    Youth Program Officer

    Result of Service

    To strengthen the Youth Empowerment and Training Initiative (YETI). In support of the work and further strengthening the youth engagement work in Caribbean and Pacific regions, an individual contractor will undertake the tasks mentioned in this document. In addition, the individual contractor will manage the social media component of the ACP MEAs 3 Programme

    Duties and Responsibilities

    Organizational setting and reporting:

    • The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those pertaining to the coherent implemenation of multilateral environmental agreements (MEAs).
    • Under the overall guidance and supervision of the Program Manager, ACP MEAs 3 Programme, the individual contractor will work with a core group of colleagues from ACP MEAs 3 programme, engage with experts within and outside UNEP to develop and deliver on the tasks identified under section 3 here.

    Specific tasks and responsibilities include:

    • Support the consolidation of Youth Empowerment and Training Initiative (YETI) work, including follow up related to work in Africa, Europe
    • Roll out Youth engagement work in Caribbean and Pacific in collaboration with relevant partners
    • Support the social media work of ACP MEAs3 programme by working on developing content, editing and monitoring posts
    • Prepare documents, report and other material in support of ACP MEAs 3 programme on issues related to youth and communications work
    • Assist in implementation of ACP MEAs work related to networking with partners.

    Qualifications/special skills

    • Academic Qualifications: Bachelor degree in any branch of science (social sciences, natural sciences including), management, art and the related field is required.
    • Experience: Minimum of two years’ experience in engagement with various stakeholder groups, including youth, project support, social media and related communication issues is required. Experience in working with social sciences issues and engagement with women’s group is a desirable.
    • Language: Fluency in written and spoken English Language is a requirement

    Duties and Responsibilities

UNEP Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This assignment is located in Nairobi duty station under the overall supervision of the Special Assistant to the director.

    Duties and Responsibilities

    • Create a guide for new staff members: including roles and responsibilities, guide for requesting meetings with the Director and deputy director; Standard Operating Procedures (SOPs)
    • Support with preparation of strategic outreach plan for Ecosystems Director.

    Qualifications/special skills

    • Academic Qualifications: The consulrant should have a Bachelor's degree in project management, development studies, international relations, political science, or related field.
    • Experience: The consultant is required to have a minimum three years of work experience in management, development, or related fields.
    • Experience working with cross cutting teams is desirable; Strong coordination skills are required; Experience with engaging with Senior Management is desired; Experience with finding solutions to improve efficiency is required
    • Language: English and French are the working languages of the United Nations Secretariat. For this consulting position, fluency in oral and written English is required.

    Administrative Assistant, G6

    Org. Setting and Reporting

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

    This position is located in the Corporate Services Division's (CSD), Operations and Risk Management Unit, Nairobi duty station. Within delegated authority, the Administrative Assistant will be responsible for the following duties:

    Responsibilities

    HUMAN RESOURCES MANAGEMENT:

    • Initiates, reviews, processes and follows-up on actions related to the administration of the unit's human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
    • Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements.
    • Reviews and processes personnel actions through the UN Enterprise Resource Planning System (UMOJA).
    • Liaison with CSD HR to enquire and provide information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
    • Monitors staffing table and prepare relevant statistical data/charts.

    BUDGET AND FINANCE:

    • Assists in the preparation and review of financial and human resource proposals/requirements.
    • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
    • Assists managers in the elaboration of resource requirements for budget submissions.
    • Assists in preparation of budget performance reports, analysing variances between approved budgets and actual expenditures
    • Prepares or customizes financial reports from UMOJA system generated reports.

    GENERAL ADMINISTRATION:

    • Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
    • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field.
    • Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations).
    • Assists in management of archives, building space and office allocation including policy and procedural advisory.
    • Provides support to the focal point for Risk Management, Internal Controls and audit bodies (such as Office of Internal Oversight Services (OIOS), Board of Auditors (BOA), Joint Inspection Unit (JIU) and UNEP counterparts).
    • May be responsible for guiding, training, and supervising the work of more junior General Service staff.
    • Performs other duties as assigned.

    CONTRACT ADMINISTRATION:

    • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
    • Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
    • Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

    Education

    • High school diploma or equivalent.
    • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.
    • The GGST is administered to applicants when required before the administration of a written assessment and/or interview

    Work Experience

    • A minimum of seven (7) years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required.
    • Working experience with Enterprise Resource Planning (ERP) Systems such as SAP and other related software systems is required.
    • Work experience in MS office package is required.
    • Working experience in audit coordination processes and/ or risk management procedures is desirable.
    • Working experience with facility and/or asset and property management is desirable.
    • Work experience in or with service providers is desirable

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
