    Finance and Budget Officer

    Responsibilities

    Global Environment Facility Funds Financial Management:

    • Reviews, analyses and finalizes the preparation of the Global Environment Facility Funds management reports and their revisions on the basis of departmental submissions.
    • Provides substantive support to relevant stakeholder in their review of the Global Environment Facility Funds management reports.
    • Reports to the GEF Trustee in accordance with the GEF Financial Procedures Agreement.
    • Reviews, analyses and provides detailed inputs to the financial statements of the Global Environment Facility Funds. Budget preparation:
    • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements including programmatic aspects; ensures compliance with the Global Environmen

    Education

    • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required.
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Job - Specific Qualification

    • Professional recognition as a Certified Public Accountant (CPA), chartered accountant or by a similar professional body is desirable.

    Work Experience

    • A minimum of 7 years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
    • At least three (3) years of experience in finance and budget within the United Nations or similar international organization at the professional level is required.
    • At least three (3) years of grant management and donor reporting is required. Experience with financial systems and financial modules of ERP such as SAP is required.
    • Experience in review of financial statements is required. Previous experience in fund management and donor reporting to GEF and/or other global funds is required.
    • Extensive experience in preparing, advising, and/or interpreting financial information in an IPSAS-compliant or similar accounting environment is required.
    • Experience in drafting complex and comprehensive financial and budgetary or adhoc reports is desirable. (Two) 2 years or more of experience in data analytics or related area is desirable.
