Programme Coordinator (MECC) at International Organization for Migration (IOM)

This is the first regional joint programme on MECC to be funded by the Migration Multi Partner Trust Fund (MPTF), and emphasizes the importance of multi-agency and multi-stakeholder implementation of the Global Compact for Safe, Orderly and Regular Migration. As the convening agency, IOM’s coordination role is key to the success of this Joint Programme.

The MPTF Regional Joint Programme seeks to address the following Global Compact for Safe, Orderly and Regular Migration (GCM) Objectives:

1. Collect and utilize accurate and disaggregated data as a basis for evidence–based policies.
2. Minimize the adverse drivers and structural factors that compel people to leave their country of origin.
3. Enhance availability and flexibility of pathways for regular migration.
4. It also targets the following Sustainable Development Goals (SDGs):
5. Promote the protection of migrant workers, particularly women migrants and those in vulnerable situations.
6. Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies.
7. Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries.

Under the overall supervision of the Regional Director in the IOM East and Horn of Africa (EHoA) Regional Office and direct supervision of the Migration, Environment and Climate Change (MECC) Regional Thematic Specialist (RTS), and in collaboration with relevant units at Headquarters and the Administrative Centres, the Programme Coordinator (Migration, Environment and Climate Change (MECC)) will be responsible for supporting the coordination of the Migration Multi Partner Trust Fund (MPTF), Regional Joint Programme titled ‘Addressing Drivers and Facilitating Safe, Orderly and Regular Migration in the Contexts of Disasters and Climate Change in the Intergovernmental Authority on Development (IGAD) Region’.

The Joint Programme is implemented under the Migration, Environment and Climate Change Division at the IOM East and Horn of Africa Regional Office; therefore the successful candidate would sit under the Migration, Environment and Climate Change (MECC) Division. The Programme Coordinator (MECC) will be responsible for supporting the coordination and monitoring of IOM’s activities envisaged under the MPTF Regional Joint Programme, as well as supporting the coordination and monitoring of the activities implemented by PUNOs and partners. This support role will contribute to maximising synergies and complementarities across all PUNOs and partners and to seeking synergies with external partners, thus facilitating the coordinated, comprehensive implementation of the GCM in the EHoA region. The Programme Coordinator (MECC) will also assist and support the MECC RTS EHoA in the expansion of the MECC portfolio in the region.

Core Functions / Responsibilities:

1. Support the coordination and implementation of the MPTF Joint Programme and closely communicate and follow up with PUNOs and partners.
2. Supporting the implementation of the IOM MPTF component, coordinating with relevant Country Offices, Units, and external partners (consultants and others).
3. Provide technical inputs for the development and implementation of a robust monitoring, learning and reporting system to facilitate programme implementation, particularly in relation to changing contexts, and compile and disseminate information and updates to donors and other stakeholders on progress and impact.
4. Assist in organizing the programme’s technical working group (TWG) and steering committee (SC) meetings in close collaboration with ILO as technical co-lead.
5. Provide administrative and technical support to IOM’s activities within the Programme, including green economy policy mapping activities.
6. Encourage open, two-way communication between PUNOs and partners to facilitate the integration of all 4 pillars of work. Research, analyze and recommend opportunities to create synergies with other national, regional, continental, or global programmes and initiatives to support comprehensive and coordinated GCM implementation.
7. Provide information to donors and other interested parties such as governments, academia and UN Agencies/INGOs on the Programme’s progress and impact in order to present to wider audiences and national, regional, continental, and global forums.
8. Working closely with the Regional Communications team, contribute to the development and dissemination of regular communications products such as quarterly newsletters, Press Briefing Notes (PBNs), human interest stories and other communications and visibility materials that raise the profile of the Programme and the MECC thematic area.
9. Track and follow up with PUNOs to facilitate the timely submission of narrative and financial donor reporting of the Programme and participate in data collection for the commencement of a project final evaluation through the SC and other stakeholders.
10. Participate in and contribute to IOM’s network by supporting the analysis and sharing of good practices with other Divisions/Departments in the other Regional Offices and Country Offices as necessary.
11. Support the delivery of quality MECC thematic training to governments as requested in the region in close coordination with the MECC RTS.
12. Participate in conferences, workshops and meetings related to the MECC thematic area in close coordination with the MECC RTS.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

1. Master’s degree in Political or Social Sciences, Economics, Migration Studies, International Relations, Law, Environmental Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
2. University degree in the above fields with four years of relevant professional experience

Experience

1. Experience in monitoring, evaluation, learning and reporting;
2. Experience in programme coordination with multiple stakeholders;
3. Experience with governmental authorities, donors, academia, other national/ international institutions, and NGOs.

Skills

1. Sound understanding of migration dynamics in relation to environment, climate change and climate-induced disasters and of the work undertaken by the MECC division in the region;
2. Sound knowledge of international fora and policy process in the areas of migration, climate change, environment, disaster risk reduction, knowledge of frameworks such as the GCM, UN conventions on climate change, ecosystems, desertification etc.;
3. In depth knowledge of the GCM, its implementation in the IGAD region- in particular, Objectives 2 and 5 as it relates to climate change and environmental degradation;
4. Understanding of national, regional and continental legal frameworks, human rights approaches, soft law and protection issues related to environmental migration, particularly those in the IGAD region;
5. Knowledge of the objectives, and the rules and regulations of the Migration MPTF;
6. Knowledge of IOM MECC’s strategic direction and objectives to include key partnerships; and,
7. Excellent communication and team building skills with a track record in coordination and building trust with diverse stakeholders.

Languages

1. IOM’s official languages are English, French, and Spanish.
2. External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
3. For all applicants, fluency in English is required (oral and written). Working knowledge of French is an advantage.
4. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
