    Senior Programme Management Officer

    Education

    • Advanced university degree (Masters degree or equivalent) in environment, ecosystem health, public health or a related field is required.
    • A first level university degree ( Bachelor's degree or equivalent) in the same fields in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

    • A minimum of ten (10) years of progressively responsible experience in project or programme management, in the environment, health or ecosystem health sectors is required.
    • At least five (5) years of experience at international level is required.
    • Demonstrated experience in managing complex and/or multidisciplinary teams is required.
    • Experience working in environment dimensions of health particularly biodiversity, climate and/or ecosystem aspects is desirable.
    • Experience in international secretariats and/or the management of multi-partner funds is desirable.
    • Experience in data analytics or related area is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable

    UNEP-GEF Project Specialist

    The Consultant Will Undertake The Following Specific Duties

    • Project Implementation Plans (PIPs)
    • Guide project teams on engagement of experts for project implementation plan preparation.
    • Work with national partners to identify the scope of the project through review of the existing climate data, and gaps identified in previous reports.
    • Participate in sectoral working group meetings during PIP preparation.
    • Guide the countries on mapping and structuring their planned outputs/deliverables and activities to avoid overlap.
    • Review and provide comments on initial draft PIPs before submission to UNEP team for a comprehensive review.
    • Guidance to national teams to agree on Chapters/components preparation arrangements and draft corresponding ToRs for NC/BTR preparation.
    • Participate in planning project inception workshops by reviewing workshop agenda and identification of facilitators.
    • Support project partners in the identification of regional Centres of excellence to enable countries’ access to climate relevant data, information, and appropriate analytical tools particularly in the areas of GHG.
    • Enabling Activities (EA) Proposals
    • Liaise with countries teams in drafting enabling activities proposal concepts.
    • Undertake an analysis on existing climate data and gaps identified in previous reports.
    • Review the draft proposal concepts prepared by countries and provide inputs in all sections.
    • Guide the countries in development of all the GEF and UNEP annexes, including the proposed institutional arrangement, budgets and workplans.
    • Guide the countries on gender analysis, social, economic, and environmental screening, project taxonomy, and other GEF documentation required.
    • Liase with countries to review and address all comments provided by UNEP and GEF secretariat on the enabling activity project proposals.
    • Draft and submit a one-step proposal for NCs and BTRs preparation.
    • Define the project scope in consultation with UNEP team.
    • Draft the one-step MSP proposal in line with GEF 8 guidance: including relevant annexes.
    • Address all comments from internal UNEP review processes and submit to the GEF.
    • Respond to GEF’s review sheet and resubmit for GEF CEO approval.

    Qualifications/special Skills

    • University degree in natural resource management, biological or physical sciences or environmental sciences/studies or a related relevant degree is required. Post-graduate studies will be an added advantage.
    • A minimum of 5years professional experience in programme or project administration, technical cooperation, or related area is required.
    • Experience drafting and reviewing GEF CEO Endorsement, Enabling Activities or Medium Size Project proposals and documents is required.
    • Experience working with national governments on National Communications and Biennial Update Reports is required.
    • Knowledge of the GEF processes and UN Climate Convention reporting obligations is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.

    Evaluation Expert Consultant

    Duties and Responsibilities

    • Coordinate two Terminal Evaluations and peer review work being managed by Evaluation Office staff.
    • Draft Terms of Reference in liaison with Task Managers / Project Managers and plan the work schedule of experts to be hired to perform project evaluations.
    • Identify evaluation experts and recommend to the Senior Evaluation Officer to form qualified evaluation teams.
    • Review and assess the quality of evaluation deliverables in draft form and prepare comments / feedback for clearance by the Senior Evaluation Officer. Reviewed comments should be tailored to ensure that final evaluation reports reach the highest standards possible.
    • Engage all relevant parties, including UNEP staff and colleagues in partnering organizations, in participatory evaluation processes.
    • Review final evaluation reports and provide comments and feedback to the Senior Evaluation Officer to ensure lessons learned and recommendations are reflected in-line with UNEP requirements.
    • Lead a process of planning for actions to be taken in response to the evaluation recommendations and assess compliance with Recommendation Implementation Plans at regular intervals.
    • Develop draft communication products for the Senior Evaluation Officer and disseminate through online platforms and/or in presentations.
    • Prepare monthly progress reports documenting inputs made to ongoing evaluation processes.

    Qualifications/special Skills

    • A first level university degree or equivalent in Environmental Science/Studies, Business Administration, Planning, Management, Social Sciences, or Political Science, Auditing or the equivalent combination of education and experience in a relevant field is required. An advanced degree in the same fields will be an added advantage.
    • A minimum of three years of progressively responsible experience in the field of monitoring and evaluation, knowledge management, including evaluation work experience international organizations is required.

    Quality Assurance and Evaluation Expert Consultant

    Duties And Responsibilities

    The Consultant takes a lead role in ensuring adherence to organizational standards and programme quality through the planning, implementation, coordination and reporting of evaluations required by the UN General Assembly and the UNEA.

    Under the guidance and overall supervision of the Senior Evaluation Officer, the Consultant will perform the duties listed below.

    • Review final evaluation reports and provide comments and feedback to the Senior Evaluation Officer to ensure lessons learned and recommendations are reflected in-line with UNEP requirements.

    • Undertake validation and quality assessment reviews of Management Led Terminal Reviews. Provide written reports / feedback on each assignment to the Senior Evaluation Officer.
    • Develop draft communication products for the Senior Evaluation Officer and disseminate through online platforms and/or in presentations.
    • Contribute to the development and circulation of evidence-based knowledge.
    • Prepare monthly progress reports documenting inputs made to ongoing evaluation processes.

    Qualifications/special Skills

    • A Master's degree or equivalent in Environmental Science/Studies, Business Administration, Planning, Management, Social Sciences, or Political Science, Auditing or the equivalent combination of education and experience in a relevant field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the Master's university degree.
    • A minimum of five years of progressively responsible experience in the field of monitoring and evaluation is required.
    • Knowledge management, including evaluation work experience in international organizations is desirable..

    Languages

    Facilitator - Leadership Workshop for Policy Makers in Marine Policy and Ocean Governance

    Duties and Responsibilities

    Responsibilities

    Under the general supervision of the Head of the Nairobi Convention Secretariat and the direct supervision of the Project Coordinator of the SAPPHIRE Project, the consultant will be responsible for the following

    • Develop course material, including a timetable, for the workshop and make them available to the participants.
    • Facilitate the workshop as per the agreed timetable.
    • Prepare a workshop report.

    Qualifications/special Skills

    • University degree is required in Business Economics, Management, Commerce, Communication, Psychology, International Development and/or other related disciplines relevant to the assignment.
    • Professional Experience: A minimum of 4 years working experience is required in leadership development processes, coaching and mentorship is required.
    • Working knowledge of the Western Indian Ocean (WIO) region and experience of working with the Governments of the region would be desirable.
    • Ability to work within very short timelines and with minimum supervision with be added advantage.
