    Public Health Officer-NOA (Mandera & Homabay)

    Description Of Duties
    Under the supervision of the WHE team lead, the incumbent will:

    • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs including reproductive health supplies, and health information systems, and the vital needs of the affected populations.
    • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster’s strategic response.
    • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners, challenges, and operational course correctors, as applicable.
    • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new-born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas.
    • Ensure continuity of essential services including routine immunization, child health, nutrition services, sexual reproductive health, non-communicable diseases (NCDs) and other chronic diseases,
    • Participate in outreach services in the affected populations
    • During emergencies act as a first responder for immediate risk assessment an implement initial control measure.
    • Conduct capacity building for health workers, community health promoters on health response
    • Ensure GBV prevention and response services, provision of health services that provide family planning, maternal and new-born care, emergency obstetric and neonatal services, HIV/AIDS and STI management
    • Ensure provision of mental health and psychosocial support to affected people
    • Coordinate meetings with all relevant partners and incident management team, producing and circulating minutes, related decisions and tracking the latter, and developing detailed “lessons learnt” reports, recommending improvement to current and future field operations.
    • Provide input to communications and information products (Sitreps, health cluster bulletins, outbreak bulletins etc.) as required.

    Required Qualifications
    Education (Qualifications):

    • Essential: First degree in Medicine, Nursing
    • Desirable: Specialized training in public health, or Epidemiology, or Disaster Management

    Experience

    • Essential: At least three years’ experience in implementing public health at National and sub national level with the Ministry of Health, Prior UN experience is an added advantage
    • Desirable: Experience in emergency response in conflict setting, special training in Sexual Reproductive Health (SRH).

    Skills

    • Demonstrated knowledge of infectious diseases, particularly in areas critical to promoting a public health perspective and approach, such as the epidemiology of infectious diseases, prevention or control, clinical management, and important practices.
    • Proven ability to coordinate and manage projects, build partnerships with multiple partners in the context of health emergencies
    • Demonstrated organizational skills with the ability to multitask and produce results under pressure
    • Knowledge of the UN and humanitarian systems for emergency response and Preparedness.
    • Technical expertise in planning, monitoring, and evaluating health systems.
    • Proficiency in key computer applications. Computer abilities such as word processing, spread sheets and analytical applications.

    Infodemic Management Consultant

    Deliverables

    • Strengthening of sustainable Infodemic Management system in Kenya
    • The Infodemic Manager will support national stakeholders to evaluate existing infodemic management systems and to propose an action plan to adapt them for longer-term health issues;
    • Based on the validated action plan, the Infodemic Manager will provide technical support to the national IM working group to meet the action plan objectives.
    • Support with the establishment of Infodemic Management working groups whenever relevant;
    • Support with developing information ecosystem analyses, rumor tracking systems, production of analytical reports, supervise and guide the implementation of country infodemic management interventions;
    • Liaise with the AIRA Viral Facts team and Kenya WHO Country Office communication team to produce targeted health literacy and debunking content;
    • Provide technical leadership on infodemic management at strategic forums at the national level; - Support with the creation, operationalization, and mostly localization of infodemic management tools.

    Capacity Building

    • Design and deliver training sessions to improve national country capacity on infodemic management, in relation with community protection.
    • Conduct post-training monitoring to ensure the knowledge acquired translates into action;
    • Design and implement long-term Infodemic management strategies and incorporating ongoing research findings into intervention design;
    • Facilitate best practices and experience sharing between infodemic management stakeholders at national and sub-national levels.

    Monitoring, evaluation, reporting

    • Systematically document the successes, challenges, and lessons learned;
    • Help with the design of an M&E framework, tools and guidelines to measure the impacts of the implemented IM activities in Kenya;
    • Document and disseminate best practices and lessons learnt in case study reports or similar exercises.
    • Contribute to donor reporting and any other reporting duties identified by the line manager and technical supervisor.
    • Infodemic Research and social listening

    Support AIRA’s research and social listening activities by providing technical inputs and by following-up on the implementation of social listening recommendations with the Kenya WHO Country Office and its partners in Kenya.

    • Partnership Building and Coordination
    • Ensuring effective coordination and collaboration between stakeholders at Kenya national and sub-national levels
    • Build new strategic partnerships and ensure effective coordination with national infodemic management stakeholders in Kenya.
    • Actively participate in coordination meetings with other teams at WHO Kenya, including the RCCE and Communication teams.
    • Qualifications, experience, skills and languages

    Essential:
    Functional Skills and Knowledge

    • Thorough knowledge of the principles, techniques, and practices of online dissemination of information, via social media mechanisms and the web and.
    • Thorough understanding of the impact of communications on the reputation, image, and success of an organization, as well as the role the web and social media has in this regard.
    • Fluency in using Outlook, Word, Excel, and PowerPoint.

    Desirable:

    • Fluency in using social listening tools.

    Education
    Essential:

    • Master’s degree in public health, health communication or any related field.

    Desirable:

    • Specialised training on Infodemic Management, Risk Communication and Community Engagement, Social Behaviour Change, and etc.

    Experience
    Essential:

    • At least five (5) years of experience in Risk Communication Community engagement (RCCE), Infodemic management or in health promotion. Proven work experience in multistakeholder engagement and coordination. Commitment to WHO’s values and objectives. Ability to work flexibly within short deadlines in a changing environment with competing priorities. Share a results-oriented work ethic. Fostering integration and teamwork. Ability to Creating an empowering and motivating environment. Ability to communicate with respect, tact, and diplomacy.

    Desirable:

    • Fluency in using social listening tools (Talkwalker, Spike, Meltwater, Crowd tangle, etc.)
    • Prior work experience with WHO, a UN agency or with a national public health agency.

    Languages And Level Required Essential:

    • Excellent English writing and editing skills. Fluent in Swahili.
