic Qualifications: Master’s degree in Computer science, Computer Engineering, or related field is required. A Bachelor’s degree with combined of two years experience may be accepted in lieu of advanced degree . The consultant should also know agile and scrum terminology, practices, and principles and have certification in Certified Scrum Product Owner (CSPO) and/or and Project Management Professional (PMP)
    • Experience: Minimum of five years experience in quality testing delivery and management, risk, controls. AML/KYC or related field is required. Deep understanding of software testing, its main concepts, and processes: the whole bug life cycle; different testing levels, methods, and types; test estimation techniques; is desirable.
    • Language: English and French are the working languages of the UN Secretariat. For this assignment, fluency in written and spoken English is required.

    National Consultant Environmental Law Expert (LAO PDR)

    This consultancy will support the implementation of UNEP’s contribution to the project, ‘Safety Across Asia For the global Environment (SAFE)’, which is being implemented in partnership with United Nations Office on Drugs and Crime (UNODC). The SAFE project aims to support the prevention of zoonotic diseases linked to wildlife trafficking by identifying and addressing the risk factors of possible transmission of zoonotic diseases in existing wildlife facilities. UNEP’s contribution falls under the Law Division umbrella project ‘Addressing Environmental Challenges through the Law’. The national consultant shall work under the supervision of the Head, National Environmental Law Unit (NLU) of the Law Division or his/her designated mandated representative(s), and in close cooperation with the Regional Subprogramme Coordinator for Law and Governance, Asia and the Pacific Office.

    Responsibilities

    • The consultant will undertake the following activities under the SAFE project to review of Lao PDR’s existing regulations, policies and strategies:
    • Collect through desk research and interviews of key stakeholders as needed and analyze information on laws, regulations and policies in Lao PDR, pertaining to wildlife related areas of husbandry, markets, hygiene, trade, medicinal uses and consumption of wildlife products relevant to licencing and management of wildlife facilities;
    • Conduct, on the basis of the collected information and analysis, a legal and policy review pertaining to all areas mentioned under paragraph 1 above, including best practices and recommendations on national guidelines for the management of wildlife facilities;
    • Prepare and organize two series of consultations with experts and stakeholders (including feedback sessions with UNEP and other project implementing partners) to present, review and finalize the legal and policy review and recommendations on national guidelines for the management of wildlife facilities, which relate to and are relevant for Lao PDR, including the preparation of the agenda, the proposed list of experts and identified stakeholders and participants, questionnaires, presentations, post consultation reports, and any material relating to the consultations;
    • Provide drafts and finalize the legal and policy review and recommendations on national guidelines for the management of wildlife facilities mentioned above;
    • Provide regular and updated information on, and facilitate the translation of legal and policy documents in Lao PDR and contribute to activities under the SAFE project which require legal and policy inputs on the licensing and management of wildlife facilities and other related topics;
    • Work in close collaboration with UNEP, UNODC and stakeholders involved, provide regular updates on the progress of the activities to UNEP, as required, and carry out any other tasks which may be assigned under the SAFE project.

    Qualifications/special skills

    • Academic Qualifications: - Advanced university degree (Masters degree or equivalent) in Lao PDR law, specializing in environmental law/policy, environmental crime, comparative law, or other relevant qualifications (required).
    • Experience: - A minimum of two years of progressively responsible experience in the field of environmental law/policy in Lao PDR is required. Experience in research and analytical report writing on legal and policy approaches to address environmental crimes (including wildlife crimes) is desirable.
    • Language: - English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written Lao and English is required.

    International Consultant - Waste Trafficking and Circular Economy Expert

    This consultancy will support the implementation of UNEP’s contribution to the project, ‘Unwaste: tackling waste trafficking to support a circular economy’ in partnership with United Nations Office on Drugs and Crime (UNODC). The Unwaste project aims to fight trafficking in waste between the EU and Southeast Asia by promoting enhanced EU-ASEAN Member States partnerships, in support of ongoing efforts towards a circular economy transition. UNEP’s contribution falls under the Law Division umbrella project ‘Addressing Environmental Challenges through the Law’. The consultant shall work under the supervision of the Head, National Environmental Law Unit (NLU) of the Law Division or his/her designated mandated representative(s), and in close cooperation with the Regional Subprogramme Coordinator for Law and Governance, Asia and the Pacific Office.

    Responsibilities

    • Prepare a detailed methodology approach and an outline/skeleton structure for the development of: (a) a paper on the obstacles that waste trafficking poses to the development of circular economies and best practices from Europe and Asia (first paper); and (b) a paper to map the existing multilateral mechanisms in place in Southeast Asia to prevent waste trafficking (second paper) for restricted circulation;
    • Collect, through desk research and interviews of key stakeholders, as needed, and analyze information for the development of the two papers described in paragraph 1 above;
    • Prepare and organize two series of consultations with experts and stakeholders (including feedback sessions with UNEP and other project implementing partners) to present, review and finalize the two papers described in paragraph 1 above, including the preparation of the agenda, the proposed list of experts and identified stakeholders and participants, questionnaires, presentations, post consultation reports, and any material relating to the consultations;
    • Provide drafts and finalize the two papers described in paragraph 1 above;
    • Contribute to activities under the Unwaste project which require specialized inputs on waste trafficking and circular economy;
    • Work in close collaboration with UNEP, UNODC and stakeholders involved, provide regular updates on the progress of the activities to UNEP.

    Qualifications/special skills

    • Academic Qualifications: - Advanced university degree (Masters degree or equivalent) in political science and economics, engineering, international law/ policy, comparative law, or other relevant qualifications (required).
    • Experience: - A minimum of five years of progressively responsible experience in the field of waste management/trade (including illegal waste trade) and circular economy is required. Experience in research paper and report writing on legal and policy approaches to address waste trafficking and linkages to circular economy is desirable. Working experience in Asia and especially ASEAN Member States is desirable.
    • Language: - English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a language from an ASEAN Member State (especially Indonesia, Malaysia, Vietnam or Thailand) is an advantage.
