    Subawards and Partnership Compliance Director

    • Under the direction of and in collaboration with the Senior Director of Compliance and Policy, the Subaward & Partnership Compliance Director is responsible for leading the IRC’s C&P Subaward & Partnership team. The director plays a key role in shaping policies and practices, to give advice on and support the efficient and compliant administration of subawards, partnerships, and subcontracts focused on ensuring conformity with award terms and conditions, donor rules and regulations, mitigation of business risk, and adherence to IRC policies and procedures.

    Key working relationships

    • All AMU teams, Crisis Response, Recovery and Development (CRRD), Resettlement, Asylum and Integration (RAI), Ethics and Compliance Unit, Finance, Office of the General Counsel, Global Supply Chain, Human Resources.

    Key Accountabilities
    Leadership

    • As part of the Compliance & Policy Management Team (Senior Director of Compliance and Policy, Compliance Director for USG awards, and Compliance Director for European and UN donors, and this role) and AMU Leaders team, serve as a key partner and relationship builder to strengthen collaboration within AMU and with IRC departments.
    • Participate and/or lead in AMU-wide and/or IRC-wide initiatives/projects as discussed with the Senior Director – Compliance & Policy
    • Oversee recruitment, development, management and retention of high-performing team members.
    • Ensure that the team is a diverse and inclusive team that can attract talent from all backgrounds and has a supportive internal culture where people feel valued, respected and included.
    • Set a high standard for HQ support to AMU/other IRC service departments and field support to CRRD and RAI offices, with an understanding of field constraints and the ultimate impact of IRC’s work.
    • Create and maintain a results-driven, solution-oriented and empowering culture that values donor compliance across the full subaward cycle.
    • Represent IRC to donors, consortium partners, partners and other organizations, with regards to subaward and subcontract matters as needed.
    • Collaborate with AMU, Finance, the Ethics and Compliance Unit, the Office of the General Counsel, Operations, and IRC’s global network (CRRD & RAI) to promote a culture of compliance.

    Systems development

    • As part of contract readiness activities, support the development of policies, guidelines, procedures, standards, work processes, manuals, metrics and methodologies for successful and comprehensive subcontract management.
    • Work closely with the Senior Director C&P, the wider C&P team and other IRC service departments to develop, review and update IRC policies, tools, templates and guidelines as needed to ensure optimal implementation of PEERS and subcontracting SOPs/manuals.
    • In collaboration with the wider C&P team, ensure the development of relevant templates and terms and conditions for sub-contracts and partnership agreements, and other guidance documents as needed.
    • Responsible for ensuring that efficient and donor compliant subaward management processes are implemented across IRC, including fine-tuning subaward templates and tools, streamlining the subaward management processes, surfacing innovations related to the structure and execution of subawards

    Escalated subaward advice (partnerships and subcontracts)

    • Support S&P team members in providing sophisticated and expert advice on the application of PEERs from pre-award to close-out for partnerships and subcontracts.
    • Identify areas of significant risks and advises senior management and project staff on critical subaward management issues and risk mitigation
    • Support S&P team members and IRC teams to trouble-shoot and find solutions to donor compliance issues where they occur under a specific subaward or subcontract
    • Provide senior management guidance to support all aspects of the subaward processes in accordance with IRC’s partnership and subcontracting principles and policies, including but not limited to providing advice and guidance on selecting, negotiating, and awarding sub-awards;
    • Support, and at times lead, communications with partners and subcontractors on compliance matters and award negotiations.
    • Assist in trouble-shooting issues as they arise.
    • Other responsibilities as assigned by the Senior Director.

    Qualifications

    • At least 5 - 8 years supporting a donor compliant subaward process;
    • Comprehensive knowledge of partnership principles;
    • Experience with one or more of IRC’s statutory donors (USAID, FCDO, ECHO, etc);
    • Supervision experience;
    • Demonstrated highly efficient risk assessment and analysis practices;
    • Effective partnership capacity building experience;
    • Excellent written and research skills;
    • Strong interpersonal skills, collegial and collaborative, high energy, and creative leader;
    • Ability to create and maintain effective systems for managing information and tools for making information accessible and understandable to a broad audience.

    Research Assistant

    • The Research Assistant is responsible for ensuring that data collection with the clients is well collected, complete, accurate, and uploaded to the main server.

    Under the supervision of the MEAL Officers, the Research assistants will:

    • Support the daily collection of data from all Anticipatory Action Clients included in the client survey.
    • Conduct In-depth interviews with clients and transcribe the interviews verbatim.

    Roles And Responsibilities

    • Participate in the training on Anticipatory Action methodologies
    • Client mobilization, registration, and recruitment.
    • Client info sessions, onboarding, and monitoring.
    • Maintain communication with clients including attending to their inquiries.
    • Data collection, data analysis and drafting of reports and share for review before dissemination.
    • Participate in onsite visits, spot checks, client’s registration, and validation in collaboration with ERD and other stakeholders
    • Business verification and spot checks.
    • Ensure compliance with organizational performance standards, code of conduct, and safeguarding policy.
    • Adhere to confidentiality procedures and policies when collecting, storing, and sharing data.

    Report writing.

    • Keep the supervisor appraised of all outputs, feedback and issues arising from the project activities conducted.
    • Train the survey teams using standard materials and survey protocols, participate in field data collection, supervise the survey team to ensure quality of data collected.
    • Interaction with the MEAL teams on Learning and accountability aspects of the project
    • Translation and transcription of survey tools as required by the research team.
    • To perform other duties as assigned and agreed upon with the supervisor particularly in Health.

    Technical Oversight

    • Collaborate with MEAL and non-MEAL staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with IRC and donors’ standards for data quality.
    • Undertake regular analysis of monitoring data and work closely with program officers and managers to facilitate decision-making for real-time program adaptation.
    • Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
    • Identify, document, and share client feedback to improve services and results for our clients.
    • Support deployment of surveys such as baseline, midline and end line, and the commission of evaluations in coordination with colleagues and partners.
    • Support in Development of forms on Kobo or CommCare - Training of data collectors Conduct of data collection - Basic analysis and report writing.

    Reporting.

    • Compile activity, monthly and quarterly report with key results.
    • Compile reports for all assessment, beneficiary targeting, verification and share with ERD and MEAL team.

    Data Quality and Assurance

    • Undertake data quality checks encompassing project data collected in target locations.
    • Conduct data audits and onsite verification including post enumeration follow-up as needed.
    • Review and pre-test data collection tools and provide feedback for improvement.

    Human Resource and Logistics

    • Coordinate regular field data collection logistics with operation team.
    • Responsible for IRC and MEAL equipment including tablets, laptops, survey materials etc
    • Recruitment and on boarding of research Assistants/ Enumerators for specified tasks
    • Coordinate mentor the data collection/entry team to foster timely and high quality data.

    Key working relationships

    • Position reports directly to senior MEAL officer administratively and technically.
    • Position directly supervises enumerators, data clerks and casuals
    • Position works directly with MEAL officers, Program officers and ERD team.

    Other Internal And /or External Contacts
    Internally: MEAL officers, program officers, ERD team and entire IRC team.
    External: Clients, county government, national government units (NDMA),local structures i.e chiefs and village administrators.
    Minimum Qualifications

    • Degree or Diploma in statistics, Mathematics, International Development, Anthropology, Sociology, Community Development, Economics, Entrepreneurship, Business Administration, or a related field.
    • Experience in data collection, analysis, or research dissemination desirable.
    • Minimum 1-year research experience, specifically implementing research activities.
    • Language skills: Strong preference to candidates who speaks Ngaturkana .
    • Experience working with marginalized communities in Turkana and other ASAL counties
    • Experience managing data collection through open-source tools such as ODK collect, KoBo Toolbox, Survey CTO or CommCare platforms.
    • Excellent people skills. Approachable personality and patience to connect with clients and address their unique needs.
    • Strong communication and report-writing skills.
    • Flexible approach to the changing nature of work and ability to adapt to rapidly changing work demands and expectations.
    • Ability to work effectively both independently and within a multicultural team.
    • Computer skills, especially Ms. Word, Excel, outlook and PowerPoint.

    MEAL Officer

    • Reporting to Senior MEAL Officer,the MEAL Officer works in close collaboration with program teams to optimize monitoring, evaluation, accountability and learning capacities and opportunities of the IRC mission in Lodwar and West Pokot, Kenya, to ensure high-quality programming for the clients we serve and support the global ambitions of IRC Strategy 100, and Kenya’s Country Strategic Action Plan. The MEAL Officer oversees, leads and implements MEAL activities of all projects in IRC Lodwar field site and support on need basis in West Pokot, sites within the Country MEAL team.

    Responsibilities
    Leadership and Partnership:

    • Support all technical aspects and actions of MEAL regarding the Lodwar programs; respond to program needs; foster high standards and practices for quality data collection, analysis, and reports. Enable accountability to clients, partners, and donors.
    • Implement and support MEAL system and approaches in health, nutrition, WPE and protection sectors and foster learning.
    • Represent IRC at technical meetings, forums, coordination meetings and other events & build partnerships within IRC Lodwar/West Pokot Host program.
    • Champion access and use of data for shared learning, sound decision-making, and data-informed programmatic adaptations.

    Technical Oversight

    • Run the MEAL system and processes for Lodwar &West Pokot in harmony with the MEAL Country and Global Strategies throughout the project cycle which include:
    • Collaborate with MEAL and non-MEAL staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with IRC and donors’ standards for data quality.
    • Document and share learning, evidence, and data from previous projects to inform project proposal design.
    • Implement MEAL plans, revise (digital) data collection tools, follow-up on processes for online data management, quality checks, and audits, and updating of data visualization.
    • Undertake regular analysis of monitoring data and work closely with program officers and managers to facilitate decision-making for real-time program adaptation.
    • Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
    • Identify, document, and share client feedback to improve services and results for our clients.
    • Support deployment of surveys such as baseline, midline and end line, and the commission of evaluations in coordination with colleagues and partners.
    • Support in Development of forms on Kobo or CommCare - Training of data collectors - Conduct of data collection - Basic analysis and report writing.
    • Lead the conduct of relevant assessments and evaluations in Lodwar for all programs including, KAP surveys, needs assessments surveys, baseline and end line surveys, and client feedback surveys
    • Support the use of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis and visualization.
    • Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.
    • Contribute and support in documentation of the success stories and lesson learnt of the project during implementation.
    • Submit high quality monthly reports; compile statistics, and document challenges and lessons learned.

    Human Resources

    • Coordinate, lead, mentor MEAL Assistant(s); foster timely and high-quality achievement, and an inclusive and respectful team climate.
    • Promote the growth and development of others in IRC teams and partners: present high-quality technical training and learning material for partners, colleagues, and junior staff.
    • Participate in the recruitment and onboarding of MEAL Assistants, field incentive workers and enumerators.

    Client Responsiveness And Accountability

    • Lead and coordinate processes to collect, review and respond to client feedback at the field level.
    • Set up feedback mechanisms to collect and respond to client feedback – both proactive and reactive (technological improvements to existing mechanisms), with support from the CR Manager.
    • Conduct regular FGDs and meetings with different stakeholders to solicit feedback on IRC’s work.
    • In health facilities, establish a help desk/information table for the community members to answer beneficiary comments/questions.
    • Prepare help desk reports from the CFR and share with the managers.
    • Prepare CRA reports based on consolidated analysis of client feedback recorded via proactive and reactive channels, to be discussed at field meetings, project review meetings for analysis and decision-making at the field level

    Key Working Relationships

    • Position Reports directly to the Senior MEAL Officer.
    • Position directly supervises: MEAL Assistants and/ or enumerators/ Research Assistants.

    Other Internal And/or External Contacts
    Internal: Program: (Managers, Coordinators and Officers), ICT Officer, Grants fellows and Managers, HR, Senior Field Coordinator and Field Manager.
    External: Beneficiaries, program partner organizations, county, and national government.
    Minimum Qualifications

    • A technical degree or equivalent in Health Information Management, Public Health, Statistics, Computer Science, Monitoring and Evaluation or any other relevant field.
    • A minimum 3 year of working experience in a related field.
    • Possess basic technical knowledge of MEAL approaches and techniques in some or all the following areas: Outputs, Outcome monitoring; Theories of Change, Logical frameworks, Data collection, data analysis (by use of SPSS, STATA, Pivot tables etc), Accountability, Client feedback mechanisms, Data quality and databases.
    • Experience in conducting primary both qualitative and quantitative data collection and data entry.
    • Basic proficiency and experience with mobile data collection such as Kobo, COMM Care, DHIS, ODK Collect is required, knowledge of Tableau, PowerBi, or GIS software tools are additional assets.
    • Good computer skills in MS Office applications especially Excel; PowerPoint, Outlook and Word – with experience in writing reports.
    • Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking, and attention to detail.
    • Flexibility and ability to work under pressure and in constantly evolving work environments;
    • Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets;
    • A strong understanding of accountability and proven ability to build Client Feedback Systems
    • Language English and Kiswahili-Written and spoken.
