The National Youth Council is a state corporation domiciled in the Ministry of Public Service, Youth and Gender which came into being after the enactment of National Youth Policy (NYP) (2007) and the National Youth Council (NYC) Act (2009)

Qualifications
For appointment to this grade, a candidate must:
- Have a Bachelor’s Degree in Law, Sociology, Social Work, Development studies, Education, Communications, Business Administration or related fields from a recognized institution;
- Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;
- Have a minimum of five (5) years relevant work experience
OR
- Have served in the grade of Senior Advocacy Officer for a minimum period of three (3) Years;
- Be a member of PRSK or its equivalent and in good standing;
- Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
- Have demonstrated professional and administrative competence as reflected in work performance and results;
- Have proficiency in computer application skills; and
- Fulfill the requirements of Chapter six of the Constitution

Responsibilities
The duties and responsibilities of the officer will entail: –
- Design advocacy campaigns and other youth empowerment Programmes/ activities;
- Developing and overseeing the implementation of the Council’s advocacy strategy
- Developing mechanisms to ensure that the government and other policy makers are kept informed of the views and aspirations of the youth;
- Developing strategies to promote the inclusion of youth in decision making bodies, Councils, agencies, public institutions and organizations;
- Sensitize youth on access to government empowerment programmes and other opportunities available at county, national and international levels;
- Create strategies to disseminate information on youth empowerment initiatives of the Council
- Coordinate the development of policy briefs to promote the inclusion of the youth agenda in public institutions;
- Monitoring and evaluating of all the departmental activities;
- Development of Departmental Work plan and Budget
- Prepare periodic reports.
