    County Officer, Siaya and Vihiga Counties

    Description

    • JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use Program (CHISU) is a five-year USAID-funded cooperative agreement (2020-2025) focused on strengthening health information systems (HIS), enabling the sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data. The CHISU program strengthens the country's capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making.

    Responsibilities
    The specific responsibilities will include but shall not be limited to:

    • Implement CHISU’s activities at the county level in Kenya
    • Implement a training plan for county-level staff in data management and data quality assurance
    • Facilitate the analysis, visualization, interpretation, and understanding of malaria data in data review meetings in designated counties.
    • Contribute to efforts to obtain, analyze, and visualize data in ways that meet the information needs of data users in the health information system
    • Lead workshops for the review of performance data in the designated counties and sub-counties
    • Provide technical assistance to enhance capacity in the designated county to use data collected through the HMIS effectively for decision-making.
    • With county stakeholders and partners, plan and conduct assessments to understand barriers to information use and develop tailored interventions to improve data use.
    • Provide support to sub-county mentors for the use of robust methods for collecting and analyzing malaria-related data and improving capacity for data quality reviews and assessments.
    • Support the coordination of stakeholders at the county through the hosting of technical working groups and other meetings as needed.
    • Promote consistent use of standards-based data quality assurance tools to gauge the quality of public health data and understand gaps and weaknesses in health data. Assist with the development of plans and interventions to improve the quality of data used for monitoring, evaluation & planning.
    • Promote gender equity in program implementation.

    Qualifications

    • Bachelor’s degree (or equivalent) in one of the following disciplines is required: information systems, computer science, epidemiology, public health, biostatistics, or a related field;
    • A minimum of five years of experience in the management of health information systems or disease surveillance information systems in Kenya is required;
    • Understanding of the national HMIS, and data collection at the community level in low-resource settings, especially Kenya is required;
    • Previous work with the Ministry of Health at central, regional, and sub-regional levels is preferable;
    • Expertise in data exchange and data visualization tools would be an asset;
    • A solid understanding of DHIS2 software especially its implementation methodology as a national HMIS is essential;
    • Familiarity with some of the following tools is highly desirable: ODK, Advanced MS Excel, GIS platforms, Statistics (Epi-Info, R, Stata), Android/iOS development;
    • Demonstrated ability to analyze, interpret, and present data to decision-makers is required;
    • Ability to engage key stakeholders, manage expectations, as well as plan and coordinate tasks and deliverables is required;
    • Experience in providing training, coaching, and mentoring with success in enhancing the capacity of government staff is required;
    • Excellent writing skills and ability to synthesize information into a coherent report is required;
    • Excellent interpersonal skills required, including the ability to work closely and in an integrated manner with a multidisciplinary team;
    • Ability to take initiative to produce expected results is required;
    • Strong leadership skills required to work autonomously and with limited direct supervision in the management of day-to-day activities
    • Native/Fluent English required.
