Duties and Responsibilities

• Representing the County Government in court, tribunals, or other legal proceedings as instructed by the County Solicitor in consultation with the County Attorney, excluding criminal proceedings.
• Assisting the County Legal Department and various County Departments in drafting legislative proposals, policies, and regulations.
• Providing professional guidance to management and staff on legal matters pertaining to the Office's functions and operations.
• Participating in the development and implementation of the Legal Directorate’s strategies and plans.
• Contributing to the preparation and implementation of the legal services budget.
• Offering professional advice to enhance compliance with legal matters, minimizing reputational, legal, and financial risks.
• Participating in the drafting, review, and interpretation of contracts and agreements involving the Office.
• Conducting searches at registries such as lands, company registry, and court files to support legal decisions.
• Preparing legal documentation and briefs for court representation.
• Conducting performance appraisals for staff within the directorate according to established guidelines.
• Liaising with external counsel on cases where the County Government has engaged external legal representation.
• Performing any other duties assigned from time to time.

Requirements for Appointment

• Bachelor of Law (LL. B) degree from a recognized university.
• Postgraduate Diploma in Legal Studies from the Council of Legal Education.
• Master’s Degree in Law, Business Administration, Public Administration, or equivalent qualification is advantageous.
• Registered advocate of the High Court of Kenya.
• Member in good standing of the Law Society of Kenya.
• Possession of a current practicing license.
• Proficiency in computer applications.
• At least seven (7) years of relevant experience, with a minimum of three (3) years in a managerial position in legal services or equivalent, preferably in the public or private sector.
