    Director, Irrigation Development

    TERMS OF SERVICE: PERMANENT AND PENSIONABLE

    SALARY SCALE: CPSB 03: Ksh. 124,630 X 6,070 -130,700 X 6,370 -137,070 X 6,570 – 143,640 X 6,770 – 150,140 X 6,960 - 157,370 X 7,160 -164,530 X 7,820 – 172,350 PM.

    Duties and Responsibilities

    The Director will be answer able to the Chief Officer responsible for Irrigation Function at the County, for management and coordination of all Irrigation matters at the County.Specific duties and responsibilities at this level will entail:-

    • overseeing domestication and implementation of national policies, strategies and frameworks on irrigation at the County; spearheading development, implementation and review of County specific irrigation policies, strategies, programmes and projects in line with national policies and strategies, in collaboration with relevant stakeholders;
    • providing technical advice on all matters pertaining to irrigation at the County;
    • facilitating development and maintenance of an irrigation database and integration of systematic monitoring and evaluation;
    • identification of community-based small holder irrigation schemes for implementation in line with national guidelines; and mainstreaming irrigation related statutory obligations such as those that relate to the environment, water and health.In addition, the Director will be responsible for provision of capacity building to farmers and supporting establishment of viable farmer organizations, and in particular irrigation water users’ associations to develop and manage irrigation schemes;
    • spearheading setting up measures for implementation of adaptation and mitigation to climate change, and enhance sustainable environmental management;
    • overseeing development and management of irrigation schemes in the County as stipulated in the Irrigation Act and the regulations thereto;
    • determination and recommendation for issuance of licenses for small scale irrigation schemes; promoting private sector participation in irrigation development; and facilitating identification of priority irrigation research themes in collaboration with related research institutions and other relevant stakeholders for enhanced irrigation development.
    • The Director will also be responsible for overseeing monitoring and evaluation of irrigation programmes and projects;
    • coordinating development, implementation and review of irrigation plans and budgets;
    • and building capacity and managing performance of the Irrigation Division.

    Requirements for Appointment

    For appointment to this grade an officer must have: -

    • Served in the grade of Senior Principal Superintending Engineer (Irrigation) or Deputy Director, Irrigation Water Management for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following disciplines: - Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio-systems Engineering, Mechanical Engineering, Soil and Water Engineering, Agriculture, Horticulture, Agronomy, Agricultural Economics, Agribusiness Management, Agricultural Extension and Education, Agricultural Resource Management, Dryland Agriculture, Soil Environment and Land Use Management or any other equivalent qualification from a recognized institution;
    • Master’s Degree in any of the following disciplines: - Agricultural Engineering, Agricultural Engineering Systems, Land and Water Engineering, Soil and Water Engineering, Environmental Engineering and Management, Water Resources Engineering, Irrigation Engineering, Land and Water Management, Agronomy, Soil Science, Horticulture, Dryland Farming, Dryland Agro Pastoral Systems, Agricultural Economics, Agribusiness Management, Agricultural Extension, or any other equivalent qualification from a recognized institution;
      • Be registered with a professional body where applicable;
      • Membership with a professional body where applicable;
      • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
      • Certificate in computer application skills;
    • and demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals policies objectives and ability to relate them to the irrigation and drainage function.

    Senior Principal Superintending Engineer(Irrigation)

    Duties and Responsibilities

    The Senior Principal Superintending Engineer (Irrigation) shall head the Irrigation Engineering Services Section and will be responsible to the Chief Engineer/Director Irrigation for management and coordination of the irrigation engineering services at the county. Specific duties and responsibilities at this level will entail: -

    • Coordinating domestication and implementation of national policies, strategies and frameworks on irrigation at the county level; coordinating implementation and review of county specific policies, strategies, guidelines and frameworks in line with national policies on irrigation;
    • Coordinating identification and mapping of areas ideal for irrigation schemes in collaboration with national government;
    • Coordinating development, implementation, monitoring and review of county irrigation development programmes and projects including water harvesting and storage for irrigation;
    • Mainstreaming adaptation and mitigation to climate change in irrigation development and management;
    • Facilitating provision of technical support services such as feasibility studies and designs; and coordinating approval of projects and supervision of construction and other support services for the development of small scale irrigation schemes, county public irrigation schemes.
    • The officer will also be responsible for coordinating design of irrigation schemes, preparation of tender documents and supervision of construction of irrigation and drainage infrastructure; approving irrigation scheme designs; and coordinating the planning, designing, construction, operation and maintenance of irrigation systems;
    • Coordinating negotiation for wayleaves for irrigation water conveyance in collaboration with other stakeholders;
    • Coordinating the development and review of operation and maintenance manuals for the different irrigation systems for small scale irrigation schemes and county public or strategic irrigation schemes; coordinating development of programmes, materials and tools for provision of capacity building to farmers, and farmer organizations;
    • Coordinating mainstreaming of irrigation related statutory obligations such as those that relate to the environment, water and health in the development and management of small scale irrigation schemes and county public or strategic irrigation schemes;
    • Collaborating with the national government, other county governments, and non- government entities on irrigation development and management; and promoting research and innovation in the irrigation sector.In addition, the officer will be
    • responsible for:
    • Monitoring performance of enlisted irrigation service providers and preparing reports; coordinating monitoring of irrigation schemes and projects for compliance to licensing conditions;
    • Coordinating the carrying out of technical audits and assessments on development of irrigation schemes in the county;
    • Overseeing the assessment of status of irrigation sector development and management in the county and provide technical briefs;
    • coordinating development, implementation and review of the Unit’s strategic plan;
    • Ensuring development, implementation and review of annual work plans and budgets; and coordinating Irrigation Unit performance contracts; and managing and developing irrigation staff

    Requirements for Appointment
    For appointment to this grade an officer must have: -

    • Served in the grade of Principal Superintending Engineer (Irrigation) for a minimum period of three (3) years;
    • Bachelor’s Degree in any of t h e following discip lines: - Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil and Water Engineering, Soil, Water and Environmental Engineering, Environmental and Bio-systems Engineering, Mechanical Engineering or its equivalent qualification from a recognized institution;
    • Master’s Degree in any of the following disciplines: - Irrigation Engineering, Agricultural Engineering, Agricultural Engineering Systems, Land and Water Engineering, Soil and Water Engineering, Environmental Engineering and Management, Water Resources Engineering or its equivalent qualification from a recognized institution.
    • Registration by the Engineers Board of Kenya (EBK)
    • Current valid annual practicing license from the Engineers Registration Board ( ERB);
    • Corporate membership with the Institute of Engineers of Kenya (IEK);
    • Certificate in Strategic Leadership Development Progamme lasting not less than six (6) weeks from a recognized institution;
    • Certificate in computer application skills;
    • and demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of irrigation engineering development programmes and projects.

Duties and responsibilities at this level will entail: - collecting and compiling data for irrigation scheme planning; mobilizing farmers for participatory irrigation development; setting up of demonstration plots; identifying irrigation schemes for development; implementing irrigation action plans; carrying out repairs and maintenance of irrigation infrastructure; and undertaking preliminary investigations and feasibility studies for irrigation scheme development.

    Requirements for Appointment
    For appointment to this grade a candidate must have:

    • Bachelor’s Degree in any of the following disciplines: - Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil and Water Engineering, Soil, Water and Environmental Engineering, Environmental and Bio-systems Engineering, Mechanical Engineering, or its equivalent qualification from a recognized institution;

    • Duties and responsibility at this level will entail: - inspecting the development of irrigation infrastructure; collecting baseline data for irrigation planning; organizing farmers’ meetings for irrigation participatory development; training irrigation farmers on sustainable scheme management and resource mobilization; setting up of demonstration plots on irrigation technologies; identifying irrigation schemes for development; carrying out preliminary surveys; implementing irrigation action plans; training farmers on scheme operations, maintenance and environmental management; and implementing irrigation action plans.

    Requirements and Appointment
    For Appointment to this grade, an officer must have: -

    • Served in grade of Engineering Technologist II (Irrigation), for a minimum period of three (3) years;
    • Technician Part III certificate in any of the following disciplines: - Irrigation, Irrigation and Drainage Engineering, Soil and Water Engineering, Agricultural Engineering, Farm Power and Machinery, Processing and Structures or its equivalent qualification from a recognized institution;

    OR

    • Diploma in any of the following disciplines: - Irrigation, Irrigation and Drainage, Soil and Water Engineering, Agricultural Engineering, Farm Power and Machinery or its equivalent qualification from a recognized institution;
    • Registration with Kenya Engineering Technology Registration Board (KETRB) or Engineers Board of Kenya (EBK) as a technician; (iv) Certificate in computer application skills; and
    • Shown merit and ability as reflected in work performance and results.

Duties and responsibilities will entail: mobilizing farmers for irrigation scheme development; updating the irrigation water users’ associations’ inventory; collecting and compiling data for irrigation planning; identifying and compiling inventory on relevant stakeholders in irrigation scheme development and management; setting up demonstrations of on- farm irrigation technologies; preparing training materials; training of irrigation farmers, farmer organizations and irrigation water users’ associations; and disseminating information on irrigation scheme management, supply and optimum use of water and management of irrigated enterprises at scheme level.

    Requirements for Appointment
     For appointment to this grade, a candidate must have: -

    • Bachelor’s degree in any of the following disciplines : - Agriculture, Horticulture, Agronomy, Agricultural Economics, Agribusiness Management, Agricultural Extension and Education, Agricultural Resource Management, Dryland Agriculture, Soil Environment and Land Use Management, Geology or any other equivalent qualification from a recognized institution; and

Duties and responsibilities will entail: - updating the water users’ associations inventory in an assigned area; collecting data for irrigation scheme development; mobilizing farmers for the formation of irrigation water users’ association; participating in training farmers on sustainable irrigation management, supply and optimum use of water and management of irrigated enterprises at scheme level; and participating in demonstration of on-farm irrigation technologies.

     Requirements for Appointment

     For appointment to this grade, a candidate must have:

    • Diploma in any of the following disciplines: - Irrigation Technology, Irrigation and Water Management, Agriculture Education and Extension, Horticulture, Agriculture, Agriculture and Rural Development, Sustainable Agriculture, Farm Management, Environmental Resource Management or any other equivalent qualification from a recognized Institution; and
    • Certificate in computer application skills.
