    Senior Technical Advisor - Immunization

    Job Description

    Position Summary:

    •  IRC is seeking a Senior Technical Advisor, Immunization (STA) for an anticipated multi-million-dollar Department of Health CDC Strengthening Immunization Program Implementation in Sub-National Consequential Geographies opportunity. The STA will provide technical advisory and have overall responsibility for developing the project strategy for immunization services provided under the project, including identification and vaccination of zero- and under-dose children, supporting polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases surveillance.
    • The position will be based in any of the following locations: Abuja, Nigeria, Addis-Ababa, Ethiopia, Nairobi, Kenya. Recruitment is contingent upon the successful award of the project, and the selection of the final applicant is subject to CDC approval. The project is anticipated to begin in June 2024.

    Job Responsibilities:

    •  Provides senior level, high-quality immunization technical assistance by combining industry knowledge and best practices with strategic program expertise, guidance and advice for Program.
    •  Ensures a cohesive and integrated immunization technical approach is implemented across all project components to maximize impact.
    •  Takes the lead in developing innovative solutions to expand the immunization program's reach and achieve its objectives.
    •  Takes the lead in creating guidance materials and learning resources, as well as testing new tools and innovations to accelerate the achievement of results.
    •  Analyzes and assesses data, identifying trends and addressing complex programmatic and technical challenges by collaborating with project and partner staff to develop or adapt technical interventions or approaches for accelerated progress.
    •  In collaboration with MEAL team, explore, develop and document best practices and learning in immunization programing
    •  Conduct staff and partners capacity assessments and based on gaps identified
    •  External engagement with key stakeholders in immunization and sharing of lessons learnt from the programme.

    Requirements:

    •  Degree from an accredited university in Global Health or other related field; equivalent experience may be substituted for a graduate degree.
    •  Minimum of 7 years work experience in low- or lower-middle-income country settings in program and research activities in immunization or related health domains.
    •  Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation.
    •  Track record of providing technical assistance and quality assurance for health programs
    •  Strong communication skills, both oral and written.
    •  Willingness to travel to fragile / conflict-affected contexts.
    •  Fluency in English required.

    Program Director

    Position Summary

    • IRC is seeking a Program Director for an anticipated multi-million-dollar Department of Health CDC Strengthening Immunization Program Implementation in Sub-National Consequential Geographies opportunity. The aim of this program is to provide immunization services (identify and vaccinate zero- and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases surveillance); support global laboratory networks for polio and measles/rubella; support planning and implementation of supplemental immunization campaigns; and support the strengthening of immunization delivery systems and capacities in high priority countries.
    • The Program Director will be responsible for ensuring that the proposed project is implemented in accordance with the terms of the CDC award, US Government regulations, and internationally recognized quality of assistance standards. The Program Director will work closely with IRC country program(s), regional, and HQ leadership to ensure that the project is implemented in accordance with IRC policies and principles.
    • In addition, they will be the primary representational link with CDC staff for the Program and will liaise with the CDC to provide project updates and discuss strategies, obstacles, performance plans, and progress against targets. The Program Director will liaise with CDC agreement/contracting officers, technical support staff, partner organizations, outside contractors, and implementers of other CDC-funded initiatives as required. The COP will represent the project to all key stakeholders, government officials, and donors at coordination fora and other related meetings and will ensure that project initiatives achieve the expected results.

    Job Responsibilities

    • Provide strategic and administrative leadership and direction, define, and implement activities to achieve the greatest impact toward project goals and objectives.
    • Oversee technical direction and project delivery to ensure activities align with the performance framework and meet all standard operational policies and procedures.
    • Oversee development, review, and monitoring of yearly work plans, project strategy documents, implementation measures, knowledge management, and sustainability efforts to ensure long- and short-term impact goals are achieved. 
    • Manage consortium partnerships and maintain collaborative partner relations, ensuring that all partners know the project’s expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium.
    • Support the Project Coordinator in managing partners and providing financial and operations support that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor.
    • Report to CDC through both formal and informal debriefings, annual and semi-annual reports, ensuring timely submission of high-quality content. 
    • Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions.
    • Represent the project and the organization in national, regional, and international fora, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community. 
    • Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.

    Requirements:

    • Degree from an accredited university in public health, international development, or other related field; equivalent experience may be substituted for graduate degree.
    • Minimum of 10 years of experience in similar immunization activities, and experience managing complex international donor-funded public health activities in challenging environments
    • Minimum of 8 years of project management.
    • Experience working in fragile contexts leading public health responses and programs
    • Proven experience in administrative and financial management for large projects and significant knowledge of US Government compliance, rules and regulations
    • Proven experience in developing and maintaining strong and effective partnerships.
    • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
    • Substantial experience managing diverse sub-grantees/sub-contractors, including INGO, NGO, local FBO and private sector actors.
    • Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation.
    • Strong communication skills, both oral and written.

    Monitoring, Evaluation and Learning Director

    Position Summary:
    IRC is seeking a Monitoring, Evaluation and Learning Director for an anticipated multi-million-dollar Department of Health CDC Strengthening Immunization Program Implementation in Sub-National Consequential Geographies opportunity. The aim of this program is to provide immunization services (identify and vaccinate zero- and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases surveillance); support global laboratory networks for polio and measles/rubella; support planning and implementation of supplemental immunization campaigns; and support the strengthening of immunization delivery systems and capacities in high priority countries.

    The MEL Director will have overall responsibility for outlining the program’s monitoring, evaluation, accountability, and learning agenda in collaboration with research partners and IRC country program staff. S/He will develop the M&E and accountability systems including the design of indicators, data collection tools, data quality controls and analysis, feedback and reporting mechanisms. MEL Director will oversee the project’s learning agenda and take responsibility for dissemination strategies. This position will lead a team responsible for implementing M&E and accountability protocols in the country(s) where the project will operate. S/He will oversee a portfolio of field-based implementation research or evaluations and learning that may be led by IRC researchers or research partners.

    The MEL Director will work closely with the Project Director, Deputy Programme Director, and technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decisions and to provide project updates, as required.

    Job Responsibilities:

    • Develop, manage and oversee the implementation of a monitoring and evaluation system (performance monitoring plan) across multiple countries and partners that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, implementation science, learning, and adaptation.
    • Provide strategic leadership to ensure the following is accomplished: 
    • Provide training, assistance, and consultation, as needed, on interpretation and use of performance benchmarking measures, indicators, and reports.
    • Lead collection of periodic data reports and compilation of narrative reports and submit to Program Director and Deputy Program Director. 
    • Ensure the effective use of technology in the development of monitoring and evaluation systems. 
    • Communicate information obtained through MEL activities to program staff, and external stakeholders, including CDC, to enable informed decision making.
    • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
    • Strengthen capacity on interpretation and use of performance benchmarking measures, indicators, and program learning to consortium staff and MoH counterparts.

    • At least 7 years’ experience in monitoring and evaluation, including experience in last mile immunization is required; at least five years working on M&E or in low and middle-income countries is required; at least two year of field experience in humanitarian or low-resource settings is required.
    • Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation. 
    • demonstrated management experience, including managing direct management of a geographically diverse team, and indirect oversight of partners work. 
    • Experience with leading multi-million/multi-year CDC, USAID, FCDO or other Institutional Donor funded, standalone projects.
    • Experience developing trigger monitoring tools, performance monitoring plans and associated data collection tools, systems and methodologies. 
    • Demonstrated experience in the use of qualitative and quantitative methods for data analysis.

    Deputy Program Director

    Position Summary

    IRC is seeking a Deputy Program Director (DPD) for an anticipated multi-million-dollar Department of Health CDC Strengthening Immunization Program Implementation in Sub-National Consequential Geographies opportunity. The aim of this program is to provide immunization services (identify and vaccinate zero- and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases surveillance); support global laboratory networks for polio and measles/rubella; support planning and implementation of supplemental immunization campaigns; and support the strengthening of immunization delivery systems and capacities in high priority countries.

    The DPD will oversee operational and program management support for the program and support the Project Director in project management, management of staff, capacity building and stakeholder engagement, including relevant government line ministries and ensure program performance through monitoring of activity progress, financial status, and contract compliance. He/she will coordinate the development, implementation and reporting on detailed management plans that may include implementation plans, deliverable and budget tracking, etc., in assigned area of responsibility. The DPD will also manage implementing partners and oversee programmatic excellence. The DPD will be responsible for ensuring capacity sharing between global and local consortium partners to achieve contract milestones in a compliant manner. S/he will liaise with country program and partner staff and support them to put in place systems to ensure project performance and contract compliance.

    The position will be based in any of the following locations: Abuja, Nigeria, Addis-Ababa, Ethiopia, Nairobi, Kenya. Recruitment is contingent upon the successful award of the project, and the selection of the final applicant is subject to CDC approval. The project is anticipated to begin in June 2024.

    • Support reporting to CDC through both formal and informal debriefings, annual and semi-annual reports; lead review of periodic programmatic reports and their ensure timely submission to the Program Director.
    • Assist Program Director in maintaining active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions.
    • Work closely with project staff and partners to identify, document and disseminate best practices.
    • Represent the project and the organization in public, as assigned, and support the distribution of information about project achievements and lessons learned.
    • Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.
    • Conduct other activities as assigned by the Program Director.
    • Ensure that IRC and donor visibility standards are maintained by all implementing partners.
    • Ensure that a broad range of communications products are developed and disseminated to inform stakeholders of the objectives and achievements of the project.
    • Lead strategy review and ensure that staffing structure is fit for purpose. 

    Requirements:

    • Degree from an accredited university in international development, public health, or other related field; equivalent experience may be substituted for graduate degree.
    • At least 8 years of experience in managerial roles in comparable programs, including substantial supervisory experience; previous experience as a Deputy Program Director on Institutional Donor funded programs preferred. 
    • Significant knowledge of US Government compliance, rules and regulations required. 
    • Substantial experience managing diverse sub-grantees/sub-contractors, including INGO, NGO, local FBO and private sector actors.
    • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
