    Procurement Officer

    Under the supervision of the Chief, Procurement Section, the incumbent will be responsible for the following duties:

    Procurement Officer Job Responsibilities

    • Plan, develop and manage all procurement and contractual aspects of projects of significant complexity related to world wide procurement of diverse services and commodities.
    • Provide technical advice on procurement activities to officials of substantive units during all phases of procurement cycle.
    • Supervise/oversee preparation and distribution of invitations to tender and manage/conduct all aspects of the tender exercise.
    • Utilise establishment procurement procedures to clarify and solve procurement-related queries from requisitioners.
    • Establish and maintain work program and time frames for processing requests in accordance with the procurement manual.
    • Develop and prepare contracts for the procurement of goods and services; Issue international tender invitations;
    • Evaluate responses and make recommendations for the finalisation of purchase and award of contracts;
    • Approve procurement orders up to the authorised limits and prepare draft submissions for the CPO before presentation to the local committees on contacts for review and subsequent approval by the authorised official.
    • Conduct market research via internet and trade publications to keep abreast of market developments; Research and analyse statistical data, market reports and availability of goods and services.
    • Oversee adherence to contractual agreements, recommend amendments and advise vendors and requisitioners on contractual rights and obligation; Conduct or coordinate all phases of negotiation of disputes arising from contacts.
    • Prepare a variety of procurement-related documents, contacts, communication and guidelines.

    Finance & Budget Officer Job Responsibilities

    Medium-term plan

    • Review, analyse and finalize the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized inter-governmental bodies.
    • Provide substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions.
    • Ensure legislative mandates are accurately translated into programme budgets.

    Budget administration

    • Issue allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
    • Monitor budget implementation and determine/recommend reallocation of funds when necessary.
    • Monitor expenditure to ensure that they remain within authorized levels.
    • Review all requisitions generated by the Reality system for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
    • Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    • Prepare relevant documentation with respect to budget performance submissions.
    • Review and make appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
    • Provide substantive support to intergovernmental and legislative bodies.

    Qualifications for the Finance & Budget Officer Job

    • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area with proven working experience/knowledge with Enterprise Resource Platform (ERP) systems.

    Chief, Facilities Management & Transportation Section

    Facilities Management & Transportation Section Job Responsibilities

    • Plan and oversee the management of activities undertaken by the Unit/Section; ensure that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the
    • Unit/Section and in liaison with other organizations of the United Nations System, as appropriate.
    • Manage, supervise and carry out the work programme of the Unit/Section under his/her responsibility. Co-ordinate the work carried out by the Unit/Section; provide programmatic and substantive review of drafts prepared by others.
    • Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions,

    • Ensure that the outputs produced by the Unit/Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
    • Prepare inputs for the work programme of the Section determining priorities and allocating resources for the completion of outputs and their timely delivery.
    • Carry out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
    • Recruit staff for Unit/Section taking due account geographical and gender balance and other institutional values.
    • Manage, guide, develop and train staff under his/her supervision.
    • Foster teamwork and communication among staff in the Unit/Section and across organizational boundaries.
    • Represent the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
    • Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

    Senior Programme Management Officer

    Programme Management Officer Job Responsibilities

    • Contributes to the coordination of environmental, social and economic data and information in
    • Develops and monitors performance measures;
    • Ensures that projects meet established time and cost parameters and standards of technical quality;

    • Establishes collaboration and partnerships with key officials at all levels inside and outside the organization;
