    Programme Coordinator

    Core Functions / Responsibilities:

    • Support the coordination and implementation of the MPTF Joint Programme and closely communicate and follow up with PUNOs and partners.
    • Supporting the implementation of the IOM MPTF component, coordinating with relevant Country Offices, Units, and external partners (consultants and others).
    • Provide technical inputs for the development and implementation of a robust monitoring, learning and reporting system to facilitate programme implementation, particularly in relation to changing contexts, and compile and disseminate information and updates to donors and other stakeholders on progress and impact.
    • Assist in organizing the programme’s technical working group (TWG) and steering committee (SC) meetings in close collaboration with ILO as technical co-lead.
    • Provide administrative and technical support to IOM’s activities within the Programme, including green economy policy mapping activities.
    • Encourage open, two-way communication between PUNOs and partners to facilitate the integration of all 4 pillars of work. Research, analyze and recommend opportunities to create synergies with other national, regional, continental, or global programmes and initiatives to support comprehensive and coordinated GCM implementation.
    • Provide information to donors and other interested parties such as governments, academia and UN Agencies/INGOs on the Programme’s progress and impact in order to present to wider audiences and national, regional, continental, and global forums.
    • Working closely with the Regional Communications team, contribute to the development and dissemination of regular communications products such as quarterly newsletters, Press Briefing Notes (PBNs), human interest stories and other communications and visibility materials that raise the profile of the Programme and the MECC thematic area.
    • Track and follow up with PUNOs to facilitate the timely submission of narrative and financial donor reporting of the Programme and participate in data collection for the commencement of a project final evaluation through the SC and other stakeholders.
    • Participate in and contribute to IOM’s network by supporting the analysis and sharing of good practices with other Divisions/Departments in the other Regional Offices and Country Offices as necessary.
    • Support the delivery of quality MECC thematic training to governments as requested in the region in close coordination with the MECC RTS.
    • Participate in conferences, workshops and meetings related to the MECC thematic area in close coordination with the MECC RTS.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political or Social Sciences, Economics, Migration Studies, International Relations, Law, Environmental Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
    • University degree in the above fields with four years of relevant professional experience

    Experience

    • Experience in monitoring, evaluation, learning and reporting;
    • Experience in programme coordination with multiple stakeholders;
    • Experience with governmental authorities, donors, academia, other national/ international institutions, and NGOs.

    Skills

    • Sound understanding of migration dynamics in relation to environment, climate change and climate-induced disasters and of the work undertaken by the MECC division in the region;
    • Sound knowledge of international fora and policy process in the areas of migration, climate change, environment, disaster risk reduction, knowledge of frameworks such as the GCM, UN conventions on climate change, ecosystems, desertification etc.;
    • In depth knowledge of the GCM, its implementation in the IGAD region- in particular, Objectives 2 and 5 as it relates to climate change and environmental degradation;
    • Understanding of national, regional and continental legal frameworks, human rights approaches, soft law and protection issues related to environmental migration, particularly those in the IGAD region;
    • Knowledge of the objectives, and the rules and regulations of the Migration MPTF;
    • Knowledge of IOM MECC’s strategic direction and objectives to include key partnerships; and,
    • Excellent communication and team building skills with a track record in coordination and building trust with diverse stakeholders.

    Languages

    • IOM’s official languages are English, French, and Spanish.
    • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
    • For all applicants, fluency in English is required (oral and written). Working knowledge of French is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

    Internationally recruited professional staff are required to be mobile.

For this staff category, candidates who are nationals of the duty station’s country and who do not have prior experience outside the duty station’s country as staff member in the Professional category cannot be considered eligible.

    Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021.
