    Finance and Operations Manager - Kisumu, Kenya

    Position Summary:

    The Finance and Office Administrator will provide the administrative and logistical support necessary for the implementation of the Sustainable Water for the Mara (SWM) Activity. SWM is an anticipated 3-year activity under the USAID-funded Sustainable Water Partnership (SWP) that will help Kenyan and Tanzanian stakeholders in the Mara River Basin to safeguard adequate quantities of acceptable quality water for human well-being, ecosystem services, livelihoods and socioeconomic development. The Finance and Office Administrator will be based in Kisumu, Kenya.

    ESSENTIAL Responsibilities:

    Finance

    • Provide day to day oversight of and maintenance of financial and accounting aspects of program operations

    • Manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient project implementation

    • Submit monthly expense reports and cash flow statements; prepare and submit projections for monthly cash needs to Winrock’s Headquarters Office

    • Review local sub recipients’ financial reports, monitor compliance with USAID regulations

    • Prepare monthly payroll and related taxes, including the recording of applicable benefits

    • Work with Winrock Home Office to prepare quarterly financial reports to USAID

    • Prepare all accounting records in accordance with audit standards (donor and local), and oversee on-site work with auditors, as appropriate

    • Ensure that adequate and appropriate internal controls are in place and meet Winrock standards

    Administrative and Logistics Support

    • Assist SWP Team Leader in day to day project operation matters as per project needs

    • Organize and maintain all records and files in accordance with national, Winrock and donor requirements

    • Develop and maintain effective office information management systems, serve as primary liaison with office service providers (landlord, utilities, others as applicable)

    • Oversee management of a transparent, effective and efficient procurement process for all material resources; maintain inventory and files in accordance with applicable policies and procedures

    • Manage vehicle pool and coordinate travel for project staff

    • Manage project property in compliance with USAID and Winrock guidelines and regulations

    • Provide administrative and logistical support for SWP workshops, seminars, and other events

    Human Resources

    • Coordinate processing of personnel forms such as attendance, time sheets and leave records

    • Manage and track staff benefits and entitlements stipulated in their respective contracts (health insurance, paid leave, etc.)

    OTHER RESPONSIBILITIES:

    • Participate as member of key staff in strategic and implementation planning

    • Maintain confidentiality of all official matters and files

    • Other duties as assigned by Team Leader and SWP Program Director

    Qualifications:

    • Minimum three years increasingly responsible accounting and fiscal management experience

    • Knowledge and understanding of applicable USAID and Government of Kenya and Tanzania accounting and audit rules and requirements

    • Knowledge of and experience in managing U.S. Government and international organization funds, preferably for USAID projects

    • University degree (B.A./B.S. or higher) in Finance or Accounting or related topic

    • Experience in using QuickBooks accounting software preferred

    • Experience working in a similar position with NGO, business or international organizations required

    • Proficiency in English required

    • Ability to demonstrate the highest level of ethical standards at all times

    • Ability to travel up to 25%
